On January 09, 2020 the Minister of State (MoS- Independent Charge) for Power and New & Renewable Energy who is also MoS for Skill Development & Entrepreneurship Shri Raj Kumar Singh has released the 2nd State Energy Efficiency Index 2019 in New Delhi. The index tracks the progress of Energy Efficiency (EE) initiatives undertaken in 36 states and Union Territories(UTs) based on 97 indicators.Progressive states: The progressive states and UTs of the 2019 index which was grouped into 4 for rational comparisons were Haryana, Kerala, Karnataka, Maharashtra, Himachal Pradesh, Uttarakhand, Puducherry and Chandigarh
State Energy Efficiency Index 2019:
i.Assessment: This year the assessment was based on efforts and achievements in policy and regulation, financing mechanisms, institutional capacity, adoption of energy efficiency measures and energy savings achieved.
- States/UTs grouped into 4: For rational comparison, States/UTs were grouped into 4 categories based on Total Primary Energy Supply (TPES) required to meet the state’s actual energy demand (electricity, coal, oil, gas, etc.). The 4 categories were Frontrunner, Achiever, Contender and Aspirant.
ii.Front Runner: No States/UTs were listed in the frontrunner category.
iii.Achiever: The states and UTs listed under Achiever categories were Haryana, Kerala and Karnataka, thus making the total count to 3.Â
iv.Contender: The states and UTs listed under contender categories were Punjab, Uttar Pradesh, Madhya Pradesh, Gujarat, Telangana, Andhra Pradesh, Maharashtra and Tamil Nadu, thus totally it is 8.
v.Aspirant: Â The states and UTs listed under aspirant categories were Jammu and Kashmir(J&K), Himachal Pradesh, Uttarakhand, Rajasthan, Bihar, Sikkim, West Bengal, Arunachal Pradesh, Assam, Meghalaya, Nagaland, Manipur, Mizoram, Tripura, Jharkhand, Chattisgarh, Odisha, Andaman & Nicobar Islands, Daman and Diu, Goa, Lakshadweep, Chandigarh, Delhi and Pondicherry thus making the total count to 24
Index and indicators:
i.Index development: The index was released during RPM (Review, Planning and Monitoring) meeting in New Delhi and was developed by the Bureau of Energy Efficiency (BEE) in association with Alliance for an Energy Efficient Economy (AEEE).
ii.Index in 2018: A similar index like State Energy Efficiency Index 2019 was first launched in 2018 under the name State Energy Efficiency Preparedness Index 2018.
iii.Assessment by indicators: The 97 indicators will assess the progress based in 5 distinct sectors namely buildings, industry, municipalities, transport, agriculture and DISCOMs (distribution companies).
iv.New indicators added: New indicators were included in the year 2019, these include adoption of Energy Conservation Building Code (ECBC) 2017, energy efficiency in MSME (Ministry of Micro, Small and Medium Enterprises) clusters, etc.
v.Data collection: The required data were collected from respective state DISCOMS and other related departments with the help of State Designated Agencies (SDAs).

Based on the analysis for the year 2019 in the index, a 3-point agenda has been suggested to be considered by state agencies. They are as follows:
- Proactive role by states to be taken in policy formulation and implementation
- Strengthening the mechanism for data capture, management of data
- Enhancing the credibility of EE schemes.
