About Agreements:
- Implementing Arrangement on Defence Industry Cooperation
An Implementing Arrangement was signed between the Department of Defence Production (DDP), Ministry of Defence (MoD) and General Dept. of Defence Industry, Ministry of National Defence, Vietnam. It envisages a framework for promoting cooperation between the defence industries of the two countries.

- Agreement for US$5 mn Indian Grant Assistance for Army Software Park at Nha Trang
The Embassy of India, Hanoi and Telecommunications University, Ministry of National Defence, Vietnam signed an agreement for US$ 5 million Indian Grant Assistance for Army Software Park at National Telecommunications University, Nha Trang, Vietnam.
- The agreement will facilitate setting up of IT infrastructure at the Army Software Park with provision for training and services in the field of software applications.

An Implementing Arrangement was signed between Centre for United Nations Peacekeeping Operations (CUNPKO), India and Vietnam Dept. of Peacekeeping Operations for Cooperation (VNDPKO) in UN Peacekeeping.
- This agreement will identify specific activities for development of cooperation in the field of UN Peacekeeping.

- MOU between India’s AERB and Vietnam’s VARANS
A MOU between India’s Atomic Energy Regulatory Board (AERB) and Vietnam Agency for Radiation and Nuclear Safety (VARANS) was also inked to promote mutual cooperation between both entities in the fields of radiation protection and nuclear safety.

–Implementation of the High Speed Guard Boat (HSGB) Manufacturing Project for Vietnam Border Guard Command under the US$ 100 million Defence Line of Credit extended by Government of India (GoI) to Vietnam.
- As a part of this, there will be handing over of 12 high speed patrol boats for Vietnam.
- Five vessels are being built at Larsen & Toubro’s (L&T) shipyard in Chennai, Tamil Nadu and the rest will be made at Hong Ha shipyard in the Vietnamese port city of Hai Phong under the Indian firm’s supervision.
–Completion and handing over seven Development Projects with Indian ‘Grant-in-Aid’ Assistance of US$ 1.5 million for the benefit of the local community in Vietnam’s Ninh Thuan province.
–Enhancing the number of annual Quick Impact Projects (QIPs) to 10 from currently five, w.e.f. FY 2021-2022.
–There will be 3 new Development Partnership projects in heritage conservation in Vietnam (F-block of Temple at My Son; Dong Duong Buddhist Monastery in Quang Nam province; and Nhan Cham Tower in Phu Yen province).
–A Launch of bilateral project for preparing an Encyclopedia on India – Vietnam Civilizational and Cultural Relations.
India – Vietnam Joint Vision for Peace, Prosperity and People
Both nations set forward a Joint Vision for Peace, Prosperity and People to guide the future development of India – Vietnam Comprehensive Strategic Partnership.
- In this regard, concrete actions proposed to be taken by both sides as per Plan of Action for period 2021-2023.
- The plan was adopted by Subrahmanyam Jaishankar, Ministry of External Affairs (MEA) and Pham Binh Minh, Deputy Prime Minister & Minister of Foreign Affairs.
