Odisha Finance Minister Presents Rs 2.55 Lakh Crore Budget for 2024-25The Finance Minister of Odisha, Bikram Keshari Arukha, presented a growth-oriented Annual Budget (Vote-on-Account) for the Financial Year 2024-25 (FY25) in the Legislative Assembly, with an outlay Rs 2,55,000 crore, a 11% increase from Annual Budget, FY24. No new schemes were introduced.

  • An interim budget of Rs 1.18 lakh crore was also presented for the first four months of FY25.

Highlights:

i.The expenditure is estimated at Rs 1,18,000 crore.

ii.Rs 1,40,000 crore is estimated for Programme Expenditure.

iii.Notably, the proportion of Capital expenditure in Odisha to total budget is the highest among all major States in India.

  • The capital outlay in FY25 is Rs 63,162 crore, which is about 6.8% of Gross State Domestic Product (GSDP).

iv.GSDP Ratio for FY25 (BE) is 12.25%; State’s own revenue contributing about 56% to the total revenue.

v.Revenue Surplus projected at 4% of GSDP.

vi.Fiscal Deficit kept within the prescribed limit of 3% of GSDP.

Allocation (Top 5 with Highest Allocation):

i.The highest resource allocation of Rs 33,865 crore has been proposed for the school and mass education department.

ii.Panchayati Raj & Drinking Water Department: Allocation of Rs 22,543 crore (8.84%).

iii.Health and Family Welfare: Allocation of Rs 19,959 crore (7.74%).

iv.Water Resources: Allocation of Rs 13,267 crore (5.20%).

v.Planning and Convergence: Allocation of Rs 12,043 crore (4.72%).

Agriculture/Horticulture:

i.Rs 28,944 crore under the Agriculture Budget for FY25.

ii.Rs 1,935 crore of direct benefit transfers under Krushak Assistance for Livelihood and Income Augmentation (KALIA) Scheme.

iii.Rs 480 crore under Horticulture Development Programme, and Rs 98 crore under National Horticulture Mission for integrated development of horticulture.

iv.Rs 155 crore under Rashtriya Krishi Vikas Yojana (RKVY).

v.Rs 51 crore provided to support Farmers’ Producers Organisations (FPOs)

vi.Rs 600 crore under Pradhan Mantri Fasal Bima Yojana (PMFBY) for crop insurance for farmers.

vii.Outlay of Rs 360 crore for Mukhyamantri Maschyajibi Kalyan Yojana and Rs 220 crore under the scheme Blue Revolution for integrated development & management of fisheries.

viii.Rs 220 crore under the scheme Rashtriya Pashudhan Vikash Yojana-White Revolution.

Other Sectors:

i.Total outlay of Rs 14,467 crore for irrigation sector. This include the following among others:

  • Rs 320 crore under Mukhya Mantri Adibandha Tiari Yojana (MATY)-2.0 for construction of another check dams during 2024-25.
  • Rs 375 crore for lining of canals under Canal Lining and System Rehabilitation Programme (CLSRP).
  • Rs 240 crore for modernization of irrigation projects under Nabakrushna Choudhury Secha Unayana Yojana.

ii.Rs 2,761 crore under the overarching Mission Shakti programme during 2024-25

iii.Rs 1162 crore under the National Rural Livelihood Mission (NRLM)

iv.Rs 390 crore under the Gangadhar Meher Sikshya Manakbrudhi Yojana (GMSMY) for supply of Free Bi-Cycle to all Students studying in Class-IX of Govt., Govt. Aided, Block Grant High Schools, Sanskrit Tols and Madrasa.

v.Rs 108 crore for Mukhyamantri Chhatra Chhatri Paridhan Yojana, and Rs 19 crore under Mukhyamantri Medhabi Chatra Protsahan Yojana for disbursement of scholarship to eligible students.

vi.Rs 1,305 crore for the sports sector.

vii.Total Rs 5,015 crore for undertaking various women and child centric policy and welfare measures.

viii.A sum of Rs 4,699 crore is allocated for social security measures.
ix.The allocation towards Programme Budget is Rs 58,575 crore for identified Schemes.

Allocation of Rs 10,718 crore to transform Urban Odisha.

x.Rs 4051 crore under Pradhan Mantri Awaas Yojana (PMAY)-Gramin.

xi.Rs 2,001 crore for material component of Mahatma Gandhi National Rural Employment Guarantee (MGNREGA) Scheme.

xii.Rs 314 crore for Urban Wage Employment Programme-Mukhyamantri Karma Tatpara Abhiyan (MUKTA).

xii.Investment of Rs.21,004 crore under Roads, Bridges, Airports and Railways.

  • Rs 6194 crore has been proposed for Road Development Programme and Rs 100 crore for Biju Express Way.
  • Rs 1191 crore for a new scheme Location accessible multimodal initiative (LACCMI) to facilitate assured and affordable transportation for the people across the state

xiii.Allocation of Rs 4,352 crore is proposed for the sector for quality and reliable power supply.

xiv.Outlay of Rs 1555 crore for Industries and Micro, Small & Medium Enterprises (MSME) sector.

xv.Rs 1219 crore for the forestry sector, and Rs 818 crore has been proposed for overall development of Tourism sector.

xvi.Rs 350 crore under Integrated Development of Heritage and Monuments and Tourist Destination.
