GGI 2020-21: Gujarat tops the Index followed by Maharashtra, Goa

Good Governance Index 2021 launchedOn December 25 2021, on the occasion of Good Governance day, Union Minister of Home Affairs and Minister of Cooperation, Amit Shah released the Good Governance Index 2020-21 (GGI 2021) which was a biannual exercise prepared by Department of Administrative Reforms and Public Grievances (DARPG).

  • Gujarat has topped the composite ranking in the GGI covering 10 sectors 58 indicator index followed by Maharashtra and Goa.
  • Note – December 25 is observed as the good governance day to commemorate the birth anniversary of former prime minister Atal Bihari Vajpayee.

Key Analysis of the Report:

i.Gujarat and Goa registered a 12.3 percent and 24.7 percent increase over GGI 2019 indicators.

ii.Uttar Pradesh (UP) and Jharkhand have shown an incremental growth of 8.9 percent and 12.6 percent over GGI 2019 performance whereas, Rajasthan has shown an incremental growth of 1.7 percent over the GGI 2019 performance.

iii.In the North-East and Hill States category, Mizoram and Jammu and Kashmir (J&K) have registered an overall increase of 10.4 percent and 3.7 percent respectively over GGI 2019.

iv.Delhi topped the list among all UTs registering a 14 percent increase over the GGI 2019 indicators.

v.As many as 20 states have improved their composite GGI scores in 2021.

About GGI:

i.GGI is a framework which was introduced by DARPG in 2019 to measure the quality of governance across states and UTs.

ii.The GGI 2019 encompassed 10 Governance Sectors and 50 Governance Indicators. For GGI 2020-21, the same 10 Governance Sectors are retained while indicators have been revised to 58.

iii.10 Sectors of GGI 2021: The 10 sectors of GGI 2021 include i) Agriculture and Allied Sectors, ii) Commerce & Industries, iii) Human Resource Development, iv) Public Health, v.) Public Infrastructure & Utilities, vi) Economic Governance, vii) Social Welfare & Development, viii) Judicial & Public Security, ix) Environment, and x) Citizen-Centric Governance.

iv.4 Groups: To account for the variations in size and diversity of the States, they have been categorised into 4 groups: (i) North-East and Hill States (11), (ii) Union Territories (7) (iii) Other States – Group A (10) and (iv) Other States – Group B (8).

v.DARPG has partnered with National Centre for Good Governance (NCGG) and Centre for Good Governance (CGG), Hyderabad, in designing and developing GGI 2020-21.
