Govt Approved Subsidized Loans worth Rs 3,971.31 cr for Micro-Irrigation Projects; Tamil Nadu received highest loan approval Govt okays subsidised loans worth Rs 3,971-31 cr for micro-irrigation projects

i.On November 21, 2020, Ministry of Agriculture & Farmers Welfare (MoAFW) has approved subsidized loans worth Rs 3,971.31 crore under Micro Irrigation Fund (MIF) for implementing micro-irrigation projects. These funds were earlier approved by the steering committee of MIF.
ii.The maximum loan worth Rs 1,357.93 crore has been approved for the state of Tamil Nadu, followed by Rs 790.94 crore for Haryana, Rs 764.13 crore for Gujarat, Rs 616.13 crore for Andhra Pradesh, Rs 276.55 crore for West Bengal, Rs 150 crore for Punjab and Rs 15.63 crore for Uttarakhand.

2nd Edition of ‘SITMEX-20’ Trilateral Naval Exercise between India, Thailand and Singapore held in Andaman Sea ; RSN hosts the exercise

The 2nd Edition of SITMEX-20 – A Trilateral Naval Exercise between Indian Navy, Royal Thai Navy (RTN) & Republic of Singapore Navy (RSN) took place from November 21-22, 2020 at the Andaman Sea.1st Edition of SITMEX-19 was hosted by India in Port Blair in 2019.
i.The 2020 Edition was hosted by RSN.
ii.Conducted with an objective to enhance mutual interoperability and to incorporate best practices between Indian Navy, RSN & RTN.
iii.The Indian Navy deployed indigenous Anti-Submarine Warfare corvette INS Kamorta and Missile Corvette INS Karmuk for the exercise.

UNDP and Invest India Launched the SDG Investor Map Report for India

i.On 20th November 2020, The United Nations Development Programme (UNDP) and Invest India launched the SDG Investor Map Report for India, which presents 18 investment opportunities areas (IOAs) in 6 Sustainable Development Goals(SDGs) enabling sectors that will support India to advance in sustainable development.
ii.The 6 SDG sectors include education, healthcare, agriculture & allied activities, financial services, renewable energy & alternatives and sustainable environment and the IOA’s in these sectors were selected through an analytical process which include consultations with major domestic and international investors, government stakeholders and think-tanks.

India’s First Moss Garden comes up at Khurpatal, Nainital District of Uttarakhand

On November 20, 2020 India’s First Moss Garden was inaugurated at Khurpatal, Nainital District of Uttarakhand by renowned Water Conservation Activist of India, Rajendra Singh (also known as Water Man of India).
Objective:
i.The Garden has been set up for the purpose of conservation of different species of moss.
Key Points:
i.The Garden is spread over 10 hectares and houses 30 different species of moss and other bryophyte species.
ii.Two moss species found in the park – Hyophila Involuta (Cement Moss) & Brachythecium Buchanani are listed under in the International Union for Conservation of Nature’s (IUCN) Red List.
iii.Moss (Bryophyta division) are small flowerless plants, they are amongst one of the most ancient Flora on the planet. They are facing threats due to increasing urbanization, destruction of their habitat, deforestation and pollution.

3 Global Organizations FAO, OIE, & WHO launch Global Group to Tackle AMR

3 Global Organizations Namely Food and Agriculture Organization (FAO), World Organisation for Animal Health (OIE), and World Health Organization (WHO) launched a global group called ‘One Health Global Leaders Group on Antimicrobial Resistance’ to tackle the rising AntiMicrobial resistance (AMR).
The main aim of the Group is to take actions to prevent the disastrous consequences of antimicrobial resistance.
i.The Group will have 20 members and will be co-chaired by Prime Minister of Barbados, Mia Mottley & Prime Minister of Bangladesh, Sheikh Hasina Wazed.
ii.The heads of FAO, OIE and WHO are ex-officio members of the group.
iii.From India, Sunita Narain, the Director-General of Centre for Science and Environment, a New Delhi-based think tank is a member of the Group.
iv.The group will meet twice a year to discuss agendas.

15th G20 Leaders’ Summit Virtually Hosted by Saudi Arabia; PM Narendra Modi Participated

i.On November, 21-22, 2020, the 15th G20 (Group of Twenty) Summit was virtually convened by Saudi Arabia where the Indian side was represented by Prime Minister Narendra Modi.
ii.The summit, chaired by Saudi Arabian King Salman bin Abdulaziz Al Saud saw the participation of respective Heads of State/ Government of 19 member countries, European Union (EU), other invited countries and international organizations. This was scheduled to take place in Riyadh, Saudi Arabia but due to COVID-19 it was held virtually.
iii.Agenda of the Summit: Overcoming the pandemic, economic recovery and restoring jobs, and building an inclusive, sustainable and resilient future.
iv.Importantly, during the culmination of the summit, the Saudi Arabia passed the G20 Presidency to Italy for 2021.

The G-20’s member-countries represent around 85 per cent of the world’s economic output and three-quarters of international trade.

NABARD sanctioned Rs 74.31 cr for Meghalaya roads under RIDF-Tranche-XXVI

i.The National Bank for Agriculture and Rural Development (NABARD) has sanctioned Rs 74.31 crore to the state government of Meghalaya under Rural Infrastructure Development Fund (RIDF)-Tranche-XXVI. It will be utilized within three years towards construction of 6 new roads and improvement of 24 existing roads viz. 22 village roads and 2 major district roads.
ii.Aim of Funds: To strengthen rural connectivity and rural infrastructure of Meghalaya.
iii.On completion, the roads will benefit 131 villages by providing simple access to nearby health centers, marketing centers and educational institutions.

RBI restricts withdrawals from Mantha Urban Coop Bank; Cancels CoAs of 5 PSOs & Imposed Rs 1 crore penalty on PNB

i.In exercise of powers vested in it under sub section (1) of Section 35 A of the Banking Regulation Act, 1949 read with Section 56 of the Banking Regulation Act, 1949, the Reserve Bank of India (RBI) imposed restrictions on withdrawals from Jalna, Maharashtra-based Mantha Urban Cooperative Bank for six months from November 17, 2020.
ii.The Reserve Bank of India has also cancelled the Certificate of Authorisation (CoA) of the five Payment System Operators (PSOs) in exercise of the powers conferred on it under the Payment and Settlement Systems Act, 2007.
iii. RBI has imposed Rs 1 crore penalty on Punjab National Bank (PNB) for unauthorised bilateral ATM sharing arrangement with one of the international subsidiaries of the bank namely Druk PNB Bank Ltd., Bhutan since April 2010 without the prior approval  from RBI.

RBI’s IWG Recommended to Raise Promoters Cap to 26% from 15% in Private Banks

i.The Internal Working Group (IWG) of Reserve Bank of India (RBI) which was formulated on June 12, 2020 to review extant ownership guidelines and corporate structure for Indian private sector banks has submitted its report on November 20, 2020.
ii.It has recommended an increase in the promoters’ stake to 26% from 15% of the paid-up voting equity share capital of the bank in 15 years.
iii.It also recommended prescribing a uniform cap of 15% of the paid-up voting equity share capital of the bank for all types of shareholders (non-promoter shareholding).
iv.Large non-banking finance companies (NBFCs) with an asset size of Rs 50,000 crore and above, and completed 10 years of operations can be considered for conversion into banks.

NASA, ESA launch ‘Sentinel-6 Michael Freilich’ – Ocean Observation Satellite to monitor Rising Global sea levels

On November 21, 2020, ‘Sentinel-6 Michael Freilich’ – A Satellite developed by National Aeronautics and Space Administration (NASA), United States (US) & European Space Agency (ESA) to monitor rising global sea levels was successfully launched into the orbit by a SpaceX Falcon 9 rocket from Space Launch Complex 4E at Vandenberg Air Force Base in California.
i.It is the first of two satellites jointly developed by NASA, National Oceanic and Atmospheric Administration (NOAA), ESA, EUMETSAT (Exploitation of Meteorological Satellites) and European Commission to provide accurate measurement of rising sea levels.
ii.The satellite will ensure the continuity in measures of rising sea levels which began in 1992.

Roridomyces Phyllostachydis: New Mushroom Species That Glow Bright Green Found in Meghalaya Forests

A new species of mushroom that emits bright green light in the dark was found in the West Jaintia Hills District of Meghalaya by a team of scientists from India and China following the reports of the locals. The species is named Roridomyces Phyllostachydis, this is the first record of the genus Roridomyces in India.
This species is now added to the 97 other species of bioluminescent mushrooms in the world.
Bioluminescence:
i.Bioluminescence is a property of a living organism to produce and emit light.
ii.Usually the Bioluminescent organisms are found in the oceanic environment.
iii.The colour of the light emitted by the organism depends on its chemical properties.
About Roridomyces Phyllostachydis:
i.The species was first sighted in Mawlynnong in East Khasi Hills district and later found in Krang Shuri in West Jaintia Hills district, Meghalaya.
ii.This species of fungi grows only on dead bamboo.
Luminescence of the fungi:
i.The luminescence of the fungi comes from its enzyme luciferase.
ii.When the luciferians of the fungi catalysed by the enzyme luciferase in the presence of oxygen will result in the emission of green light.
iii.The glowing mechanism of the species protects it from the fruit eating animals(frugivorous).
Key Points:
i.The bioluminescent fungi belong to a Mycena genus (bonnet mushrooms).
ii.Previously two species of glowing fungi were reported from Western Ghats, one from Eastern Ghats and one from Kerala and few were spotted in Goa and Maharashtra.

Defence Minister Rajnath Singh Released “Loktantra Ke Swar” & “The Republican Ethic” 3rd Volume of the Selected Speeches of President Ram Nath Kovind

On 19th November 2020, Raksha Mantri, Rajnath Singh released two books titled “Loktantra Ke Swar” and “The Republican Ethic volume 3”, collection of the selected speeches of President Ram Nath Kovind in Hindi and English respectively.

  • The books were published by the Publications Division of the Ministry of Information and Broadcasting(MIB).
  • Prakash Javadekar, Minister of Information and Broadcasting released the e-version of the books.

General Bipin Rawat,Chief of Defence Staff ; General MM Naravane, Chief of Army Staff ; Air Marshal Harjit Singh Arora, Vice Chief of Air Staff  along with senior officials of President’s Secretariat and MIB were present at the event.

ii.The 3volume contains 57 selected speeches delivered by the president during the 3rd year of his presidency.
iii.The speeches contemplate his concerns on the issues related to girl’s education, women empowerment and welfare of the weaker section.
iv.Defence minister Rajnath Singh states that this collection will act as a document for understanding contemporary India.

Govt of Himachal Pradesh Partners with ADB to Improve the Infrastructure in Mandi District

i.On 22nd November 2020, The Government of Himachal Pradesh(HP) partnered with Asian Development Bank(ADB) to improve the infrastructure in Mandi, Himachal Pradesh. Jai Ram Thakur, Chief Minister of HP virtually inaugurated and laid foundation stones for various development programs worth Rs.15 crores in Mandi district of HP.
ii.Rs. 9 Crores out of the estimated cost of Rs.15 Crores required for the constitution of the facilities will be provided by ADB and the balance will be spared by the Government of Himachal Pradesh.
iii.To enhance and provide better facilities and develop the towns of the States, the government has given Municipal Corporation status to Palampur, Solan and Mandi towns.

Madhya Pradesh Government sets up ‘Gau Cabinet’ for Cow Protection;NE’s 1st Cow Hospital inaugurated at Dibrugarh, Assam

On November 18, 2020, Madhya Pradesh Chief Minister Shivraj Singh Chouhan established a ‘Gau Cabinet’ for the protection and promotion of cattle in the state. 6 Departments – Animal Husbandry, Forest, Panchayat and Rural Development, Revenue, Home and Farmers Welfare Departments will be part of the ‘Gau Cabinet’.
i.The First meeting of the ‘Gau Cabinet’ was held virtually on November 22, 2020 at Kamdhenu Gau Abhayaranya in Agar Malwa distinct – India’s First cow sanctuary.  Chief Minister Shivraj Singh Chouhan chaired the meeting.
ii.The Gau Cabinet resolved to start 2000 Gaushalas (cowsheds) in the state.
iii.They discussed levying ‘Gau Seva kar (Cow Cess)’.
North East’s First-ever cow hospital:
On November 22, 2020, A cow shelter in Assam’s Dibrugarh inaugurated Northeast’s First-ever cow hospital ‘Surbhi Aarogyashala’ on the occasion of Gopashtami.

Govt of Tripura Launched “Mukhyamantri Unnoto Godhan Prakalp” to Make Tripura Self Sufficient in Milk Production

The Government of Tripura contemplated a 3-year plan to introduce sex-sorted artificial insemination of cattle under the Mukhyamantri Unnoto(Unnat) Godhan Prakalpa(MUGP) scheme to make Tripura self-sufficient in milk production by ensuring that more cows are born through selective chromosome selection. 
The MUGP scheme was launched by the Animal Resources Development Department, Government of Tripura, in October 2020 at Pragna Bhavan, Agartala.
Aim of MUGP:
To introduce sexed semen technology for artificial insemination in cattles of Tripura.
About Mukhyamantri Unnoto(Unnat) Godhan Prakalpa:
i.Under this scheme, the sex sorted artificial insemination of the livestocks will be adopted till 2023.
ii.With this system, it is estimated to achieve 90% cow births, while the current conventional artificial insemination method has a varying mix of cow and bull births.
iii.The scheme targets to artificially inseminate around 1.57 lakh cattle in next 3 years (till 2023) which includes 78000 cows in 2020-2021, 46800 in 2021-2022 and 31200 in 2022-2023 fiscal years.
Cost:
Under this scheme, the government of Tripura will spend around Rs.519 for every semen.
Budget:
i.The Govt of Tripura has set an estimated cost of Rs.13.10 crore which will be shared by the Central and State government as 90:10.
ii.The state has received Rs.4.25 crore from the central government.
Note:
Earlier to Tirpura, Kerala, Haryana, Odisha and Maharashtra have adopted the sex sorted artificial inseminaiton of livestocks.
