MoEFCC releases ‘Marine Mega Fauna Stranding Guidelines’ & ‘National Marine Turtle Action Plan’Environment Minister releases Marine Mega Fauna Stranding GuidelinesOn January 29, 2021, Prakash Javadekar, Union Minister for Environment Forest & Climate Change (MoEFCC) virtually released ‘Marine MegaFauna Stranding Guidelines’ &  ‘National Marine Turtle Action Plan’ in New Delhi. The documents will help in long-time conservation of Marine mammals & their habitats

  • Marine MegaFauna refers to the Largest animals which live in the oceans.
  • Generally, Marine Stranding means washing ashore (or beaching) of a live or dead marine mammal.
  • Entanglement – Marine animals like whales, dolphins, seals, sea lions, & sea turtles get stuck in fishing gear and other marine debris, this is referred as Entanglement.

i.Objective:

  • To address stranding and entanglement of Marine MegaFauna Species & Marine Turtles.
  • It will act as a framework for the conservation of Marine MegaFauna Species & Marine Turtles.

ii.The 2 guidelines list ways and methods to improve conservation of marine mammals & turtles.

  • It is expected to  boost coordination between the Government, Civil Society and other stakeholders  for conservation of marine turtles & animals
  • Mitigating the threats facing marine species & their habitats
  • To Boost scientific research & exchange of information on marine mammals, marine turtles & their habitats.

India, Japan hold Fifth Joint Meeting of Act East Forum at New DelhiOn January 28, 2021, India & Japan held the 5th Joint Meeting of the India-Japan Act East Forum (AEF) at New Delhi. Harsh Vardhan Shringla, Foreign Secretary of India & Suzuki Satoshi, Ambassador of Japan to India were the co-chairs of the meeting.

  • AEF was established in 2017 with an objective of modernization of North Eastern (NE) Region of India.
  • The Modernization program is part of India’s ‘Act East Policy’ & Japan’s ‘Free and Open Indo-Pacific’.
  • Under Official Development Assistance (ODA), Japan is spending around INR 1600 Crores for Development projects in 7 NE States – Sikkim, Assam, Meghalaya, Tripura, Mizoram, Manipur, and Nagaland.

During the meeting, both sides
i.Reviewed the progress of projects taking place in the North Eastern (NE) Region of India under the assistance of Japan.

  • Connectivity, Hydropower, Sustainable Development, Utilization of Water Resources & Skill Development are the areas under which projects are taking place.

ii.Both Countries are also set to finalize the India-Japan Initiative for Sustainable Development of the Northeast Region of India.
iii.They also exchanged views in the fields of healthcare, agro-industries & Small & Medium-sized Enterprises (SMEs), bamboo value chain development, smart city, Tourism & people-to-people exchanges.

Maharashtra regains Top Spot in Justice Delivery among states in India: IJR report 2020According to the 2nd Edition of India Justice Report (IJR) 2020, Maharashtra (5.77 points) regained the Top spot for Better Justice Delivery among 18 Large and mid-sized states (Population over one crore each), it was followed by Tamil Nadu (5.73) & Telangana (5.64). In the Category of 7 small states (Population less than one crore each), Tripura topped the list followed by Sikkim & Goa.

  • The report was released by Tata Trusts with the support of Centre for Social Justice, Common Cause, Commonwealth Human Rights Initiative, DAKSH, Tata Institute of Social Sciences (TISS) – Prayas & Vidhi Centre for Legal Policy.
  • It is India’s only ranking of states based on delivery of Justice to people.
  • The Justice Delivery is based on 4 pillars – Police, Judiciary, Prisons & Legal Aid.

2nd India-Bangladesh Consular Dialogue 2021 held in New DelhiOn January 28, 2021, the 2nd India-Bangladesh Consular Dialogue 2021 was held in New Delhi to discuss issues related to consular, visa, and mutual legal assistance matters. Notably, the bilateral diplomatic ties between both nations have completed 50 years therefore they reiterated their commitment to continue to work towards citizen-centric consular mechanisms. These include finalization of Standard Operating Procedures (SOPs) for consular access, verification of nationality and release of detainees, particularly early release of detained fishermen.

  • The next Consular Dialogue will be scheduled in Dhaka, Bangladesh.
  • The dialogue was initiated in 2017.

Delegations:

  • Indian Delegation: It was led by Sanjay Bhattacharyya, Secretary of Consular, Passport & Visa (CPV) and Overseas Indian Affairs (OIA), Divisions of Ministry of External Affairs (MEA).
  • Bangladesh Delegation: It was represented by Ambassador Mashfee Binte Shams, Secretary (East), Minister of Foreign Affairs (MOFA).

Key Points:
–Both side agreed to enhance ease of travel by liberalizing visa formalities and implementing provisions under the Revised Travel Arrangements (2018) relating to tourist, student and business visas
–Both sides welcomed the close cooperation between agencies to deal with terrorism and cross-boundary crimes and on legal assistance.
–They also agreed to further strengthen the bilateral relations and promote greater people-to-people exchanges.

India in 3rd Position Globally in Scientific Publications After China and US

The Department of Science and Technology (DST), Ministry of Science and Technology has announced that India is currently in 3rd position globally in scientific publication after China and the United States, with 1,35,788 scientific articles in the year 2018. The data is provided by the US agency, the National Science Foundation (NSF).

  • Of the 13,045 patents filed in 2017-18, 1,937 were done by Indians.
  • Of the 15,550 patents filed by Indians at Indian Patent Office during 2017-18, 65% of them were filed from the States of Maharashtra, Karnataka, Tamil Nadu and Delhi.
  • It is to be noted that India’s national investment in R&D has increased from Rs 1,13,825 crore in 2017-18 to Rs 1,23,847 crore in 2018-19.

India has recorded the fastest average annual growth rate of publications between 2008 and 2018 with 10.73%. India’s growth rate of scientific publication was 12.9 percent, as against the world average of 4.9 percent.

UN Releases Findings of ‘People’s Climate Report’ – World’s Largest Survey on Climate ChangeThe United Nations Development Programme (UNDP) released the results of ‘People’s Climate Report’ – World’s Largest Survey of Public Opinion on Climate Change. Around 1.2 Million People participated in the survey, out of which two-thirds of people (64%) believe that Climate Change is a Global Emergency.

  • The survey conducted by UNDP along with University of Oxford, United Kingdom spanned 50 countries and covered 56% of the World’s Population.
  • The Peoples’ Climate Vote is part of the Mission 1.5 campaign launched by UNDP in 2020 for educating people about climate change solutions & asking people about actions needed to be taken for tackling the climate change problem.

i.Four Popular Climate Policies among the respondents for tackling  Climate Change

  • Conservation of Forests & Land (54% Support)
  • Solar, Wind and Renewable Power (53%)
  • Climate-friendly farming techniques (52%)
  • Investing more in green businesses and jobs (50%)

In India 44% of respondents have voted Conserving Forests & Land as the most effective policy to mitigate Climate Change.
ii.Response among Different age groups

  • 70% Young People (Below 18 years) believed more in Climate Change as a Global Emergency

India Slipped to 86th in CPI 2020; New Zealand & Denmark Tops with Minimum Corruptioni.On January 28, 2021, the Transparency International released the 2020 Corruption Perceptions Index (CPI) where India’s rank slipped to 86th with a score of 40 from 80th rank with score of 41 in 2019 stating a low position as CPI uses a scale of 0 to 100, where 0 is highly corrupt and 100 is very clean.
ii.The list has been topped by New Zealand and Denmark rank at the first position with scores of 88 stating minimum corruption levels.
iii.Contrarily, Somalia and South Sudan rank lowest at 179th position with scores of 12.
iv.CPI ranked 180 countries and territories on the basis of levels of public sector corruption, 13 expert assessments and surveys of business executives.

Equity FDI into India grew 37% to USD 43.85 bn during April-Nov 2020: Data by Commerce Ministryi.In accordance with the data by Ministry of Commerce and Industry, Foreign direct investment (FDI) equity inflow into India was increased by 37% to USD 43.85 billion during April-November 2020 (FY21). It was the highest ever for the first 8 months of a financial year.
ii.These 8 months also saw the total FDI inflows (including reinvested earnings) increase by 22% to USD 58.37 billion as compared to the same period of FY20 when it was US$ 47.67.

Global Public Debt to touch 98% of GDP in 2020 amid COVID Crisis: IMFi.The International Monetary Fund (IMF) in its latest fiscal monitor update on January 28, 2021 has projected Global public debt to touch 98% of GDP (Gross Domestic Product) at the end of 2020 due to severe challenges imposed to public finances amid COVID-19. It was 84% before COVID-19.
ii.In this regard, Indian government debt will also be elevated at 83% of GDP.
iii.The other reasons behind the debt increase are downfall in production, and revenues contraction, which boosted government deficits and debts
iv.The fiscal monitor was released by Vitor Gaspar, Director of the IMF’s Fiscal Affairs Department

National Best Electoral Practices Awards 2020: Delhi won under Accessible election category

On 25th January 2021, at the 11th National Voters Day(NVD) event organised by the Election Commission of India, Delhi won the National Best Electoral Practices Award 2020 under the Accessible Election category for ensuring greater accessibility during the assembly polls in Delhi during February 2020.

  • Delhi has also achieved error free electoral roll and increased its number of 3rd gender electors.

Other Awards:
i.The Office of Chief Electoral Office(CEO), Meghalaya received the special award for its Information Technology(IT) applications in Elections. Meghalaya CEO F.R. Kharkongor received the award at the event held in New Delhi.
ii.This award recognised its sustained and consistent IT application efforts of the Office of CEO in Enrolment to Election (E2E) Process and for using the technology to benefit all the voters (general and person with disabilities).
iii.Bihar has won the award under the Electoral management category and CEO HR Srinivasan received the award at the NVD event.
iv.For the Security management category, Binod Kumar IPS, the Inspector General of Police (posthumously) has been selected for a general award, Vishal Sharma IPS, Superintendent of Police, Purnea (posthumously) has been selected for the award under district level and Jitendraa Kumar, additional Director General(Headquarters), who served as the nodal officer of Bihar received for the award under State level.
v.Kumar Ravi, then Patna District magistrate and Election officer and Dr. Nawal Kishor Choudhary, then district magistrate of Bhabua and election officer has won the National Award for the Election Management.
vi.Pratyaya Amrit, Principal Secretary (Health) has won the special award for ensuring a smooth election amid pandemic.
vii.Jeevika, a Bihar-based NGO, a poverty alleviation programme of Bihar supported by World Bank has received the award for creating voter awareness.    

Shyam Srinivasan awarded the Business Standard Banker of the Year (2019-20)

Managing Director (MD) and Chief Executive Officer (CEO) of Federal Bank, Shyam Srinivasan, was awarded with the Business Standard Banker of the year for 2019-20. The high level 5-member Jury panel of Business Standard’s chaired by former Reserve Bank of India deputy governor S S Mundra, unanimously selected Shyam Srinivasan for the award. He received this award for maintaining the steady growth of the Federal Bank, when all other financial institutions witnessed large stress on asset quality, received regulatory actions & losses. He became the CEO of Federal Bank in September 2010.

Sport Minister Kiren Rijiju Launched the First Reference Material Synthesised by NDTL & NIPER to Strengthen Anti Doping MeasuresOn 28th January 2021, Kiren Rijiju, Union Minister of Youth Affairs & Sport, launched the indigenously developed Reference Material(RM), synthesized by collaborative efforts of National Dope Testing Laboratory (NDTL) and National Institute of Pharmaceutical Education and Research (NIPER), Guwahati.It is the 1st RM synthesized by NDTL and NIPER, Guwahati.
He also released the Newsletter of NDTL during the event.

  • The NDTL has identified this RM as one of the rarely available RMs which would be used to strengthen anti-doping measures in the laboratories accredited with the World Anti-Doping Agency(WADA).

Purpose of RM:

  • The availability of these RMs will strengthen the capacity of the anti-doping laboratories.
  • This will also support in promoting fair play in sports.

Background:
i.The NDTL and NIPER has signed a Memorandum of Understanding(MoU) with effective from 1st August, 2020, with an objective to carry out multidisciplinary research and development activities in the areas of synthesis and characterization of certain drugs and their metabolites used by dope testing laboratories across the globe.
ii.The MoU proposed to synthesize 20 rarely available RMs during a period of 3 years.
Key Points:
i.For the first occasion, the ministry has decided to distribute 5mg of the developed RM to all the WADA accredited dope testing laboratories across the globe for free of cost, with an aim to generate goodwill.
ii.The NDTL has taken various initiatives to strengthen the research in collaboration with premier scientific institutes in India and WADA accredited labs in Cologne, Tokyo and Rome

Shaibal Gupta, Patna Based Social Scientist & Economist Passed Away at 67On 28th January 2021, Dr. Shaibal Gupta, Patna based social scientist, a renowned Economist and the Founder of Asian Development Research Institute (ADRI) passed away at the age of 67 in Patna, Bihar. He hails from Patna, Bihar.

i.He has been running the ADRI to carry out groundworks in the field of social research since 1991.
ii.He has served as the Director of the Centre for Economic Policy and Public Finance(CEPPF), Government of Bihar and has also served as the Director of Andhra Bank.

  • He also launched an Amnesty scheme for farmers to recover their outstanding arrears for electricity bills of agricultural pumps.

i.Objectives of the Pump Power Connection Policy 2020:

  • Target of 2 lakh new Pump Power Connections in two years (2021-22).
  • Eight-hour power supply to farmers in the next 3 years (2021-23).
  • Maharashtra’s allowance – ~ INR 1,500 each year

ii.Maharashtra’s Scheme for recovering Outstanding Arrears:
According to Maharashtra, the arrears from farmers for electricity bills stands at INR 45, 559 Crores. Therefore, Maharashtra has launched a Amnesty scheme

  • Farmers will get an 50% waiver if they clear their pending dues within 1 year.
  • They will be given 3 years to clear their pending bills.

Dashboard Launched for Teacher Education Institutes to Improve Quality of Teacher Training: Odishai.The Directorate of Teacher Education(TE) and State Council of Educational Research and Training (SCERT), Govt of Odisha in collaboration with United Nations Children’s Fund (UNICEF), Odisha launched a Geographic Information System (GIS)-based interactive dashboard for Teacher Education Institutes (TEIs).
ii.The technical support for the dashboard is given by Structural Dynamics Research Corporation (SDRC).
iii.Purpose– To enable TEIs to monitor the annual academic calendar and improve the quality of teacher training.
