International Aviation Summit held in New Delhi
On 3rd and 4th September 2018, International Aviation Summit was held in New Delhi.
International Aviation Summit:
i. Organized by: India’s Ministry of Civil Aviation (MoCA), the Airports Authority of India (AAI) and (International Air Transport Association) IATA to commemorate the 50th consecutive month of double-digit market growth in India.
ii. Focused on: growth and challenges for Indian aviation Industry in the next 20 years and maximizing the economic and social benefits of the potential growth.
iii. Discussions were held on:

  • optimal regulatory and policy landscape for aviation in India
  • future airport infrastructure roadmap for India
  • developments across the related and supporting industries for aviation in India in the future
  • best practices and innovative approaches for sustainable aviation growth

iv. Some forecasts shared:

  • By 2026,India is expected to be the third largest air transport market in the world (current rank – 7).
  • By 2037, nearly 500 million people are expected to fly to, from or within India.

Hardeep Puri releases Schedule of Rates 2018 for new technologies and First Q R Code of CPWD
On 5th September 2018, Minister of State for Housing and Urban Affairs, Hardeep Singh Puri, released a booklet on Schedule of Rates (SOR) 2018 for new technologies and First Q R Code of Central Public Works Department (CPWD).
i. Hardeep Singh Puri also launched CPWD’s official Facebook and Twitter page on CPWD’s website.
ii. Director General of CPWD, Prabhakar Singh and other senior officials of Ministry of Housing and Urban Affairs and CPWD participated in the event.

Draft charter of Patients’ Rights released by Union Health Ministry
On September 5, 2018, Union Ministry of Health and Family Welfare released draft Charter of Patients’ Rights for proper health care by medical establishments.
i. This was prepared by National Human Rights Commission (NHRC).
ii. Under the draft the patients have 17 rights. Some of them are:

  • right to non-discrimination,
  • right to informed consent,
  • right to seek a second opinion and
  • right to choose alternate treatment options.

iii. This will act as a guidance for the Union and state governments to act by in the case of health protection of the patients.
iv. It has been published as per the recommendations of the National Council of Clinical Establishments, a statutory body under Clinical Establishments Act.

MP cabinet hikes ex-gratia to kin of deceased journalists
On September 5, 2018, Madhya Pradesh government in its cabinet meeting decided to increase the ex-gratia to be paid to the kin of deceased journalists.
i. It has been increased to Rs.4 lakh from Rs.1 lakh.
ii. Also, 5 per cent interest subsidy will be given for a period of five years on housing loan up to Rs 25 lakh to deceased journalists from the current financial year (from April 2018).
iii. In case of damage to vehicles or cameras, the government would give Rs 50,000 as compensation amount to journalists/cameramen.
Other News:
To implement the benefits of the Seventh Pay Commission from January 1, 2016, the total amount will be paid in one installment and deposited in GPF accounts of the government college teachers.

Government approved 36 percent increase in wages of artisans
On September 5, 2018, the Union Ministry of Micro, Small and Medium Enterprises (MSME) approved to increase the wages of artisans by over 36 percent.

i. This was proposed by Khadi and Village Industries Commission (KVIC).
ii. The wages will be increased from Rs 5.50 per hank previously to Rs 7.50 per hank.
iii. This will be implemented with effect from August 15, 2018 along with modified market development assistance (MMDA).
iv. The MMDA specifies that :

  • 30 per cent of the prime cost is paid to the khadi institutions as production subsidy.
  • Of this 30 per cent, 40 per cent goes to artisans as wage incentives and
  • the remaining 60 per cent goes to the khadi institutions.

12,790 crore supplementary budget passed by Odisha assembly for 2018-19
On September 3, 2018, Odisha Finance Minister SB Behera presented the first supplementary budget of Rs 12,790 crore for 2018-19 fiscal in the state Assembly .
i. With this, the total budget amount for the 2018-19 fiscal in Odisha has increased to Rs 1,32,818 crore.
ii. Out of the total Rs 12,790 crore:

  • Rs 1800 crore is towards administrative expenditure,
  • Rs 9,611 crore for programme expenditure,
  • Rs 1,364 crore for disaster response funds and
  • Rs 15 crore for transfers from state budget.

iii. It also includes:

  • Rs 750 crore for salary towards regularisation of Sikhya Sahayaks,
  • Rs 350 crore for loan repayment and
  • Rs 41 crore for simultaneous poll.

iv. Other provisions (for government schemes) are:

  • Rs 400 crore under BASUDHA scheme to provide drinking water,
  • Rs1500 crore for Pradhan Mantri Awas Yojana and Biju Pucca Ghar Yojana,
  • Rs 2,065 crore for Pradhan Mantri Gram Sadak Yojana,
  • Rs 1,000 crore for Swachh Bharat Mission and
  • Rs 211crore for National Livelihood Mission.

Indo-Kazakhstan Joint Exercise KAZIND 2018 commenced in Kazakhstan
On September 5, 2018, the Ministry of Defence announced the commencement of the Indo-Kazakhstan Joint Army Exercise ‘KAZIND’ between the Indian and Kazakhstan Army from 10 to 23 Sep 2018 in Otar region, Kazakhstan.
i. This is the third joint military exercise between the two countries.
ii. The second edition was held in India in 2017.

♦ Currency: Kazakhstani tenge.
President: Nursultan Nazarbayev.

3 day 4th International Ayurveda Congress held at Netherlands inaugurated by AYUSH minister
From September 1-3, 2018, Minister of state for AYUSH Shripad Yesso Naik inaugurated the 4th International Ayurveda Congress, IAvC at Leiden in the Netherlands.
Aimed at promotion and propagation of Ayurveda.
Key Points:
i. This Congress has been organized by

  • International Maharishi Ayurveda Foundation, Netherlands;
  • All India Ayurvedic Congress, New Delhi and
  • The International Academy of Ayurveda, Pune
  • In association with the Indian Embassy in the Netherlands.

ii. On September 1, 2018:
Plenary Session: Unearthing the Botanical Treasure of Dutch and Indian Golden Age: The Hortus Malabaricus (Garden of Malabar) was presented.
iii. On September 2:
Plenary Session: Ayurveda – Therapeutic Potential and Natural Approaches to Health was presented.
Documentary Films ‘Ayurveda Unveiled’ by Gita Desai and ‘Spice Route’ by Dr. Sajin Philip were featured.
iv.On September 3, 2018:
A Special seminar titled “India-Netherlands collaboration in Healthcare, including Ayurveda was inaugurated.

S&P BSE Private Banks Index launched by Asia Index Pvt. Ltd.
On September 5, 2018, Asia Index Pvt Ltd launched S&P BSE Private Banks Index to measure the performance of private banks.
i. It is drawn from the constituents of the S&P BSE Finance Index, the Asia’s oldest exchange.
ii. This index would measures the performance of private banks listed in India.
iii. The index is calculated in Indian Rupees and US Dollar and is calculated real-time by BSE.

Trade Finance Scorecard: new tool of ADB to boost access to trade finance and prevent terror finance
On September 5, 2018, the Asian Development Bank (ADB) launched its first Trade Finance Scorecard, a new tool to address market and boost trade finance.
To prevent money-laundering and terrorism.
Key Points:
About the Scorecard:
i. It will open a channel of dialogue among stakeholders to prevent terror financing.
ii. It would focus on:

  • issues related to the interpretation,
  • implementation, and
  • compliance with regulations.

iii. It will be assessing based on level:

  • First level will consist of score out of 10 on seven criteria on the macro level and
  • Second level will consist of five working-level issues on the micro level.

iv. The scorecard will based on feedback from industry leaders and regulators.
v. It will be in line with the recommendations against money laundering and terrorist financing by the Financial Action Task Force.
This will be done to address the market gaps of $1.5 trillion globally for trade finance. These are guidelines helpful for assessing especially small and medium-sized businesses and companies in developing countries.

Rs 3,000 crore worth tax money achieved from Advance Pricing Agreements with MNCs: CBDT
On September 5, 2018, the Central Board of Direct Taxes (CBDT) released its annual report on additional tax from MNCs through 219 APAs(199 unilateral and 20 bilateral).
i. In FY18, MNCs have acquired an extra income of Rs 10,000 crore, translating into a tax of Rs 3,000 crore.
ii. Between FY06 and FY15, around Rs 2.6 lakh crore were added to MNCs.
iii. In case of rate of pacts made in 2018 it has slowed down to 67 APAs in 2018 compared to 88.
APAs are primarily aimed at avoiding transfer pricing disputes arising from cross-border transactions undertaken by MNCs. It is an ahead-of-time agreement between a taxpayer and a tax authority.

National Clean School Award 2018: Puducherry topped the award list with 7 schools
On September 5, 2018, Union Ministry of Human Resource Development launched the National Clean School Award 2018 prepared by National Institute of Cleanliness Education and Research (NICER).
It is a compilation of 52 schools out of 721 schools based on the cleanliness factor.
i. Puducherry tops the list of the rankings by having 7 schools in the award list for cleanliness.
ii. The Government Primary SchoolKunichampet, topped the list with 100% marks.
iii. The Headmistress and  a student ambassador will be given a certificate and cash reward of Rs.50000 from the HRD Minister Prakash Javedkar.
iv. Three schools each of the states Jharkhand, Haryana, Maharashtra and Rajasthan made it to the list.
v. The Department of School Education nominated 20 schools for the award based on the following factors:

  • number of toilets constructed,
  • maintenance of hygiene,
  • running water,
  • supply of drinking water,
  • greenery and wash programme.

The top 4 of the List is:

Indian boxer Mary Kom signed as brand ambassador by BSNL for 2 years
On September 5, 2018, BSNL signed in Indian Boxer Mary Kom as the brand ambassador of the company.

i. The deal has been made for a period of 2 years.

Dr. Pooman Khetrapal Singh re-nominated for second term as Regional Director of South-East Asian region: WHO
On September 5, 2018, Dr.Poonam Khetrapal Singh was unanimously re-elected as Regional Director of WHO for another five-year term beginningFebruary 2019.
i. She is the first woman to have been elected to the position of Regional Director for WHO South-East Asia Region.
ii. She is an Indian civil servant and had worked with World Bank and WHO.


Young Indian shuttlers win titles at the RSL Kharkiv International challenge in Ukraine (Badminton)
On 3rd September 2018, Indian shuttlers Anoushka Parikh and Saurabh Sharma and Krishna Prasad Garaga and Dhruv Kapila won the mixed doubles and men’s doubles title respectively, at the RSL Kharkiv International challenge in Kharkiv, Ukraine.
Key Points:
i.India’s Anoushka Parikh and Saurabh Sharma pair defeated Poland’s Pawel Smilowski and Magdalena Swierczynska 18-21, 21-19, 22-20 in the mixed doubles finals and won the mixed doubles title.
ii.India’s Krishna Prasad Garaga and Dhruv Kapila defeated Germany’s Daniel Hess and Johannes Pistorius 21-19 21-16 in Men’s Doubles event and won the men’s doubles title.
iii.Indian women’s doubles pair of Simran Singhi and Ritika Thaker lost in the semifinals and another mixed doubles pair of Rohan Kapoor and Kuhoo Garg were ousted in the quarterfinals.
iv.Men’s doubles pair of Rohan and Shivam Sharma also lost in the semifinals.

Indian Navy wins KAKADU-18 Cup in Australia
On September 5, 2018, the Indian Navy has won the coveted KAKADU Cup 2018 in Australia while taking part in the KAKADU multilateral maritime exercise.
i. It was held in the coast of Darwin with 3000 personnel from 27 countries.
ii. From the Indian side INS Sahyadri  took part on the exercise.

Former India pacer RP Singh announces retirement from cricket
On 4th September 2018, former India pacer Rudra Pratap Singh announced his retirement from all forms of cricket.
Retirement of RP Singh:
i. RP Singh is 32 years old. He hails from Uttar Pradesh. He is a left arm fast bowler.
ii. He made his first debut for Indian team on 4th September 2005. He had played 14 Tests, 58 one-day internationals and 10 Twenty20 Internationals for India.
iii. He has played 82 matches in all three formats of cricket and has taken more than 100 wickets. He has also played in Indian Premier League (IPL).He won ‘Man of the Match’ award for scalping a five-wicket haul on a flat track during his debuted match against Pakistan in Faisalabad in 2006.


Gujarati Author and Journalist Bhagwati Kumar Sharma Passes Away
On 5th September 2018, Gujarati author and journalist Bhagwatikumar Sharma passed away due to age-related ailments, at his residence in Surat, Gujarat.

Death of Bhagwati Kumar Sharma:
i. Bhagwatikumar Sharma was 84 years old. He was born in May 1934. He had written novels, short stories, poetries, essays and articles.
ii. He had won several awards like the Sahitya Akademi Award (1988), Ranjitram Suvarna Chandrak (1984), Sahityaratna Award from Gujarat Sahitya Akademi etc.
iii. In 1999, he received a Doctorate of Literature by Veer Narmad South Gujarat University.
iv. In 2011, he received the Harindra Dave Memorial Award for journalism and the Vali Gujarati Gazal Award for his contribution to literature.


International Day of Charity – September 5
On 5th September 2018, International Day of Charity was celebrated all over the world.
International Day of Charity:
i. In 2012, the United Nations General Assembly declared 5th September as International Day of Charity to commemorate thedeath anniversary of Mother Teresa, the renowned nun and missionary.
ii.This day is observed to motivate and mobilize people, NGOs, and stakeholders  throughout the world to help others through volunteer and philanthropic activities.
About Mother Teresa:
i. Mother Teresa was born as Agnes Gonxha Bojaxhiu in 1910. In 1928 she came to India and served the poor and orphaned people.
ii. In 1948 she became an Indian citizen. In 1950, she founded the order of Missionaries of Charity in Kolkata.
iii. In 1979, she received the Nobel Peace Prize. She passed away on 5th September 1997.

National Teacher’s Day or Dr. S Radhakrishanan’s Birth Day – September 5
On 5th September 2018, National Teacher’s Day was celebrated all over India.
National Teacher’s Day:
i. National Teacher’s Day is celebrated on September 5 every year in India to mark the birth anniversary of Dr Sarvepalli Radhakrishnan, the first Vice-President, and the second President of independent India.
ii. Dr S Radhakrishnan was an exemplary scholar in the field of comparative religion and philosophy. He had served as professor of Philosophy in several universities.
iii. Celebration of National Teacher’s Day in India started in 1962. This day is celebrated to honour the efforts of teachers all over India.
iv. On 5th September 2018, Vice President M Venkaiah Naidu conferred the National Teachers’ Awards for 2017. 45 teachers were awarded this year as per revised guidelines.
v.As a gift on the occasion of Teachers’ Day, the Uttar Pradesh government has decided to give 7th pay commission pay scale to teachers and professors of state colleges and universities.
