Madhya Pradesh FM Jagdish Devda presents State Budget 2021-22 with an outlay of INR 2.41 Lakh Crore

On March 2, 2021, Madhya Pradesh (MP) Finance Minister Jagdish Devda presented the Annual Budget for the year 2021-22 with an outlay of INR 2,41,375 Crore. The main focus of the budget was on making Madhya Pradesh self-reliant.

• There was no proposal to levy new taxes in the Budget.
• The Gross State Domestic Product (GSDP) of MP is estimated to reach INR 10 Lakh Crore in the Financial Year (FY) 2021-22.
• The FM presented the budget in a paperless manner as it was read from an ‘Made in India’ tablet.
• Special attention in the budget is given to infrastructure, education, employment, farmers and women.

Fiscal Indicators

• Provision of total Appropriation amounting to Rs.2, 41, 375 Crore.
• Total net Expenditure – Rs.2,17,123 Crore.
• Revenue Deficit – Rs.8294 Crore
• Estimated Gross State Domestic Product 4.50% of fiscal Deficit.
• Revenue Deficit 2021-22 to be -0.73% of the state GDP.
• Interest Payments in the year 2021-22 are 12.72% of the total revenue receipts.
• Estimated Revenue Receipts – INR 1, 64, 677 Crore (includes MP’s own tax income of INR 64, 914 Crore & INR 52, 247 Crore from its share in Central Taxes)
• Revenue receipts for 2020-21 are estimated to fall by 5.05% compared to 2019-20 due to the impact of coronavirus pandemic.

Major Announcements

• INR 1.12 Lakh Crore has been set aside for Socio-Economic Development Schemes.
• A Provision of INR 24, 911 Crore has been made for the Schedule Tribe Sub-plan & INR 17, 890 for Scheduled caste sub-plan.
• Under the Jal Jeevan Mission, INR 5, 762 Crore has been set aside for providing tap water to households.
• INR 9, 793 Crore set aside for establishment of primary schools.

Infrastructure

• The Public Works Department (PWD) will get INR 7, 341 crores for developmental works.
• Funds have been allocated for construction of 2, 441 km of roads & 105 railway over-bridges.
• INR 262 Crore has been allocated for the Metro Rail Project in Bhopal & Indore.
• INR 1, 500 Crore has been allocated for Atal Mission for Rejuvenation and Urban Transformation (AMRUT) scheme.

Smart Cities & Housing

• A Fund of INR 900 Crore has been set aside for development of smart cities.
• A Provision of INR 1, 500 Crore has been made under housing for all schemes.

Atal Krishi Jyoti Yojana

A provision of INR 4, 600 Crore has been allocated for the Atal Krishi Jyoti Yojana.

• The main objective of the Atal Krishi Jyoti Yojana scheme is to illuminate dark regions by establishing solar street lights.
• It is a decentralized solar application scheme of the Ministry of New and Renewable Energy (MNRE), India.
• Energy Efficiency Services Limited (EESL) is responsible for implementation of this scheme.

Agriculture

An amount of INR 3, 200 Crore has been allocated under the Chief Minister’s Farmers’ Welfare Scheme.

• Under the scheme INR 4, 000 will be paid to each eligible farmer annually.

Future Development:

• MBBS seats will be increased to 3250 by 2022-23.
• Nursing seats will be increased to 320. 9
• new medical colleges will be opened in the state.
• Three cancer hospitals will be set up in Jabalpur, Indore and Bhopal.
