1st Foundation Day of I4C: Home Minister Amit Shah Launched 4 Key Initiatives for Prevention of Cyber Crime

Amit Shah to Address Indian Cyber Crime Coordination Centre’s Inaugural Foundation DayOn 10th September 2024, Union Minister Amit Shah, Ministry of Home Affairs (MHA) addressed the event organised to mark the 1st Foundation Day of the Indian Cyber Crime Coordination Centre (I4C) as the Chief Guest at Vigyan Bhawan in New Delhi, Delhi.  He also unveiled the new logo, vision and mission of I4C.

  • During the event, Amit Shah launched 4 key initiatives – Cyber Fraud Mitigation Centre (CFMC), Samanvay platform, Cyber Commandos programme and Suspect Registryfor prevention of cyber crime.
  • These initiatives will support towards achieving Prime Minister (PM) Narendra Modi’s vision of a ‘Cyber Secure Bharat’.

Key People: Union Minister of State (MoS) Bandi Sanjay Kumar, MHA; Govind Mohan, Director, Intelligence Bureau (IB); officials from various government organisations; and senior officials from various banks, FinTech, Cyber Commandos, among others were also present at the event.

About the 4 new Initiatives:

Cyber Fraud Mitigation Centre (CFMC):

i.CFMC has been established at I4C headquarters in New Delhi, Delhi with representatives from various major banks, financial intermediaries, payment aggregators, telecom service providers, Information Technology (IT) intermediaries, and States/ Union Territories (UTs) Law Enforcement Agencies (LEAs).

ii.All these representatives from various fields will work together for immediate action and seamless cooperation to counter online financial crimes.

iii.CMFC will set an example of “Cooperative Federalism” in law enforcement.

Samanvay Platform:

Samanvay Platform, a Joint Cybercrime Investigation Facilitation System, is a web-based module that will act as a unified portal for data repository of cybercrime, data sharing, crime mapping, data analytics and coordination among various states/ UTs LEAs.

Cyber Commando Programme:

i.Cyber Commando Programme will establish a special wing of trained ‘Cyber Commandos’ who will be trained to counter threats of cyber security.

ii.They will be stationed at the Central Police Organisations (CPOs) in all states and Union Territories (UTs).

  • The programme targets to train about 5,000 cyber commandos in next 5 years.

Suspect Registry:

i.Under this initiative, Cyber Suspect Registry at the national level will be created and the state level registries will be connected to create common platform to fight cyber crime.

ii.A Suspect Registry of various identifiers is being created based on National Cybercrime Reporting Portal (NCRP), in partnership with banks and financial intermediaries for bolstering fraud risk management capabilities of financial ecosystem.

Key Facts:

i.To address the issue of increasing cyber crimes in the country, 7 Joint Cyber Coordination Teams have been established at Mewat (Haryana), Jamtara (Jharkhand), Ahmedabad (Gujarat), Hyderabad (Telangana), Chandigarh, Visakhapatnam (Andhra Pradesh, AP) and Guwahati (Assam).

  • I4C has also launched an effective awareness campaign related to cyber crimes on different social media platforms under ‘Cyber Dost’.

ii.A National Cyber Forensic Laboratory (NCFL)has also been established in Delhi under I4C. So far, over 11, 00 officers have been trained in cyber forensics.

About I4C:

i.It was established on 5th October, 2018, under the Central Sector Scheme (CSS) under the Cyber and Information Security Division (CIS Division), MHA.

ii.Its main objective was to establish a national-level coordination centre to address all issues related to cybercrime across the country.

  • It also aims to enhance the capabilities of LEAs and improve coordination among various stakeholders dealing with cyber crime.

iii.The headquarters of I4C was inaugurated in New Delhi (Delhi) on 10th January, 2020. Later, I4C has designated as an attached office under MHA with effect from 1st July, 2024.
