The Ministry of Jal Shakti under Swachh Bharat Mission Gramin (SBM-G) Phase 2 is set to support around 2 lakh villages to achieve Solid and Liquid Waste Management (SLWM) arrangements through an investment of INR 40, 700 Crore during the FY 2021-22.
- Objective – SBM (G) Phase 2 aims to achieve comprehensive cleanliness in villages (also called Open Defecation Free Plus Status – ODF Plus Status) by focusing on ODF sustainability and ensuring SLWM arrangements in villages.
Financial Details
Investment of INR 40, 700 Crore will be shared as below
- Centre will spend Rs.14,000 crore and State Govts will spend Rs.8300 crore.
- Fund of around Rs.12,730 crore will be made through the 15th Finance Commission.
- INR 4, 100 Crore through convergence with Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS).
- Around INR 1500 Crore will be invested by States through other sources like Business Model, Corporate Social Responsibility (CSR), and other schemes.
Action Plan
i.Under SBM-G Phase 2,
- Targeted support for over 2 Lakh Villages by providing around 50 Lakh Individual Household Toilets (IHHLs), 1 Lakh Community toilets, Plastic Waste Management Units in 2400 Blocks of India, Gobardhan projects in 386 Districts, Faecal Sludge Management arrangements in over 250 districts are set to be constructed
ii. NSSC approves Annual Implementation Plan of States/UTs
The National Scheme Sanctioning Committee (NSSC) of SBM-G under the Chairmanship of Secretary, Ministry of Jal Shakti approved the Annual Implementation Plan (AIP) of States & UTs for sanitation.
- Each State/UT has developed its own AIP for implementing the plan.
- NSSC consists of representatives of the Ministry of Rural Development, Panchayati Raj, Ministry of Housing and Urban Affairs, representatives from State Governments apart from sector experts.
- It reviews the AIP of States/UTs and emphasizes the effective utilization of 15th Finance funds earmarked for sanitation.
Swachh Bharat Mission (SBM)
i.It was launched by the Government of India in 2014 to eliminate open defecation and improve solid waste management.
ii.Phase-1 of the SBM lasted till October 2019, while Phase-2 is in the implementation stage between 2020-21 and 2024-25.
iii.The mission is split into two – Rural & Urban
- SBM-Gramin is financed and monitored by the Department of Drinking Water and Sanitation, Ministry of Jal Shakti.
- SBM-Urban is overseen by the Ministry of Housing and Urban Affairs.
iv. Implementation of the SBM mission is led by Rural Local Bodies.
