On February 16, 2021, Durga Shanker Mishra, Secretary of Ministry of Housing & Urban Affairs (MoHUA) launched ‘Pey Jal Survekshan 2021’, drinking water survey under Jal Jeevan Mission-Urban (JJM-U) on a pilot basis in 10 cities.
As part of the survey, ‘Pey Jal Survekshan 2021’, data will be collected on wastewater management and condition of water bodies of at least 3 water bodies in the cities.
Objective:
- To determine equitable distribution of water, reuse of wastewater & mapping of water bodies with respect to quantity and quality of water.
Key Points:
- The 10 cities are Agra (UP), Badlapur (Maharashtra), Bhubaneswar (Odisha), Churu (Rajasthan), Kochi (Kerala), Madurai (TN), Patiala (Punjab), Rohtak (Haryana), Surat (Gujarat) & Tumkur (Karnataka).
- Based on responses received in the 10 cities, the survekshan will be extended to all AMRUT (Atal Mission for Rejuvenation and Urban Transformation) cities
Mode of Collecting Data:
The mode of data collection will be through
- Face-to-Face Interviews with Citizens and municipal officials as per approved questionnaire
- On-call interviews, water sample collection and laboratory testing, and field survey for non-revenue water
The Mission will be monitored through a technology-based platform, the responses will be monitored along progress and output-outcome.
Jal Jeevan Mission (Urban) (JJM (U)):
In the Budget 2021-22, JJM (U) was announced under the MoHUA for providing universal coverage of water supply to all households through functional taps on lines of Sustainable Development Goal – 6.
- Total Funding for the Mission is INR 2, 87, 000 Crore, including INR 10, 000 crores for continuous financial support to AMRUT Mission.
- Government will provide Funding for projects in 3 Tranches of 20:40:40 based on outcomes.
Objectives:
Securing Tap Water & Sewer Connections
- To ensure coverage of water supply to all households through taps in all 4, 378 statutory towns.
- Estimated gap in sewer connections/septage in 500 AMRUT cities is 2.64 crore.
Rejuvenation of Water Bodies
- To supplement sustainable fresh water supplies, create green space & sponge cities to reduce floods and increase amenity value through Urban Aquifer Management plan.
Promote Circular Economy of Water
- By developing the city water balance plan for each city with focus on recycle/reuse of treated sewage & water conservation.
- Developing an Institutional Mechanism to enable 20% of water demand to be met by reused water.
Technology & Awareness:
- Proposal for a Technology Sub-Mission for water to use latest global technologies in the field of water
- Information, Education & Communication (IEC) campaign to spread awareness regarding conservation of water.
Key Proposed Reforms:
Urban Local Bodies (ULBs) will be incentivized for successful implementation of reforms.
- City Water Potability Index
- Reduction in non-revenue water
- Municipal finance reforms
- Rain Water Harvesting & Recycling Water to meet 20% total water demand by 2025
- Rejuvenating 3 water bodies per Urban Local Body (ULB)
Promotion of PPP Projects:
Under the mission, the government has mandated cities having population of more than 10 Lakh people to take up Public Private Partnership (PPP) projects worth minimum of 10% of their total project fund allocation.
Fundings:
- For North East & Hill States – Central Funding is 90%
- For UTs Central Funding is 50%
- Cities with less than 1 lakh population – 50%
- Cities with 1-10 lakh population – One Third Funding
- For Cities with Million plus population (more than 10 Lakh) – 25%
