Punjab Cabinet Approved to Create SPV for Surface Water Supply Scheme

Pb cabinet approves creation of special purpose vehicle

Punjab Cabinet chaired by Chief Minister(CM) Amarinder Singh approved to create a special purpose vehicle (SPV) – Punjab Rural Water (Utility) Company for the operation and maintenance of multi village surface water supply schemes across Punjab.

The SPV under the Department Of Water Supply and Sanitation (DWSS) will be a utility company.

Aim:

To ensure the supply of potable water on a long term sustainable basis to the rural areas of water quality affected districts.

About the special purpose vehicle (SPV): 

i.The government of Punjab has allocated seed money of Rs 25 crores, 64% from the World Bank Funds and 36% from the state budget to support the functioning of the first 5 years.

ii.The SPV under the DWSS will be governed by its own constitution with financial independence.

iii.The assets created under this project will be owned by the SPV.

Key Points:

i.CM Amarinder Singh has been authorised as the Chairperson of the State Water Supply and Sanitation Mission to approve any modifications in the structure, role and responsibility, and funding pattern.

ii.The SPV will provide social, institutional and technical support to the gram panchayat water supply committees (GPWSCs), cluster-level committees (CLCs) and scheme-level committees (SLCs).
