On March 4, 2021, Arunachal PradeshтАЩs (AR) Deputy Chief Minister (CM) and Finance Minister Chowna Mein presented Rs 578.50 crore deficit state budget for FY2021-22 at the state assembly in Itanagar. However, the fiscal deficit of the state has decreased to 2.19% from 2.28% in FY21.
- In accordance with the Union Budget FY22, the Arunachal Pradesh share of Central Taxes is pegged at Rs 11693.94cr.
The budget is focused on the 6 key areas of growth viz.

Projections in AR Budget:
i.Revenue Receipts- Rs 21090.87cr
ii.Capital Receipts- Rs 1490.13cr
iii.Total Receipts- Rs 22581cr
iv.Revenue Expenditure- Rs 15344.32cr
v.Capital Expenditure (including loan)- Rs 6968.68cr
Key Highlights of Budget:
i.The state will observe year 2021 as ‘Year┬а of Education’ to improve the quality of education.
- Rs 300 cr allocated towards the initiation of ‘Early Childhood Care and Education (ECCE)’.
- 1st All girl Sainik School will be set up at Tawang after the approval from Ministry of Defence.
- CM Samast Shiksha Yojana will be continued (Rs 32 crore).
ii.As a part of Health & Wellbeing, there will be further development of Tomo Riba Institute Health & Medical Sciences (TRIHMS).
iii.The Sangey Lhaden Sports Academy, Chimpu, Itanagar declared as Khelo India State Centre of Excellence under the Khelo India scheme.
iv.There will be implementation of pilot project on Caravan Tourism.
v.The Central Government has approved the preparation of DPR (Detailed Project Report) for Frontier Highway.
vi.The top 31 winners of Arunachal Pradesh Entrepreneurship Development program will get seed money and incubation support.
vii.The state government has allocated the 120 MW (Megawatt) Nafra Hydro-Electric Power to North Eastern Electric Power Corporation Limited.
Key Allocations:
i.A grant of Rs 303 cr will be provided to local bodies under the 15th Finance Commission for development through Panchayat Raj Institutions.
ii.Rs 1,895 crore was allocated for clearing old liabilities of State Infrastructure Development Fund (SIDF).
iii.Rs 1,000 crore was allocated for Central Sector Schemes (CSS)
iv.Rs 7.5cr each allocated towards the CM’s White revolution Scheme and Arun Pig Development Scheme
v.A provision of Rs. 30 crore was made to initiate a major project to develop three Model Villages on a pilot basis in the Indo-Tibet China border areas – one each in the Eastern, Central and Western part of the State.
vi.Rs 10 cr allocated for Mukhya mantri neel kranti abhiyan for fisheries sector.
