First Edition Of ‘State Ranking Index For NFSA’ 2022: Odisha, Uttar Pradesh, Andhra Pradesh Emerge as Top 3 States Among General Category StatesOdisha tops first national food security rankingThe first edition of the State Ranking Index for NFSA: Creating resilient food systems to optimize the delivery of benefits – June 2022 was released by Union Minister Piyush Goyal, Ministry of Consumer Affairs, Food & Public Distribution (MoCA,F&PD), on July 5, 2022, during the Conference of Food Ministers of States and Union Territories(UTs) on “Food Nutrition and Security in India,” which was hosted by the Department of Food and Public Distribution (DFPD), MoCA,F&PD.

  • The National Food Security Act (NFSA) was enacted on July 5, 2013, and the conference was organized to commemorate the occasion on July 5, 2022.

Objective of NFSA: To deliberate and discuss nutritional security, food security, best practices followed in Public Distribution System (PDS), crop diversification, reforms in PDS and storage sector.
i.The State Ranking Index for NFSA 2022 aims to document the status and progress of NFSA and other reform initiatives across India, following consultation with states.

  • It emphasises reforms made by States/UTs, fosters cross-learning, and scales up reform actions implemented by all States/UTs.

ii.The 2022 Index is mainly focused on NFSA Distribution and will eventually incorporate procurement and Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY) Distribution in future.

Rajasthan govt set to introduce India’s first Right to Health Bill 2022 in State Assembly
The government of Rajasthan will introduce the ‘Right to Health Bill 2022’ in the Rajasthan assembly. It makes Rajasthan the first state in India to propose a guaranteed right to healthcare to its residents.

  • It aims to provide quality and affordable healthcare services by govt. and private healthcare providers without catastrophic out-of-pocket expenditure.

Highlights: 
i.In January 2022, the draft of the Right to Health Bill was prepared. 
ii.The Bill has 7 chapters that include the rights and duties of citizens, obligations of the government, and constitution of state and district health authorities and grievance redressal mechanisms.
iii.The draft bill promises free consultation, drugs, diagnostics and emergency care at all government hospitals in  Rajasthan.
Healthcare facility in Rajasthan:
i.Under  Mukhyamantri Chiranjeevi Swasthya Bima Yojana, Rajasthan govt. is providing free treatment up to Rs 10 lakh to the people  Along with accident insurance of up to Rs 5 lakh to the families registered.
ii.Chief Minister (CM) Ashok Gehlot, also approved Rs 117 crore for the expansion of the facilities in Mahila Chikitsalaya (women’s hospital) at Sanganeri Gate in Jaipur.

PM Modi  inaugurates Digital India Week 2022 in Gandhinagar, Gujarat

Prime Minister (PM) Narendra Modi inaugurated ‘Digital India Week 2022’, a Digital Expo – Digital Mela, at Mahatma Mandir in Gandhinagar, Gujarat. It is organized by the Ministry of Electronics and Information Technology (MeitY).

  • The week will be celebrated from  July 4 to July 9, 2022 to showcase the transformation of India’s digitally empowered society and knowledge economy.
  • The theme for Digital India Week 2022- ‘Catalyzing New India’s Techade’.
  • The “Digital Mela” has more than 200 Stalls showcasing Digital India solutions for facilitating “Ease of Living”.

Highlights:
i.The PM launched ‘Digital India Bhashini’: Bhasha Daan, that will enable easy access to the internet and digital services in vernacular languages.

  • He also launched ‘Digital India GENESIS’ to empower the digital economy.

ii.‘MyScheme’, Service Discovery Platform, which will provide access to government schemes at a single place and MeriPehchaan: National Single Sign On (NSSO) initiative launched .

  • The first cohort of 30 institutions supported under the Chips to Startup (C2S) Programme was also announced.

iii.He also launched ‘Indiastack.global’ – a global repository of key projects implemented under India Stack like Aadhaar, UPI, Digilocker, Cowin Vaccination Platform, Government e-Marketplace (GeM), DIKSHA Platform and Ayushman Bharat Digital Health Mission.

iv.Digital India Week 2022 will also have a three-day long orientation program ‘India Stack Knowledge Exchange– Showcasing India Stack and India’s Digital Products and Service’ from 7 July.
v.He has also unveiled an eBook ‘Catalyzing New India’s Techade’.

PM launches year-long 125th birth anniversary celebration of Alluri Sitarama Raju in AP
The Prime Minister (PM) Narendra Modi unveiled a 30-feet bronze statue of revolutionary freedom fighter Alluri Sitarama Raju  in the presence of  Governor of Andhra Pradesh Biswabhusan Harichandan, Chief Minister (CM)  Y S Jagan Mohan Reddy, Union Minister G.Kishan Reddy in Bhimavaram, Andhra Pradesh (AP)

  • It was launched to celebrate the 125th birth anniversary of Alluri Sitarama Raju.

About Alluri Sitharama Raju:
i.He was born on 4 July 1897  in  Andhra Pradesh (AP). He is referred to as “Manyam Veerudu” (Hero of the Jungles) by the local people.
ii.He is remembered  for his fight against the British Govt.  to safeguard the interests of the tribal communities in the Eastern Ghats region.

  • The Forest Act of 1882 prohibited the collection of minor forest products which caused the destruction of the social and economic structure of tribal communities.
  • He had led the Rampa rebellion in 1922.

iii.Every year, the Government of Andhra Pradesh commemorates his birth date, the 4th of July, as a state festival

UP becomes first state to Integrate ODOP Mart with ONDC platform, ACS Navneet Sehgal launches Pilot Phase
Uttar Pradesh (UP) became the first state in India to connect One District One Product (ODOP) mart with the Open Network for Digital Commerce (ONDC) platform. The pilot phase of integration of ODOP Mart on ONDC was inaugurated by the Additional Chief Secretary (ACS), Micro, Small and Medium Enterprises (MSME) s and Export Promotion, Dr. Navneet Sehgal.

  • ONDC aims to increase revenues and access to finance by micro food processing units of India.
  • The products under ONDC  will be displayed on all e-commerce portals and apps that are associated with ONDC.

Key points:
i.The ONDC is an initiative of the  Ministry of Commerce & Industry(MoCI).
ii.ONDC collaborates with UP’s Handicrafts Development & Marketing Corporation, to promote the spirit of One District One Product.

  • In order to boost economic activities, the ONDC will also provide logistics facilities to its customers which will help in promoting domestic products.

NITI Aayog Report: Green Hydrogen Is Critical to India’s Economic Development and Net-Zero Ambitions

A new report titled “Harnessing Green Hydrogen: Opportunities for Deep Decarbonisation in India”, co-authored by the National Institution for Transforming India(NITI) Aayog and Rocky Mountain Institute (RMI), provides a way to enhance the emergence of a green hydrogen economy, which is critical for India to achieve its net-zero ambitions by 2070.

  • The report was released by Suman Bery, Vice Chairman, NITI Aayog and Amitabh Kant, CEO, NITI Aayog.

Key Highlights:
i.The green hydrogen which is produced by renewable energy through electrolysis of water, will be crucial for industrial decarbonisation in sectors such as fertilisers, refining, methanol, maritime shipping, iron & steel and transport.
ii.With formulation of policies, India can emerge as the least cost producer and bring down the price of green hydrogen to USD 1 per kg by 2030.
iii.The green hydrogen industry can lead to exports in green hydrogen and hydrogen-embedded low-carbon products like green ammonia and green steel that enables 95 GW of electrolysis capacity in India by 2030.
From the report:
i.The Hydrogen demand in India could grow more than fourfold by 2050 which represents almost 10% of global demand.

  • The majority of the demand for hydrogen in India could be met with green hydrogen in the long term, while its value reaches USD 8 billion by 2030.

Mitigation measures:
i.The cost of green hydrogen can be brought down by the near-term policy measures to make it competitive with the existing grey hydrogen (produced by natural gas) prices.
ii.Setting up medium-term price targets will guide the industry towards making green hydrogen to become a more competitive form of hydrogen.
iii.Governments can encourage near term market development by identifying industrial clusters and enacting associated viability gap funding, mandates and targets.
iv.Research and development must be encouraged and manufacturing of components like electrolysers need to be identified and appropriately managed with adequate financial mechanisms such as production-linked incentive (PLI) schemes to enable 25 Gigawatts (GW) of manufacturing capacity of electrolysers by 2028.

47th GST Council 2022: Revises GST Rates & Makes RecommendationsOn June 29, 2022, the 47th Goods and Services Tax (GST) Council 2022 convened in Chandigarh under the chairmanship of Union Minister Nirmala Sitharaman, Ministry of Finance.
Union Minister of State for Finance Pankaj Choudhary, as well as Finance Ministers from states and union territories, and top officials from the Ministry of Finance and states/union territories, attended the meeting (UTs).

  • The GST Council has, among other things, suggested changes to the law and procedure governing GST, as well as changes to the GST rates applied to the supply of goods and services. The rate changes recommended by the 47th GST Council will be made effective from July 18, 2022.

MILMA’s Ernakulam Dairy Set To Become India’s 1st Fully Solar-Powered Plant

Dr L Murugan, Minister of State for Fisheries, Animal Husbandry and Dairying laid the foundation stone of 2 megawatts (MW) solar power plant at the Kerala Co-operative Milk Marketing Federation (KCMMF), popularly known as Milma’s Tripunithura,Ernakulam, Kerala to power its units under the Ernakulam Union, mainly in Kottayam, Ernakulam, Thrissur and Idukki.

  • The Ernakulam dairy is set to become India’s first fully solar powered dairy plant at the cost of Rs. 11. 5 crores.National Dairy Development Board funded for the project.It will be executed by the Agency for New and Renewable Energy Research and Technology (ANERT).
  • Energy Management Centre, Kerala (EMC-K), will study the possibilities of using solar panels.More than 3,000 panels will be installed on the premises of the Tripunithura plant.
  • The solar power project will help save the Ernakulam Dairy 90 per cent of its power consumption, and make it the first dairy to be run entirely on solar power.

INTERNATIONAL AFFAIRS

Highlights of PM Narendra Modi’s visit to Germany and UAE; Germany Hosts 2022 G7 Summiti.On June 26-28, 2022, the Prime Minister of India Narendra Modi was on a 3-day visit to Germany, and United Arab Emirates (UAE). In the first leg of his visit i.e. on June 26-27 he visited Alpine castle of Schloss Elmau in southern Germany to attend the 48th G7 Summit in 2022 as Guest. He was invited by German Chancellor Olaf Scholz.
ii.It was hosted by Germany as it is the current chair of G7.
iii.The G7 group launched a ‘Partnership for Global Infrastructure and Investment’ initiative to compete with China.
iv.The G7 called on Russia to end the war against Ukraine, which is now in its fifth month, and also announced a tightening of sanctions against Russia with focus on defence industry, technology sector, oil and gold.
v.On the suggestion of Chancellor Olaf Scholz, the G7 will establish a Climate Club by the end of 2022.  It will an intergovernmental forum consistent with international rules, and is open to countries committed to the 2015 Paris Agreement goal.
vii.On June 28, 2022, he had a brief stopover in Abu Dhabi, UAE to pay his condolences on the passing away of Sheikh Khalifa bin Zayed Al Nahyan, the former president of UAE.

NATO Nations Sign Accession Protocols for Sweden, Finland

On July 5, 2022, the thirty Ambassadors of the North Atlantic Treaty Organization (NATO) signed the Accession Protocols for Finland and Sweden at NATO Headquarters (Brussels in Belgium), commencing the ratification process.
The Accession Protocols were signed in the presence of Finnish Foreign Minister Pekka Haavisto and Swedish Foreign Minister Ann Linde.
Backdrop
Following the signing of a trilateral memorandum between Turkey, Finland, and Sweden at the NATO Summit 2022 in Madrid, Spain, on June 28–30, 2022, the Allied leaders agreed to invite Russia’s neighbour, Finland, and Scandinavian partner, Sweden, to join the military club, NATO.

  • NATO Secretary General Jens Stoltenberg stated that NATO is ready to accept the European democracies who are ready and willing to contribute to NATO’s shared security.

For Finland and Sweden to be protected from the NATO defence clause, which states that an attack on one member is an attack against all, the accession agreement must be ratified by the legislatures of all 30 North Atlantic Treaty Organization members.
Major Events
i. The next stage will be the approval of the two countries’ memberships in the legislative institutions of each member state.

  • The inclusion of Finland and Sweden in NATO would result in one of the most significant changes to European security in recent decades.

ii.Finland and Sweden’s entrance to NATO was formally ratified by Canada, the first nation to do so, when members of Canada’s House of Commons unanimously declared their support for it.
Matters of Concern
i. The action worsens Russia’s geopolitical isolation in the wake of its invasion of Ukraine in February 2022 and subsequent military conflicts.
ii.Despite the alliance’s agreement, Turkey’s parliamentary approval could still be an obstacle to the final membership of both the nations.

  • Turkey might still hinder the process if the two nations do not completely accept Turkey’s demand to extradite terror suspects with ties to illegal Kurdish groups or the network of an exiled cleric accused of plotting a failed coup in Turkey in 2016.

iii. The restrictions on the sale of arms to Turkey are also anticipated to be lifted by Sweden and Finland.

NIUA’s C-Cube and WRI India Launch the India Forum for Nature-Based Solutions

The National Institute of Urban Affairs’ (NIUA) Climate Centre for Cities (NIUA C-Cube) partnered with World Resources Institute India (WRI India) launched ‘India Forum for Nature-based Solutions (Nbs) under the ‘Cities4Forests initiative’ at the 11th World Urban Forum (WUF) in Poland.

  • This is India’s first national coalition platform for urban nature-based solutions (NbS).
  • It is supported by Caterpillar Foundation, Department of Environment, Food & Rural Affairs (DEFRA), Govt. of the United Kingdom and Norway’s International Climate and Forest Initiative (NICFI).

Key Highlights:
i.Aim To create a collective of NbS entrepreneurs, government entities and like-minded organisations, for urban nature-based solutions.
ii.NbS provides multiple ecosystem benefits and also helps in providing multiple ecosystem benefits along with mitigation measures towards growing climate change.

  • It also addresses various societal challenges including building resilience of the underserved and vulnerable urban communities who are most affected by climate change induced catastrophes.

iii.NbS will drive investment and strengthen delivery mechanisms through multi-stakeholder coordination.
iv.Mainstreams urban ecosystem-based services and nature-based solutions in India through informing policy, plans and project interventions.

South Indian Bank Partners with Kerala’s Forest & Wildlife Dept for Digital Payment Collection The South Indian Bank (SIB) has signed an agreement with Kerala’s Forest and Wildlife Department to enable digital collection of payments at eco-tourism centres, Vanasree shops, mobile Vanasree units and eco-shops across Kerala.

  • The partnership will commence by setting up 124 Point-of-sale (POS) machines under 36 forest department agencies across Kerala.

Key Highlights:
i.After this partnership, the digital collection system of South Indian Bank will now be available at all 124 tourist spots that fall under the Forest Department.
ii.The Forest Department has set up Vanasree shops and units with the objective of marketing forest products, conserving and managing biodiversity, protecting the rich and sensitive ecosystem and uplifting the living standards of the tribals working in the area.

SBI General Insurance has launched the Cyber VaultEdge insurance plan, a comprehensive cyber insurance cover for protecting individuals against financial losses arising from cyber risks and attacks.

  • Aim – To secure individuals by minimising financial losses arising due to internet-based risk or cyber risks through a comprehensive and affordable product.

Key Highlights:
i.It has been designed to address the risks occurring due to cybercrime and instances of reputation damage, fraudulent transactions with credit cards, debit cards, theft of personal information, etc.

  • It also covers unauthorised e-transactions, loss of wages resulting from identity theft and instances impacting online reputation including social media trolling, bullying, and stalking.

ii.ExpensesCyber VaultEdge takes care of the legal expenses arising on any legal actions taken for the incidents against 3rd parties and reimbursement is done to restore data by availing Information Technology (IT) specialists.

  • It also covers consultation expenses of psychologists to individuals for trauma or stress arising due to such incidents.

Note – According to CERT-In, cyber security problems raised to Rs. 14.02 lakh in 2021 from Rs. 2.08 lakh in 2018 and the losses due to cybercrime, ATM/debit card, credit card and internet banking fraud were estimated at Rs. 63.4 crore in 2020-21 in both private and public banks.

Fields Medal 2022: Ukrainian Mathematician Maryna Viazovska Becomes 2nd Woman to Win Fields Medal

Ukraine’s mathematician Maryna Viazovska was named among four recipients of the Fields Medal 2022 by the International Mathematical Union (IMU) which is also known as the Nobel Prize for mathematics.

  • She became the second woman ever to receive the award (first was- Iranian Mathematician Maryam Mirzakhani in 2014)
  • The other recipients – Hugo Duminil-Copin of France, June Huh of the United States (US), and James Maynard of Britain. Click here to know more about the 2022 winners.
  • The Fields Medal is officially known as the “International Medal for Outstanding Discoveries in Mathematics”.

About Maryna Viazovska:
i.Maryna Sergiivna Viazovska is a Ukrainian mathematician, She is currently working as a professor at the Chair of Number Theory at the Institute of Mathematics of the Swiss Federal Institute of Technology in Lausanne, Switzerland. 
ii.She was honoured with the award for the proof that the E8 lattice provides the densest packing of identical spheres in 8 dimensions, and further contributions to related extremal problems and interpolation problems in Fourier analysis. 
About Fields Medal:
i.The Fields Medal, along with CAD(Canadian dollars) 15,000 (USD 11,600), is awarded every four years to mathematicians under the age of 40 years. The medals and cash prizes are funded by a trust established by John Charles Fields (J.C.Fields), Canadian mathematician, at the University of Toronto. 
ii.The recipients are normally announced at the International Congress of Mathematicians, which was originally due to be held in Russia 2022 but moved to Helsinki (Finland).

United Nations chief Antonio Guterres appoints Lt. Gen. Subramanian as Force Commander of UNMISS

United Nations Secretary-General Antonio Guterres has appointed Lieutenant General (Lt. Gen.) Mohan Subramanian of the Indian Army as the new Force Commander of the United Nations Mission in South Sudan (UNMISS), succeeding Lt. Gen. Shailesh Tinaikar of the Indian Army, who was appointed by the UN Secretary-General, as the UNMISS Force Commander in May 2019.
i.Previously, Lt. Gen. Subramanian served as the Additional Director General for Procurement and Equipment Management at the Integrated Headquarters of the Ministry of Defence (Army) in 2019-2021.
ii.United Nations Mission in South Sudan (UNMISS) was first established in 2011 under Security Council Resolution 1996.
iii.India is the second-highest military troop-contributing country to UNMISS with 2,385 Indian peacekeepers serving with the mission, second only to Rwanda. In addition, India currently contributes 30 police personnel to UNMISS.

Garmin appoints Indian triathlete Kaustubh Radkar as brand ambassador

Garmin Ltd. has appointed Indian triathlete Kaustubh Radkar as the brand ambassador of its fitness segment. Radkar has also been involved with Garmin Ltd. as a coach.
i.Kaustubh Radkar is an Ironman certified coach and is the first and only Indian to complete the Ironman Triathlon on 30 occasions. In 2017 and 2022, he was the only Indian to complete the Ironman World Championship in Kona Hawaii and in St. George, Utah, United States.
ii.He was also a former Indian national swimming champion from 1995 to 2000. He has also been chosen as one of the Fit India Ambassadors, as part of the government’s Fit India Movement which began in 2019.

CCI Approves Acquisition of Citrix Systems, Inc. by Vista & Elliot

The Competition Commission of India (CCI) approved the acquisition of Citrix Systems, Inc. (Citrix) by Vista Equity Partners Management, LLC (Vista) and Elliott Investment Management L.P. (Elliott).

  • CCI approved the proposed combination during its meeting held on 17th June 2022.
  • The proposed combination relates to the acquisition of Citrix by funds managed by Vista, and funds and investment vehicles managed by Elliot.

Highlights:
i.Vista and Elliott will collectively be referred to as Acquirers. The Acquirers and Citrix are collectively referred to as the Parties under the agreement.

ii.The proposed combination will be implemented pursuant to an Agreement and a Plan of Merger entered into and among Citrix, Picard Parent, Picard Merger Sub, Inc. (a wholly-owned subsidiary of Picard Parent) and TIBCO Software Inc. (TIBCO).
iii.The proposed combination parties under a Plan of Merger include-

  • Elliott Alto Aggregator GP LLC (Elliott Aggregator);
  • Picard Parent, Inc (Picard Parent);
  • Picard HoldCo LLC (Holdco); and
  • Citrix Systems, Inc. (Citrix).

Former Bihar Agriculture minister and a veteran socialist leader, Narendra Singh, passed away at the age of 75 in Patna, Bihar due to prolonged liver-related illness.
i.Narendra Singh was one of the few Bihar politicians who worked with all three stalwarts of state politics – Chief Minister (CM) Nitish Kumar, Rashtriya Janata Dal (RJD) chief Lalu Prasad Yadav and the late Ram Vilas Paswan of Lok Janshakti Party (LJP).
ii.He also emerged from the ‘JP movement’ in the state in the 1970s. Narendra Singh served as Bihar agriculture minister in Nitish Kumar’s cabinet till 2014.

Freedom Fighter, Padma Shri award recipient P. P. Gopinathan Nair passed away

The Padma Shri award recipient and Freedom fighter, Padmanabha Pillai Gopinathan Nair (P. P. Gopinathan Nair) passed away at the age of 100 due to age-related illness in Thiruvananthapuram, Kerala. He was born in Neyyattinkara, Kerala.

  • P. P Gopinathan Nair was known for following Gandhi’s ideologies and was actively involved in the freedom struggle. He was honoured with Padma Shri in 2016 for his contributions to society (in the field of Social Work).

World Zoonoses Day 2022 – July 6

World Zoonoses Day is annually observed across the globe on 6th July to create awareness about Zoonosis or zoonotic disease, an infection that is transmissible from animals to humans.

  • The day commemorates the anniversary of the administration of the first rabies vaccine to a human on 6th July 1885 by French Biologist Louis Pasteur.

Key Points:
i.Zoonotic pathogens can be bacteria, viruses or parasites, or they may involve unconventional agents and can spread to humans from animals through direct contact or through food, water or the environment. There are more than 200 known types of zoonoses.
ii.Globally around 75% of the emerging infections in humans are transmitted from animals.

GRSE & WB Govt. Inks Pact to Construct Next Generation Electric Ferry

On 5th July 2022 Garden Reach Shipbuilders and Engineers Limited (GRSE), a Public Sector Enterprise under the Ministry of Defence & a warship maker and Government of West Bengal’s (WB) transport department signed a Memorandum of Understanding (MoU) for design and construction of the next generation environment-friendly electric ferry.

  • The MoU was signed by Cdr. Shantanu Bose, Director (Shipbuilding), GRSE and WBs special secretary, transport department, Anindya Sengupta.
  • The next-generation electric ferry paves way for reducing carbon emissions in the water transport sector.

Key Highlights:
i.The conventional diesel engine-driven ferries that are operated in the Hooghly river will be replaced by green vessels for reducing carbon emissions.
ii.It is fully designed by the in-house design team of GRSE and is indigenously developed by the association of industries in the domain.
iii.Under the Green initiative and sustainable development of West Bengal, the zero-emission full-electric ferry is about 24-metre long and is powered by 210 kilowatt per hour (KWh) liquid-cooled energy storage solution that is designed to carry 150 passengers.

  • The vessel will be built with twin screw propellers, catamaran aluminium hull along with a piercing hull form-fitted with solar panel and its operating speed shall be between 8 knots – 10 knots.

iv.This will transform the inland water transport system in National Waterway-1 (NW-1), which is being developed from Haldia to Varanasi under the Ministry of Shipping.
