MoPSW Minister Sarbananda Sonowal launches Multiple Development Projects in AssamOn September 19, 2022, the Union Minister Sarbananda Sonowal, Ministry of Ports, Shipping and Waterways (MoPSW) launched multiple projects for the development of Bogibeel region near Dibrugarh in Assam which include the following:
i.The Minister has laid the foundation stone for two floating jetties at Bogibeel in Dibrugarh district; and Guijan in Tinsukia district which will be constructed as state-of-the-art terminals using the most advanced technology.
ii.The Minister also inaugurated the Bogibeel Riverfront Passenger Jetty which is developed by the Northeast Frontier Railways (NFR) with an estimated cost of Rs 2.5 crores.

Army Chief Gen Manoj Pande Reviews Exercise Parvat Prahar in LadakhGeneral Manoj Pande, Chief of Army Staff (COAS) reviewed exercise Parvat Prahar, on his 2-day visit to Ladakh. The COAS was briefed on operational preparedness by commanders on the ground.
Key highlights:
i.The exercise took place amid the disengagement process of India and China Patrolling Point (PP) 15 in the Gogra-Hot Springs area on the Line of Actual Control (LAC) in eastern Ladakh.
ii.This disengagement process follows the 16th round of talks between the corps commanders of India and China that was held at Chushul Moldo Meeting Point in July 2022. India and China have agreed on disengagement in the area of Gogra-Hot Springs (PP-15).
About Exercise Parvat Prahar:
i.Parvat Prahar was held in the Ladakh plateau at an altitude of 14,000 feet, by the Mathura-based 1 strike Corps of the Indian Army.
ii.The exercise includes infantry soldiers, T-90S and T-72 tanks, mechanised infantry, K-9 Vajra, Bofors and M777 howitzers, helicopters and aircraft.
iii.The exercise is also supported by the 17 mountain strike corps with its headquarters at Panagarh in West Bengal (WB) which in turn focuses on the eastern front, including Chumbi Valley.

MHA Notifies Rules for Criminal Procedure (Identification) Act, 2022: Set to Grant Cops Access to Biometric DataThe Ministry of Home Affairs (MHA) has issued rules for the Criminal Procedure (Identification) Act, 2022, which empowers police and central investigating agencies to collect biometric data on people who have been convicted, arrested, or detained.

  • The law passed by Parliament in April 2022 took effect in August 2022, replacing the Identification of Prisoners Act of 1920.

The National Crime Records Bureau (NCRB), which operates under the MHA, is required under the regulations to create a Standard Operating Procedure (SOP) that specifies the devices and equipment that will be used to collect biometric data.

  • The term “measurements” refers to any examination referred to in Sections 53 or 53A of the Code of Criminal Procedure, 1973 (2 of 1974), including fingerprints, palm prints, foot prints, photographs, iris and retina scans, physical and biological samples and their analysis, behavioural indicators like signatures, handwriting, or any other examination.

PM Inaugurates IDF WDS 2022 in Greater NoidaOn 19th September 2022 the Prime Minister (PM) Narendra Modi inaugurated International Dairy Federation World Dairy Summit (IDF WDS) 2022 at India Expo Centre & Mart, Greater Noida in UttarPradesh.
Key highlights:
i.The IDF WDS 2022 is a four-day-long event held from 12th to 15th September 2022.
ii.This is a congregation of global and Indian dairy stakeholders including industry leaders, experts, farmers and policy planners.

76 start-ups onboarded under the ‘India Water Pitch-Pilot-Scale Start-Up Challenge’ by MoHUA The Ministry of Housing & Urban Affairs (MoHUA) has onboarded 76 start-ups under the ‘India Water Pitch-Pilot-Scale Start-Up Challenge’ at an event in New Delhi, Delhi.

  • The shortlisted start-ups will be provided financial support of up to Rs20 lakh each to work in the fields of water supply, used water management, water body rejuvenation and groundwater management etc.
  • The start-ups have been shortlisted through AMRUT 2.0 (Atal Mission for Rejuvenation and Urban Transformation) Mission, a challenging process launched in March 2022.

Key Highlights:
i. MoHUA has also launched ‘Startup Gateway’ wherein the start-ups can apply and be shortlisted by the ministry for financial support.
ii. The Ministry launched a Toolkit for ‘Pey Jal Survekshan’, under the Jal Jeevan Mission (Urban) in 485 cities in motive of assess cities with respect to the quality of water and the quality of water delivery to the citizens.
iii. At the same event,the competition was organised by MoHUA under ‘Mission Amrit Sarovar’ to spread awareness among the masses about the conservation of water bodies, the 25 best photographs have been selected and awarded Rs 10,000 each.
iv. A portal, Urban Waterbody Information System (UWaIS) was also launched with help from National Remote Sensing Centre (NRSC), Hyderabad, Telangana. 219 cities have been handed over UWaIS reports of water bodies during the event.

INTERNATIONAL AFFAIRS

Multinational Naval Ex Kakadu 2022 in Australia: INS Satpura & P8I Maritime Patrol Aircraft Participates From IndiaOn September 12, 2022, the Indian Naval Ship (INS) Satpura and a P8 I Maritime Patrol Aircraft of the Indian Navy reached Darwin in Australia to participate in the multinational Exercise Kakadu 2022 (KA22). This two week-long Exercise is being conducted in Darwin and the Northern Australian Exercise area (NAXA) from 12-24 September 2022.

  • KA22 marks the 15th edition of the biennial exercise.

Partnership, Leadership, Friendship
Participants:
Around 19 vessels, 34 aircraft and more than 3000 personnel from 25 countries are expected.
Key Points:
i.The exercise includes both sea and harbour phase. During the harbour phase of the exercise, the ship’s crew engage in operational planning interactions and sports activities with participating Navies.
ii.Kakadu is the Navy’s premier maritime exercise. It develops interoperability between nations in the maritime and air domains, and provides training opportunities for maritime security and surveillance.

Initiated in 1993, it is a joint-enabled, biennial exercise hosted by the Royal Australian Navy and supported by the Royal Australian Air Force.
About INS Satpura:
INS Satpura is a Shivalik-class stealth multi-role frigate that has better stealth and land attack capabilities than the Talwar-class frigates. It was built at the Mazagon Dock Limited (MDL) in Mumbai, Maharashtra. It was inducted the Eastern Naval Command headquartered at Visakhapatnam, Andhra Pradesh (AP).

Federal Bank & Union Bank launches pilot for Digitalization of KCC lending in TN & MP respectivelyi.On September 19, 2022, the Federal Bank launched a pilot for instant Kisan Credit Card (KCC) lending in order to digitalize rural finance in select districts of Tamil Nadu (TN). The instant KCC was developed by the Reserve Bank Innovation Hub (RBIH), a subsidiary of Reserve Bank of India (RBI).  It is digital loan scheme.
ii.Union Bank of India (UBI) also launched end-to-end digitalization of KCC product for farmers as part of its flagship digital transformation project ‘Sambhav’. It was launched by Ms. A Manimekhalai, MD & CEO, UBI in Harda District of Madhya Pradesh (MP), as Pilot Project.

IDRBT Pioneers the Development of New Low-Cost Financial Network: To Bring Banking to Remote Places
The Institute for Development and Research in Banking Technology (IDRBT), a unit of the Reserve Bank of India (RBI), has developed a novel technology that allows people in remote hilly and forest areas without satellite signal to access banking services.

  • IDRBT is the first in the world to build a network based on Long Range Radio (LoRa) technology.
  • It is a new dedicated low-cost financial network that banks may use privately to transmit encrypted texts and make financial transactions.

Long Range Radio (LoRa) Technology: Last Mile Connectivity  

  • LoRa technology is a wireless modulation technique in the physical layer that enables long-range communication via chirp spread spectrum.
  • It employs dedicated radios, which are not often used in end-user devices, to reduce interference from other devices.

Key Points
i.Banks can employ LoRa technology as their own dedicated private network rather than relying on a third-party network, which is currently based on either a satellite link or a cable network (fibre).

  • The LoRa financial network can enhance the last mile connectivity of the banking system.

ii.By installing three nodes, a 30-mile connectivity to guarantee bank transactions can be achieved, and it can be extended by adding more nodes at each 30-mile point.
iii.The LoRa financial network is projected to be 20% less expensive than other network technologies, and has benefits of nearly minimal maintenance and device portability.
iv.Since LoRa technology has not yet been utilized in financial networks, IDRBT also aspires to obtain a patent for LoRa-based financial networks.

  • LoRa technology is used in some countries for Internet of Things (IoT)-related applications.

SBIF & WWF India Partners for Red Panda Transboundary ConservationOn the occasion of the International Red Panda Day(IRPD), 17th September 2022, The State Bank of India Foundation (SBIF) and World Wide Fund for Nature – India (WWF India) entered into a partnership to generate fine-scale information on the Red Panda species at a transboundary level and engage in safeguarding the habitats of the Red Panda in Khangchendzonga area of Sikkim and West Bengal (Darjeeling & Kalimpong districts)

  • WWF India and SBI Foundation to work with community members of the two states to build a voluntary group, the Red Panda Guardians
  • An event was organised at the Himalayan Zoological Park in Gangtok, Sikkim to celebrate International Red Panda Day which is observed every year on 3rd Saturday of September to support Red Panda conservation.
  • Attendees – Sandeep Tambe, Additional Principal Chief Conservator of Forests (APCCF) / Chief Wildlife Warden(CWLW), Sikkim, and other senior officers of the Sikkim Government, SBIF, and WWF India were also present at the event.

Key highlights:
i.The event was organised to raise awareness about the endangered species among young visitors.

  • This day was also celebrated with the support of the State Education Departments of Sikkim and the Gorkhaland Territorial Administration.

ii.A short program was also conducted at Kagyu Thekchen Ling Monastery, Lava, West Bengal (WB) for the student monks, students of Lava High School, and Red Panda Guardians.

  • The program included presentations and talks on Red Panda conservation, an inter-school quiz competition, and zoo visits.

Note – The Himalayan Zoological Park is the first of its kind, where animals are kept in their natural habitat.

WB Approves USD 150 million Loan for Punjab to Improve Finance & Service Delivery

On 20th September 2022, the Board of Executive Directors of World Bank (WB) approved a loan of USD 150 million (nearly Rs 1,200 crores) to Punjab for the management of its financial resources and improved access to public services.

  • The USD 150 million loan has a maturity period of 15 years, including a grace period of 6 months.

Key highlights:
i.The WB would support in strengthening the institutional capabilities of various government departments, manage fiscal risks and make informed policy choices to support sustainable growth.
ii.The new projects will be launched with the support of WB that helps in the development goals by strengthening the planning, budgeting and monitoring functions, and leveraging digital technology.

  • This also ensures accountability in the public procurement systems and supports wide implementation of new legal and policy reforms.

iii.The project will pilot 2 initiatives, that includes (i) to introduce a performance-based grants system for incentivising municipal corporations to improve service delivery and (ii) to demonstrate 24×7 water supply in select areas in Amritsar and Ludhiana.

  • In Order to improve water supply in Punjab’s Amritsar and Ludhiana cities, the Punjab Municipal Services Impact Project will be jointly implemented by the WB, Asian Infrastructure Investment Bank (AIIB) and the Punjab government at a financial outlay of USD 300 million.             

ACQUISITIONS & MERGERS 

CCI approves merger of Jio Cinema OTT platform with Viacom18The Competition Commission of India (CCI) approved the amalgamation of Jio Cinema OTT(Over The Top) platform with Viacom18 Media Private Limited(Viacom 18), following an investment by BTS Investment 1 Pte. Ltd. and Reliance Projects & Property Management Services Ltd (RPPMSL).

  • Under the partnership, Reliance’s Jio Cinema OTT app will be transferred to Viacom18.
  • The proposed combination is notified under Section 6(2) read with Section 5 of the Competition Act, 2002 (as amended).

Background:
i.In April 2022, RIL and Viacom18 announced a strategic partnership with Bodhi Tree Systems (BTS).
ii.Under the partnership, BTS  will invest Rs 13,500 crore in Viacom18 and RPPMSL will invest Rs 1,645 crore in the broadcaster as part of the tripartite partnership, to form one of the largest TV and digital streaming firms in India.
Key points:
i.Viacom18 Media Private Limited is an Indian media and entertainment joint venture between TV18 and Paramount Global (formerly known as ViacomCBS).

  • It is engaged in providing media and entertainment services through its portfolio of channels and streaming app ‘Voot’.

ii.RPPMSL is a wholly-owned subsidiary of  Reliance Industries Ltd (RIL). It is engaged in Information Technology (IT) support services in India.
iii.Bodhi Tree Systems (BTS) is an investment venture of James Murdoch’s Lupa Systems and Uday Shankar, former Chairman of Star and Disney India

INS Ajay Decommissioned After 32 Years of Glorious ServiceThe Indian Naval Ship (INS) Ajay (P34), the second Abhay class anti-submarine warfare ship of the Western Naval Command, was decommissioned at the Naval Dockyard in Mumbai, Maharashtra, after 32 years of outstanding service to the nation.

  • Vice Admiral Ajendra Bahadur Singh, Flag Officer Commanding-in-Chief of the Western Naval Command was the chief guest of the ceremony
  • Vice Admiral AG Thapliyal AVSM Bar (Retd), the first Commanding Officer of the ship was the Guest of Honour.

INS Ajay (P34)
i.INS Ajay (P34) was commissioned on January 24, 1990 in Poti, Georgia, in the former Soviet Union (USSR -Union of Soviet Socialist Republics).

  • It is a part of the 23rd Patrol Vessel Squadron of the Indian Navy, under the operational command of the Flag Officer Commanding Maharashtra Naval Area (FOMA).
  • It is named after the Ajay-class patrol vessel INS Ajay (1960), which was commissioned in 1960.

ii.INS Ajay (1960) was the first indigenously built ship in Independent India, delivered in 1961 by Garden Reach Shipbuilders and Engineers (GRSE), Kolkata, West Bengal.

  • It was gifted to Bangladesh in 1974, where it served as Bangladesh Naval Ship (BNS) Surma.

Key Points:
i. During its 32 years of active naval service, the ship was deployed in front on multiple occasions, including Operation Talwar during the Kargil War with Pakistan in 1999, Operation Parakram in 2001, the India-Pakistan standoff, and the post-Uri attack in 2017.
ii. The ship was equipped with long-range torpedoes and anti-submarine rockets and was primarily used in anti-submarine warfare.
iii. The ship was decommissioned in the traditional way, with the National Flag, Naval Ensign, and Decommissioning Pennant being lowered for the last time at sunset, marking the end of the ship’s commissioned service.

Bangladesh won their maiden SAFF title at SAFF Women’s Championship 2022      

Bangladesh won their first South Asian Football Federation (SAFF) title at SAFF Women’s Championship 2022 defeating Nepal (3–1). The tournament held from 6th to 19th September 2022 at Dashrath Rangshala Stadium, Kathmandu, Nepal.

  • The 2022 SAFF Women’s Championship was the 6th edition of this championship.
  • this marks Bangladesh’s 1st ever win over Nepal in SAFF Women’s Championship.
  • Bangladesh skipper Sabina Khatun won the Player of the Tournament award(Most Valuable Player). She also won the highest goalscorer award with 8 goals.
  • Bangladesh goalkeeper Rupna Chakma won the Best Goalkeeper award and the Bangladesh team won the ‘Fair Play Award’.

Bangladesh cricketer Rubel Hossain Retires From Test Cricket

Bangladesh cricketer Mohammad Rubel Hossain announced his retirement from Test cricket on 19 September 2022. He  will continue to play in One Day International (ODI) and Twenty20 International (T20I) formats for Bangladesh along with Dhaka Premier League (DPL), Bangladesh Premier League (BPL) and  other white-ball tournaments.

  • Mohammad Rubel Hossain was born 1 January 1990 in Bagerhat, Khulna, Bangladesh. He made his Test debut for Bangladesh in 2009 and represented Bangladesh in 27 Tests over the span of 13 years.
  • He has the highest bowling average of any pacer who has bowled at least 2,000 deliveries in Test cricket.
  • He holds the record of the fastest bowled delivery (149.5kph) by a Bangladeshi cricketer and he also innovated a technique of bowled delivery named ‘Butterfly’.

ICC announces changes in Cricket Rules: Saliva ban made permanent On 20 September 2022, International Cricket Council (ICC) has announced a lot of changes to its ‘playing conditions’ with an effect from October 2022, which means the upcoming ICC Men’s T20 World Cup in Australia will enforce the news rules.

  • ICC has announced its Playing Conditions in Marylebone Cricket Club (MCC)’s updated 3rd Edition of the 2017 Code of the Laws of Cricket after the Chief Executives’ Committee (CEC) approved recommendations from Sourav Ganguly, Chairman of the ICC Men’s Cricket Committee.

The Main Changes to the Playing Conditions are:

  • Batter returning when caught
  • Use of saliva to polish the ball
  • Incoming batter ready to face the ball
  • Striker’s right to play the ball
  • Unfair movements by the fielding side
  • Running out on the non-striker’s end
  • Bowler throwing towards striker’s end before delivery

International Red Panda Day 2022- September 17International Red Panda Day (IRPD) is annually observed across the globe on the 3rd Saturday of September to create awareness about the importance of the conservation of Red Pandas and to promote and encourage people to save them.
International Red Panda Day (IRPD) 2022 was observed on 17th September 2022. 

  • The IRPD 2021 was observed on 18th September 2021.
  • The IRPD 2023 will be observed on 16th September 2023.

Red Pandas are widely found in the forest mountains of Nepal, India, Bhutan, China, and Myanmar.
Background:
IRPD was introduced in 2010 by the Red Panda Network (RPN), an organisation dedicated to the conservation of animals after a steep decline in its population.

  • The first-ever International Red Panda Day was observed on 18th September 2010.

STATE NEWS

West Bengal approved for issuing LoI to Adani Group for Tajpur deep Sea PortOn 19 September 2022, the Government of West Bengal (WB) approved a proposal for issuing a Letter of Intent (LoI) to Adani Ports and Special Economic Zone (SEZ) Limited for development of a greenfield deep sea port project at Tajpur (West Bengal).

  • The LoI will be issued by the West Bengal Maritime Board (WBMB) to the Adani Group for the development of the port.
  • Adani Group emerged as the highest bidder for the mega project.

Funding:
The project would involve an investment of Rs 25,000 crore.

  • The port would entail an investment of Rs 15,000 crore and the related port led infrastructure development would involve another Rs 10,000 crore.

Key points:
i.The deep sea port project would create around 25,000 jobs directly and more than one lakh jobs indirectly.
ii.The greenfield port will provide quick access to international markets for Bengal-based industries.
iii.It will enhance the connectivity of all the eastern states and the northeast region of India.

  • It will also be linked to the industrial and economic corridor from Dunkuni to Raghunathpur, which is being developed by the West Bengal government.
  • The port will improve regional logistics and export efficiency of West Bengal and unlock huge industrial & economic opportunities.

Salient feature of  deep sea port project:
According to the Industry, Commerce & Enterprises Department, Govt. of West Bengal, the main features of the proposed port are
i.The port will be set up around 5 km from NH (National Highway)-116B and around 170 km from Kolkata (West Bengal).
ii.The nearest Railway station is Rajnagar at a distance of nearly 8 km.
iii.Deep Draft of 12.1m with 18-km channel and with a tidal support of 3.9m leading to a net 16m draft facility enabling large capesize vessels of one lakh DWT (Deadweight Tonnage).

Meghalaya & Tamil Nadu Signs MoU for Recruitment & Training of Medical Professionals
The Government of Meghalaya (GoM) signed a Memorandum of Understanding (MoU) with the Government of Tamil Nadu (GoTN) for supporting Meghalaya in recruitment and training of medical professionals.

  • This is a first-of-its-kind medical partnership between the two Indian states for collaboration on knowledge sharing, capacity building and improving health service delivery.

Signatories:
The MoU was signed by Sampath Kumar, IAS, Principal Health Secretary, Government of Meghalaya and Dr. P Senthil Kumar, Principal Health Secretary, Government of Tamil Nadu, in the presence of Meghalaya’s Health Minister James P.K Sangma.

About the MoU:
This MoU is part of Meghalaya’s efforts to improve its health indicators and other health initiatives including Chief Minister’s Safe Motherhood Scheme (CM-SMS) under the rescue mission initiative to reduce Maternal Mortality Rate (MMR) and Infant  Mortality Rate (IMR) that aims at strengthening and ensuring safe deliveries in remote areas.

  • It has also been initiated as part of the GoM’s Service Delivery Redesign (SDR) that aims in creating accessible healthcare in remote areas.

Key highlights:
i.The MoU will facilitate training of doctors, especially in remote Community Health Centres(CHCs), to overcome the shortage of certified and trained medical professionals for several critical functions, including ultrasonography, obstetrics and anesthesiology.
ii.This aims to provide better antenatal and postpartum care to expecting women and to women after delivery, particularly at the public health facilities in remote areas.
iii.The MoU plans to upgrade all the CHCs in Meghalaya as First Referral Units (FRUs) by overcoming medical specialists’ shortages in CHCs. To address this shortage, GoTN will offer training to state doctors.

 Justice T Raja was appointed Acting Chief Justice of Madras High Court

On 19 September 2022, Justice T Raja, senior-most Judge of the Madras High Court, was appointed as the Acting Chief Justice of Madras HC with effect from September 22, 2022. The appointment was notified by the  Ministry of Law and Justice.

  • The President of India, under Article 223 of the Constitution of India appointed Justice T Raja to perform the duties of the office of the Chief Justice of Madras HC, consequent upon the superannuation of Justice M. Duraiswamy, Acting Chief Justice of Madras HC on September 21, 2022.
  • Justice T. Raja hails from Thenur, Madurai District of Tamil Nadu. He has practised in Madras HC and the Supreme Court of India. He was appointed as Additional Judge of Madras High Court on March 31, 2009.

Gujarat Govt announces first-ever Cinematic Tourism Policy 2022-2027 in Ahmedabad   

The Government of Gujarat announced the first-ever Cinematic Tourism Policy 2022-2027 in Ahmedabad, Gujarat. The policy, effective for 5 years(2022 to 2027), will help in strengthening the film infrastructure in Gujarat and offer various financial and non-financial incentives for filmmakers.

  • Objective- to promote cinematic tourism through the development of film infrastructure and the creation of attractive opportunities for cinema in Gujarat.
  • It will also bring all the service providers associated with filmmaking on one platform and will boost tourism activities in Gujarat.
  • Four Memorandum of Understanding (MoUs) worth Rs 1022 crore were signed for investments in various subjects including filmmaking, studio infrastructure, acting schools in Gujarat in the presence of Chief Minister(CM) Bhupendra Patel.
  • Ajay Devgan’s firm NY Cinemas LLP. also signed MoUs for filmmaking and studio infrastructure and other facilities in Gujarat.
