National Highways Authority of India (NHAI) has signed a Tripartite Memorandum of Understanding (MoU) with Institute for Road Traffic Education (IRTE) and Institute for Development and Communication, Chandigarh (IDC) for promotion of road safety & collaborate in areas of traffic management under the programme “Capacity building of Road Safety Management through the Safe Systems Approach Programme”.
- NHAI will provide full support to IRTE & IDC regarding data, traffic information to improve traffic management across NHs in India.
- The agreement will be effective for a period of 2 years.
- Objective – To create Safe road environment through reduction of traffic violations, injuries and fatalities due to road crashes.
- The MoU was signed in presence of Dr. Sukhbir Singh Sandhu, Chairman of NHAI and Dr. Rohit Baluja, President IRTE and others.
Components of the Agreement:
i.As part of the Partnership, IRTE
- Will Provide support to NHAI for improving the functional aspects of road geometrics.
- Ensure conformance of Traffic Control Devices to Indian Road Congress (IRC) standards for achieving efficient, free & rapid flow of traffic.
- Will Assist NHAI to conduct safety audit, traffic engineering surveys, developing & creating awareness programmes for schools, universities & General public.
- Will help in developing and devising a strategy for coordination of traffic enforcement personnel along NHs.
- Conduct study of Road Traffic Violations (“RTVs”) and support one of their INTERCEPTOR-CrashLab, Mobile traffic enforcement & research laboratories.
ii.IRTE will also develop a data management system for collection & recording of data related to accidents, enforcement, traffic volumes.
- The management system will help in creating specialised training programmes, tools & systems of training.
- It will also help in providing basic training, road safety audit, accident investigation & traffic management for the officials.
iii.As part of the agreement, IDC
- Will help in reduction of social, environmental and health risks to varied population
- Formulate strategies on social aspects of road safety
- Include financial investments & social capital in road safety
- Quantify benefits from reduction in travel time & material costs for the commuters.
iv.NHAI will provide the financial support for programmes like safety improvement works, road safety training, audit and research, holding workshops, seminars.
