3rd States’ Startup Ranking 2021: Gujarat, Karnataka emerged as Best States States’ Startup Ranking 2021

i.On July 4, 2022, the result of the 3rd edition of the States’ Startup Ranking 2021 was announced by the Union Minister Piyush Goyal, Ministry of Commerce and Industry (MoCI) during an event held at The Ashok, New Delhi (Delhi).
ii.It was organized by the Department for Promotion of Industry and Internal Trade (DPIIT), MoCI.
iii.The Best Performer States are Gujarat and Karnataka in Category A, and Meghalaya in Category B.
iv.The ranking is based upon States’ Startup Ranking Framework (SRF) 2020 which involves five grading groups viz. Best performers (Percentile: 100), Top Performers (Percentile: 60-99), Leaders (Percentile: 30-59), Aspiring Leaders (Percentile: 11-29), and Emerging Startups Ecosystems (Percentile: Up To 10).

Six Indian States Sign First-Of-Its-Kind Declaration of Intent to Combat Human Trafficking

A first-of-its-kind Inter-State Declaration of Intent to Work in Collaboration to Combat Human Trafficking was signed by women and child welfare representatives from six Indian states — Andhra Pradesh, Karnataka, Kerala, Odisha, Tamil Nadu, and Telangana — on July 1-2, 2022, during a two-day Regional Consultation on Working Together to Combat Human Trafficking.

  • This declaration will be called as ‘Hyderabad Declaration’
  • The Telangana government hosted the event in partnership with the Non-Profit Organizations (NGOs) Prajwala and Shakti Vahini. The conference was supported by the United States (US) Consulates General in Hyderabad (Telangana) and Kolkata (West Bengal).

The agreement emphasises collaborating on intelligence gathering and sharing, witness and legal protection, as well as rehabilitation and care for survivors.
Regional Consultation to Combat Human Trafficking 
i.The consultation included 36 senior officials from the Departments of Women and Child Welfare/Social Welfare, the Home Department, the State Women’s Commission, the State Children’s Commission, and the State Legal Services Authority.

  • It was also attended by State Ministers from Telangana, Andhra Pradesh, Karnataka, Kerala, Odisha, and Tamil Nadu.

ii.The consultation featured presentations and panel discussions from senior police officers, prosecutors, judges, cybercrime experts, and survivor advocates.
iii. To ensure convergence in response process and enhance interstate collaboration between source and destination agencies, the US government collaborated with state governments to organise a series of consultations to bring together state-level parties, including government departments, legal services, law enforcement, child protection, and prosecution agencies.
Significance of A Regional Consultation
i.A regional consultation will provide a forum for exchanging best practices that can then be adopted by each state.

  • Through this cooperation, the States will be able to interact with each other more effectively, leading to cooperation with a focus on combating human trafficking.

ii.A Real Time Example: A delegation from Telangana had previously visited Tamil Nadu to research the Amma Maternity Nutrition Kit and Amma Baby Care Kit schemes.

  • It was then adopted in Telangana as the KCR Kit Scheme for pregnant women, resulting in significant reductions in the Infant Mortality Rate (IMR) and Maternal Mortality Ratio (MMR).

Greenko & IIT-H sign MoU to set up India’s 1st  School for Sustainable S&T
Greenko Group signed an MoU with the Indian Institute of Technology (IIT) Hyderabad to launch ‘Greenko School of Sustainable Science and Technology’ (GSSST), India’s first dedicated School for Sustainable Science and Technology.

  • It aims to enhance sustainable research, quality of education and skill.

i.It will be completed by the end of year 2022.

8th India-Armenia IGC held in Yerevan; MoU inked on HICDPs in Armenia

On July 4, 2022, the 8th session of India-Armenia Intergovernmental Commission (IGC) on Trade, Economic, Scientific and Technological, Cultural and Educational Cooperation was held in the capital city of Armenia, Yerevan.

  • The Indian delegation was led by Sanjay Verma, Secretary (West), Ministry of External Affairs (MEA) whereas the Armenian delegation was led by its Minister of Foreign Affairs, Ararat Mirzoyan. They were also the co-chair of IGC.

Signing of High Impact Community Development Projects (HICDP):
AMemorandum of Understanding (MoU) was signed between the Government of Armenia and the Government of India on HICDP in Armenia which will be financially and technically funded by India.

  • These projects include high and information technologies which will support the education of young professionals and schoolchildren in Armenia, and territorial development.
  • HICDPs are aimed to impact a high-level of community especially in the areas of livelihood and income generation, health, education, gender and child empowerment, sports and sustainable development.

Other Highlights:
i.Both sides discussed and reviewed the ongoing cooperation in the fields including trade, investments, health, tourism, infrastructure, culture, connectivity, information technology (IT) , agriculture, fintech and education.
ii.Both leaders also inaugurated Mahatma Gandhi Auditorium at the Yerevan State Medical University (YSMU) along with Dr. Armen Muradyan, Rector of the University.
iii.India’s Secretary (West) also called on the Deputy Prime Minister of Armenia Hambardzum Matevosyan.
iv.Secretary (West) also interacted with Indian students studying at the YSMU. It is the only University permitted by the Ministry of Education of Armenia to teach medicine in English medium.
v.In 2021, the Armenia-India trade was US$181 million compared to about US$21 million in 2016.
vi.The 7th IGC was held in April 2016 at New Delhi, Delhi.

Edelweiss General Insurance has launched SWITCH, a comprehensive motor insurance product under Insurance Regulatory and Development Authority’s (Irdai) Sandbox initiative.
About SWITCH
i.SWITCH is an application that is a completely digital, India’s 1st mobile telematics-based motor policy which detects motion and automatically activates insurance when the vehicle is driven. This helps customers to pay only for how much they drive.
ii.This not only measures the quantity but also the quality of driving and calculates premium accordingly.

  • Customers are also given a driving score based on several parameters such as overspeeding, distracted driving, sudden braking, among others.
  • In addition, the app will also change the policy if the policyholders use a car and will be tracked by the insurance company as your location will be shared.

iii.The vehicle will be covered 24/7/365 against fire and theft.
Note – Certain policies like ‘pay as you drive’ charge a lower premium when the vehicle is driven less and charge higher when driven more.

RBI launches 58th OBICUS of Manufacturing Sector; Imposes Monetary Penalty on Kotak Mahindra, IndusInd & 3 Cooperative Banks

On July 4, 2022, the Reserve Bank of India (RBI) launched the 58th round of OBICUS i.e. Order Books, Inventories and Capacity Utilization Survey of the manufacturing sector for April-June 2022 (Q1:2022-23).

  • The results of the survey will provide valuable inputs for monetary policy formulation.
  • RBI will approach the selected manufacturing companies for the survey.
  • RBI has also launched the 2021-22 round of its Survey on International Trade in Banking Services (ITBS).

About OBICUS:
RBI is conducting OBICUS of the manufacturing sector on a quarterly basis since 2008. The information collected in the survey includes quantitative data on new orders, backlog of orders at the beginning of the quarter, pending orders at the end of the quarter, and total inventories with a breakup between finished goods, among others.

  • It provides information on financial services rendered by branches/ subsidiaries/joint ventures of Indian banks operating abroad and branches/subsidiaries of foreign banks operating in India.

RBI imposes Monetary Penalty on Kotak Mahindra Bank, IndusInd Bank, and 4 Cooperative Banks

RBI in exercise of powers vested under the provisions of section 47 A (1) (c) read with sections 46 (4) (i) of the Banking Regulation (BR) Act, 1949 has imposed a monetary penalty of Rs 1,05,00,000 (Rs 1 crore and 5 lakh ) on Kotak Mahindra Bank Limited.

  • The reason behind this penalty is contravention of the provisions of sub-section (2) of Section 26A of the BR Act, 1949 read with paragraph 3 of ‘The Depositor Education and Awareness Fund Scheme, 2014’ and for non-compliance with the directions on ‘Customer Protection – Limiting Liability of Customers in Unauthorised Electronic Banking Transactions’, and ‘Loans and Advances – Statutory and Other Restrictions’.

Key Points:
i.In simple terms, Kotak Mahindra Bank failed to transfer unclaimed money to the Depositor Education and Awareness (DEA) Fund, reversing unauthorized electronic transfers in time and not maintaining margins on advances to brokers.
ii.Banks are required to transfer unclaimed deposits, if there is no customer-initiated transaction for 10 years, into the DEA Fund.
Penalty on IndusInd Bank:
RBI also imposed a monetary penalty of Rs 1 crore on IndusInd Bank Ltd for non-compliance with certain directions issued by RBI on ‘Reserve Bank of India (Know Your Customer (KYC)) Directions, 2016’.

  • This penalty has been imposed in exercise of powers vested in RBI under the provisions of section 47 A (1) (c) read with section 46 (4) (i) of BR Act, 1949.

IndusInd Bank did not adher to the due diligence in accounts opened using OTP (One Time Password) -based e-KYC, in a non-face-to-face mode where required.
Penalties on Co-operative Banks by RBI:
RBI in exercise of powers vested in RBI under the provisions of Section 47 A (1) (c) read with Section 46(4)(i) and Section 56 of the BR Act, 1949 has imposed monetary penalties on the following cooperative banks:
i.Rs 2 lakh on Nav Jeevan Co-operative Bank Ltd., Ulhasnagar (the bank) for non-compliance with the directions issued by RBI on Exposure Norms and Statutory / Other Restrictions – UCBs (Urban Cooperative Banks).
ii.Rs 1 Lakh on Balangir District Central Cooperative Bank Limited, Balangir, Odisha (the bank) for non-adherence with the provisions of Section 9 of the BR Act 1949 and the directions issued by RBI in this regard (Disposal of Non-banking Assets).
iii.Rs 2 lakh on the Dhakuria Cooperative Bank Limited, Kolkata, West Bengal (the bank) for non-adherence with the directions issued by RBI to Urban Cooperative Bank on (i) ‘Exposure Norms and Statutory / Other Restrictions – UCBs’ and (ii) Know Your Customer (KYC) Direction.
iv. RBI has also imposed a penalty on The Palani Co-operative Urban Bank Limited, Palani, Dindigul District, Tamil Nadu.
A monetary penalty of Rs. 2.00 lakh has been imposed on The Palani Co-operative Urban Bank Limited for non-adherence to / violation of directions issued under Exposure Norms and Statutory / Other Restrictions –UCBs.

RBI: Gives No Objection for HDFC Bank & HDFC Merger; DICGC Pays Eligible Depositors

On 4th July 2022 HDFC Bank received no objection letter from Reserve Bank of India (RBI) merging HDFC (Housing Development finance Corporation) Ltd and HDFC Bank. BSE Limited and NSE (National Stock Exchange) have also issued observation letters for the proposed merger.

  • Reserve Bank of India’s (RBIs), Deposit Insurance and Credit Guarantee Corporation (DICGC) will pay the eligible depositors of 2 Maharashtra based banks that includes, Shankarrao Pujari Nutan Sahakari Bank, Ichalkaranji, and Harihareshwar Sahakari Bank, Wai in August 2022.

Key points:
i.After amalgamation, The proposed entity would have a combined asset base of around Rs 18 lakh crore and will complete the merging by the 2nd or 3rd quarter of FY24, subject to approvals.
ii.DICGCDepositors of the Shankarrao Pujari Nutan Sahakari Bank will get the amount credited to the aadhaar linked alternate bank account specified by them on 10th August 2022 and those of Harihareshwar Sahakari Bank on 28th August 2022.

According to Forbes’s eighth annual list 2022, Jayshree V Ullal, the President and Chief Executive Officer (CEO) of Arista Networks, a computer networking firm, are among the Five women of Indian origin in America’s richest self-made women.
i.Ullal was born in London and raised in New Delhi, Delhi, India. Forbes had named her one of America’s richest self-made women for her net worth reaching USD 2.1 billion in 2022 and secured 15th Rank in the list.
ii.Other Indian American women who made it to the Forbes list are Neerja Sethi, co-founder of Syntel; Neha Narkhede, co-founder and former chief technology officer (CTO)of Confluent; former PepsiCo CEO Indra Nooyi, and Reshma Shetty, co-founder of Ginkgo Bioworks.

Strategic Disinvestment of NINL completed; Tata Steel takes Majority Shares

On 4 July 2022, the  Ministry of Finance (MoF) announced the completion of  strategic disinvestment transaction for Neelachal Ispat Nigam Limited (NINL) with the transfer of 93.71% shares of the joint venture partners  to the strategic buyer Tata Steel Long products Limited (TSLP), a subsidiary of Tata Steel Limited(Tata Steel).

  • NINL is a joint venture of 4 Center Public Sector Enterprises (CPSEs) & 2 State Public Sector Enterprises (SPSE)–  Minerals and Metals Trading Corporation (MMTC, shareholding of 49.78%),National Mineral Development Corporation (NMDC, 10.10%), Bharat Heavy Electricals Limited (BHEL, 0.68%), MECON Limited, (formerly known as Metallurgical & Engineering Consultants Limited ,0.68%) and 2 Odisha Government PSUs, namely Odisha Mining Corporation (OMC,20.47%) and Industrial Promotion and Investment Corporation of Odisha (IPICOL,12.00%).

Key points:
i.Tata Steel Long India Limited paid the Enterprise Value (EV) of Rs.12,100 Crores.
ii.The Letter of Award (LOA) was issued to Tata Steel Long Products Limited on 2 February, 2022, and the Sales and Purchase Agreement (SPA) was signed on 10 March, 2022 and in accordance with the process being run by Department of Disinvestment & Public Asset Management (DIPAM).

  • According to the SPA,  the amount will be distributed for  settlement of dues of employees, operational creditors, equity of selling shareholders and others.

Indian Navy Commissions the 1st ALH Squadron INAS 324 in VisakhapatnamOn 5th June 2022, Indian Naval Air Squadron (INAS) 324, named ‘Kestrels’, the 1st naval squadron on the eastern seaboard operating the indigenously designed and built Advanced Light Helicopter (ALH) DHRUV MK III (MR) helicopters was commissioned into the Indian Navy in Visakhapatnam, Andhra Pradesh(AP) to boost its maritime surveillance.

  • It was commissioned in the presence of Vice Admiral Biswajit Dasgupta, Flag Officer Commanding-in-Chief, Eastern Naval Command.

Key Points:
i.INAS 324 is commanded by Cdr S.S. Dash, an experienced ALH qualified flying instructor with extensive operational experience.
ii.The name Kestrels is inspired by the bird species that has good sensory capabilities and its internal meaning stands for searching over vast blue waters and white sea waves, which signifies the role of Maritime Reconnaissance (MR) and Search and Rescue (SAR) role of the squadron.
About ALH MK III:
i.ALH MK III helicopters are developed and manufactured by Hindustan Aeronautics Limited (HAL) with state-of-the-art equipment which includes modern surveillance radar and electro-optical sensors.
ii.These helicopters can also be deployed for Humanitarian Assistance and Disaster Relief (HADR) operations including special operations with the Marine Commandos (Marcos).

  • They also have an airborne Medical Intensive Care Unit (MICU) for air ambulances and to facilitate the medical evacuation of critically ill patients.

Jitendra Singh Launches India’s First Autonomous Navigation Facility – TiHAN

On 4th July 2022, Union Minister of State (Independent Charge) Science & Technology Jitendra Singh launched India’s first Autonomous Navigation facility, TiHAN (Technology Innovation Hub on Autonomous Navigation) for Aerial and Terrestrial with a budget layout of Rs. 130 crores at the Indian Institute of Technology (IIT) Hyderabad campus.
About TiHAN:
i.National Mission on Interdisciplinary Cyber-Physical Systems (NM-ICPS), TiHAN is a multi-disciplinary initiative of IIT Hyderabad.

  • It includes researchers from Electrical Engineering, Computer Science and Engineering, Mechanical and Aerospace Engineering, Civil Engineering, Mathematics, Design, Liberal Arts and Entrepreneurship at IIT Hyderabad.

ii.TiHAN is recognized as a Scientific and Industrial Research Organisation (SIRO) by the Department of Scientific and Industrial Research.

Note – IIT Hyderabad has established a first-of-its-kind, new Post-Graduation course of M.Tech in ‘Smart Mobility’.
Highlights:
i.TiHAN is developing and deploying a real-time CPS system by utilising autonomous UAVs and ground or surface vehicles for many application sectors of national importance.
ii.The testbed will provide a platform for high-quality research between academia, industry and Research & Development (R&D) labs both at the national and international level.

  • The testing facility includes an airstrip, soft landing area, hangar for keeping drones, a Ground control station (GCS), Telemetry Station for Performance Evaluation.

iii.It has a simulation platform that allows for non-destructive testing of algorithms and prototypes that includes real time scenarios such as Smart Cities, Signalised Intersections, Autonomous Vehicle Interactions with Cyclists and Pedestrians, Wireless Networking among vehicles and Road-Side Units.

  • It also provides dummy signboards, pedestrians, overpasses, and bikers to test all real-world conditions.

Keynote:
i.Under this national mission, IIT Hyderabad has been awarded the Technology Innovation Hub for Autonomous Navigation and Data Acquisition Systems (UAVs, ROVs. etc.).
ii.In the field of technology, around 25 technology innovation hubs have already been set up by the Department of Science and Technology (DST) under NM-ICPS.

DGDE Develops Indigenous AI-based Software to Protect Defence Land

An Artificial Intelligence (AI)-based software has been developed by Centre of Excellence on Satellite & Unmanned Remote Vehicle Initiative (CoE-SURVEI) in collaboration with knowledge partner Bhabha Atomic Research Centre (BARC), Visakhapatnam (Andhra Pradesh) to detect change on ground, including unauthorised constructions and encroachments in a time series using Satellite Imagery.
Key Points:
i.CoE-SURVEI established by Directorate General Defence Estates (DGDE) ,  at National Institute of Defence Estates Management at Meerut Cantonment in Uttar Pradesh (UP).
ii.Currently, National Remote Sensing Centre (NRSC) Cartosat-3 imagery with trained software is being used and the changes are detected by analysing satellite imagery of different time periods.
Current usage:
i.The application has been used by CoE in 62 Cantonments that enables Chief Executive Officers (CEOs) of Cantonment Boards to identify changes on ground that are of permanent in nature and then compares for changes with authorisation or without due sanction of the competent authority.
ii.For any unauthorised changes, immediate action is taken. Out of 1,133 unauthorised changes detected, the action was already taken in 570 cases and in the remaining 563 cases, legal action is warranted.
Other efforts:
i.The CoE-SURVEI has also developed tools for vacant land analysis and 3D imagery analysis of hill cantonments for land management.
ii.Through technology, it is trying to ensure optimum use of defence land through Geographic Information System (GIS)-based land management system
Note – In December 2021, Home minister Rajnath Singh inaugurated the CoE-SURVEI that leverages latest technologies in survey like satellite imagery, drone imagery and geo-spatial tools for effective land management and urban planning.

Bengali Film Director, Padma Shri Tarun Majumdar Passed Away

The Padma Shri award recipient and veteran Bengali film director, Tarun Majumdar passed away at the age of 91 due to age related illness in Kolkata, West Bengal.
About Tarun Majumdar:
i.He was born on 8 January 1931 in the Bengal Presidency, British India (now in Bangladesh). His father, Birendranath Majumdar was a freedom fighter.
ii.In 1985, Tarun Majumdar debuted as a director in the film industry with Basanta Choudhury in Alor Pipasha
Famous movies directed by Tarun Majumdar– Kuheli (1971), Fuleswari (1974), Dadar Kirti (1980), Bhalobasa Bhalobasa (1985) and  Apan Amar Apan (1990).
Awards:

  • Padma Shri in 1990 in the field of Arts.

AAI signs O&M Agreement  with UP government for Operation of 5 Airports

Airports Authority of India (AAI) signed an Operation & Management (O&M) agreement with the Government of Uttar Pradesh (UP) for operationalization of five airports (state-owned) at  Aligarh, Azamgarh, Chitrakoot, Muirpur & Shravasti for 30 years.

  • This is AAI’s first O&M Agreement with the State Government for the Operationalization of State Government-owned airports.

Signatories:
It was signed by  N V Subbarayudu, Executive Director(ED), Strategic Initiative Unit(SIU) on behalf of AAI and Kumar Harsh, Special Secretary, Civil Aviation Department on behalf of the Government of Uttar Pradesh in the presence of Chief Minister (CM), Yogi Adityanath.
Other officials:
The MoU was exchanged by Sanjeev Kumar, Chairman of AAI and SP Goyal Additional Chief Secretary of UP.
Highlights:
i.As per the agreement, the UP government will complete the initial capital works (constructions) for making the airports ready for commercial operations and later hand over all moveable and immovable assets along with relevant approvals and documents to AAI for operation & management.

  • AAI will also obtain and maintain the aerodrome license for these five airports in UP.

ii.Under the agreement, the govt. of UP will provide support in the development of airports and AAI will provide Operation and Management services to  the airports

Additional info:
i.AAI will provide various services including Communication Navigation Surveillance/Air Traffic Management (CNS/ATM) services, for which the State Government will enter into a separate agreement.
ii.Reserved Services will be provided by the Government of India, for which the state government will enter into a separate Memorandum of Understanding (MoU) with the Ministry of Civil Aviation (MoCA).

Note-  AAI is India’s largest airport operator and sole air navigation service provider.

Tamil Nadu Investors’ First Port of Call – Investment Conclave: TN Signs MoUs Worth Rs. 1.25 Lakh Crore; To Generate Nearly 75,000 Jobs
The Tamil Nadu (TN) government signed 60 Memorandums of Understanding (MoUs) at the Tamil Nadu Investors’ First Port of Call-Investment Conclave in order to attract a total investment of Rs. 1.25 lakh crore and create 74,898 jobs.

  • According to state government data, the state has attracted investments worth Rs. 2.20 lakh crore(from 192 MoUs signed) during 2021.

With an investment of Rs. 65,373 crore, about 53 facilitation MoUs were signed, providing 58,478 individuals with employment opportunities.
The CM introduced the TECXPERIENCE programme, a suite of technological services offered for free or at a discounted rate for a limited period, to promote FinTech adoption in the state.

NTPC REL signs MoU with Rajasthan Govt. for Development of  10 GW Renewable Energy Park

NTPC Renewable Energy Limited (NTPC REL), a wholly-owned subsidiary/branch of NTPCLimited (formerly known as National Thermal Power Corporation Limited), signed a Memorandum of Understanding (MoU)  with the Rajasthan government for the development of 10 GW (Gigawatts) Ultra Mega Renewable Energy Park in Rajasthan.

  • The MoU was signed in the presence of Bhanwar Singh Bhati, the Energy Minister of Rajasthan, in Jaipur on July 1 2022.
  • The  MoU is in line with NTPC’s aim to achieve the goal of 60 GW of renewable energy capacity by the year 2032.

Other Development projects of NTPC:
i.NTPC is constructing other projects of 92 Megawatt(MW) Floating Solar at Kayamkulam (Kerala) and 25 MW Floating Solar at Simhadri (Andhra Pradesh).
ii.NTPC REL is also developing one Ultra Mega Renewable Energy Power Park (UMREPP) of 4.75 GW capacity in Rann of Kutch in Gujarat and signed a joint venture agreement with Damodar Valley Corporation (DVC) for renewable energy power projects.
