India’s Top 10 Police Stations for 2020 announcedOn December 3, 2020, the Ministry of Home Affairs (MHA) released the annual list of India’s Top 10 Police Stations for 2020 during the virtual 55th annual DGPs (Director Generals of Police) and IGPs (Inspector Generals of Police) conference 2020 which was attended by the Prime Minister (PM) Narendra Modi, Union Minister Amit Anilchandra Shah, MHA among others.

  • The list was topped by Manipur’s Nongpok Sekmai police station in Thoubal district as the best performing police station in India. It was followed by AWPS-Suramangalam in Tamil Nadu’s Salem city and Kharsang in Arunachal Pradesh’s Changlang district.
  • The top 10 police stations were ranked out of 16,671 Police Stations in the country through data analysis, direct observation and public feedback.

About Annual ranking of Police Stations:

The idea of this ranking was mooted by PM Narendra Modi in 2015 during the DGPs conference in Kutch, Gujarat in order to assess the performance of police stations annually by grading them on certain parameters. It is done by MHA.

  • The focus behind this is to bring healthy competition among police stations and their more effective functioning.
  • It also provides feedback on many aspects of policing for future guidance like the state of physical infrastructure, resources and deficiencies by acting as a constant guide for improvements.
  • The first ranking was released in 2017.

Shortlisting Process:

The shortlisting of the best performing Police Stations, in each State was done on the basis of addressing of the following: –

  • Property offence
  • Crime against women
  • Crime against weaker sections
  • Missing persons, unidentified found person and unidentified dead bodies (Introduced in 2019)

75 Police Stations were selected for next stage. In the final stage, 19 parameters were identified to evaluate the standards including service delivery, techniques of improvement in policing, infrastructure, approachability of personnel and feedback of 4,056 citizens, covering approximately 60 people at each shortlisted location.

This part constituted 80 percent of weightage in overall scoring.  The balance 20 percent was based on infrastructure of the police station and approachability of personnel and feedback of citizens.

i.The MHA has redefined guidelines on how non-governmental organisations (NGOs) can accept, transfer and utilise foreign donations and contributions by amending the provisions of the Foreign Contribution Regulation Act, 2010 (FCRA) with Foreign Contribution (Regulation) Amendment Act, 2020 which has come into force w.e.f. September 29, 2020.

ii.On October 17, 2020, the Ministry of Home Affairs (MHA) has amended the Jammu and Kashmir Panchayati Raj Act, 1989 under the J&K Reorganisation Act, 2019 by removing a provision in Section 10 that requires payment of honorarium to panches and sarpanches (village head) in the Union Territory (UT) of Jammu & Kashmir (J&K).
