I&B Minister Anurag Thakur Launches 4 Portals To Modernise Media LandscapeUnion Minister Anurag Thakur, Ministry of Information and Broadcasting (MIB), launched 4 transformative portals as part of MIB’s digital initiatives, to modernise India’s media industry in New Delhi, Delhi. The 4 portals are,

  • Press Sewa Portal;
  • Transparent, Empanelment, Media Planning, and eBilling System(TEMPEST)
  • NaViGate(National Video Gateway) Bharat portal; and
  • National Register for Local Cable Operators (LCOs).

Aim:

i.To ensuring ease of doing business by promoting a more conducive business environment for newspaper publishers and TV channels.

ii.To simplify processes, and enhance transparency, and efficiency in government communication;

iii.To provide easy access to authentic government videos; and

iv.To Create an inclusive database of LCOs to streamline regulatory processes in the cable TV sector.

1.Press Sewa Portal: Streamlining Newspaper Registration:

i.Press Sewa Portal is developed under the Press and Registration of Periodicals Act of 2023 (PRP Act, 2023) by the Press Registrar General of India (PRGI), erstwhile Registrar of Newspapers for India (RNI).

ii.It is a significant step towards complete automation and simplification for newspaper registration.

Objective: To simplify the registration procedures that were prevalent under the colonial PRB Act of 1867.

Key Features:

i.Online Application for title registration using Aadhar-based e-signatures.

ii.Probability meter indicating title availability.

iii.Real-time tracking of application status through an intuitive dashboard.

iv.Dedicated District Magistrate (DM) module for centralised application management.

New Website: A new website to offers easy access to relevant information was launched along with the portal. The portal features Artificial Intelligence (AI)-based chatbot for user-friendly interactions.

2.Transparent, Empanelment, Media Planning, and eBilling System(TEMPEST)

i.TEMPEST was introduced for Central Bureau of Communication (CBC), which provides comprehensive 360-degree media and communication solutions to Ministries, Departments, etc.

ii.This was designed for transparent and efficient media planning processes.

iii.End-to-end Enterprise Resource Planning (ERP) solution for a paperless and faceless business environment.

Key Features:

i.Online empanelment system for newspapers, periodicals, TV, Radio, and digital media to ensure transparency.

ii.Automated media planning for efficient processes.

iii.Integration of an eBilling processing system for transparency.

iv.A comprehensive mobile app for partners with timestamps and geo-tagging for organized monitoring.

v.Dedicated Interactive Voice Response (IVR) support team for quick issue resolution for clients and partners.

Promoting Ease of Doing Business:

  • Faster empanelment and business processes.
  • Automated compliance and swifter payment.

Points to Note:

i.CBC is a media unit of MIB and is the nodal multi-media advertising agency of the Government.

ii.It offers the communication needs of Ministries/Departments including Public Sector Undertakings (PSUs) and Autonomous Bodies under them.

3.NaViGate Bharat Portal:

i.It is developed by the New Media Wing of MIB.

ii.A unified bilingual platform hosting government-related videos and citizen welfare-oriented measures.

iii.It eliminates the hassle of searching for information from multiple sources and connects citizens with government schemes and initiatives.

Key Features:

i.It offers dedicated pages for Ministries, Sectors, Schemes, and Campaigns.

ii.Easy navigation and search to find the videos.

iii.Categorization and tagging for efficient video search.

iv.Seamless video playback and streaming.

v.Download and share options.

vi.Filter-based advanced search functionality for a seamless user experience.

4.National Register for LCOs: Strengthening Cable Sector:

i.It is the 1st step to bring the registration of LCOs currently with Post Offices across India under a centralised registration system.

ii.A web form for collecting information for LCOs for the National Register.

iii.A step towards a more organized cable sector with a National Registration Number for an LCO.

iv.The LCO National Register facility opens new possibilities for the cable sector, in line with the vision of a developed India.

Ministry of Information and Broadcasting (MIB) issued a notification amending the Cable Television Network (CTN) Rules of 1994. Moreover, a new provision has been added, enabling Cable Operators to share infrastructure with Broadband Service Providers.
