Haryana Chief Minister (CM) Manohar Lal Khattar who also holds the Finance Portfolio presented the state budget for FY 2021-22 with an overlay of INR 1, 55, 645 Lakh Crore. The areas of focus were health, agriculture & infrastructure.
- The INR 1, 55, 645 crore allocated for FY 2021-22 is an increase of 13% over FY 2020-21 of INR 1, 37, 738 Crore.
- The budget has proposed setting up Special Education Zones (SEZs) to promote technology based learning in government schools.

- Capital Expenditure – INR 38, 718 crore
- Revenue Expenditure – INR 1, 16, 927 crore
- Projected Fiscal Deficit – 3.93% (which is well under the 4% limit of Fiscal Responsibility and Budget Management (FRBM) Act)

- Health Sector – INR 7, 731 Crore
- Cooperation sector – INR 1, 274 Crore
- Agriculture & Farmers welfare – INR 2, 998 Crore
- Animal Husbandry & Dairying – INR 1, 225 Crore

Major Announcements
Agriculture
- A special campaign – ‘Har Khet Swasth Khet’ announced to focus on soil health and facilitating cropping choices based on soil quality.
- INR 2400 allocated for setting up India International Horticulture Market (IHM) at Ganaur, Sonepat.
- In order to double the income of fish farmers, the government will develop 1090 hectares’ saline affected area and 5000 hectares’ fresh water area under ‘Pradhan Mantri Matsya Sampada Yojana Scheme’ (PMMSY) during 2021-22 to 2024-25.
Social Welfare
- Old Age Samman allowance increases to INR 2, 500 per month from April 1, 2021.
- Setting up of a Gender Inclusion Fund (GIF) of INR 114.52 crore for providing higher financial assistance to girl students in Special Economic Zones (SEZs).
- Announcement of new scheme called ‘Mukhyamantri Antyodya Parivar Utthan Abhiya’ for uplifting one lakh families with low family income.
- Increased financial assistance under Dr BR Ambedkar Awas Navinikarn Yojna to INR 80, 000 from INR 50, 000 for repair of houses belonging to Schedule Caste families living Below the Poverty Line (BPL).
Education
As part of National Education Policy, the state government is set to upgrade classroom infrastructure.
- INR 700 Crore has been allocated for promoting technology based education and for installation of digital classrooms, among other facilities.
- Free Education to be provided for government schools for class 9-12 from all categories.
