India MoU with Norway & collaborates with US and Japan
Government of India has collaborated with US, Japan and Norway in the fields of health security, rail safety and health co-operation respectively.
India and Norway sign ‘Letter of Intent’ to extend health co-operation:
i.Indian Ministry of Health and Family Welfare signed a ‘Letter of Intent’ with the Norwegian Ministry of Foreign Affairs.
ii.This Letter of Intent aims to extend the co-operation in health sector through the Norway India Partnership Initiative (NIPI) for a period of 3 years, starting from 2018.
India and United States renew Commitment on Health security:
i.India and United States renewed their commitment to work together in the healthcare sector.
ii.This would provide better solutions to the health challenges faced by the people of both the countries.
India and Japan Co-operation in Rail Safety:
i.Indian Ministry of Railways had requested Japan’s Ministry of Land, Infrastructure, Transport and Tourism (MLIT) for technical co-operation in Rail Safety.

CARA launches monthly ‘Jan Sampark’ Program to facilitate adoption
On 27th September 2017, the Central Adoption Resource Authority (CARA) started a monthly ‘Jan Sampark’ program to enable the public to obtain information related to Adoption, in New Delhi.
Jan Sampark:
i. This programme is the first of its kind, regarding adoption.
ii. Around 150 Prospective Adoptive Parents (PAPs), Adoptive Parents and representatives of agencies participated in the session.
iii. The session lasted more than four hours.
iv. Details regarding Immediate Placement and Special Needs Adoption Module of Child Adoption Resource Information & Guidance System (CARINGS) and the newly launched Grievance/Query portal were shared with the participants.
v. This event will be a regular feature every month apart from the quarterly Facebook live chat by CARA.
vi. CARA operates under the Ministry of Women and Child Development.

Karnataka Cabinet approves Bio-Tech Policy and Anti-Superstition Bill
On 27th September 2017, Karnataka Cabinet approved the state Bio-Technology Policy 2017-22 and Anti-Superstition Bill, in Bengaluru.
Bio-Tech Policy for 2017-22:
i. Bio-Tech Policy for 2017-22 will enable further development in the Biotechnology sector in Karnataka.
ii. The main focus of this policy is to encourage Research and Development in emerging technology areas like synthetic biology, anti-microbial resistance, rare diseases, orphan drug, stem cells, regenerative medicines and medical devices.
iii. This policy would establish funding mechanisms and mentorship programmes to promote innovation in Start-ups.
iv. Apart from developing bio-economy, this will also benefit the whole society.
Anti-Superstition Bill:
i. Karnataka Cabinet cleared the Anti-Superstition Bill.
ii. This has been done in a move to prevent and eradicate inhuman evil practices.
iii. Practices that have been prohibited are: black magic, making a person to roll over leaves of leftover food, forcing a person to kill an animal by biting its neck, fire walk etc.

Tamil Nadu inks pact with German firm for land use planning project
On 27th September 2017, Tamil Nadu signed a joint technical co-operation agreement with Germany-based GIZ, to carry out ‘land use planning and management project’, in Tamil Nadu.
Pact with GIZ:
i. Principal Secretary, Planning, Development and Special Initiatives, S.Krishnan signed the Indo-German development agreement with GIZ Project Director, George Johnson.
ii. According to this agreement, India would carry out ‘land use planning and management projects’ with the support of German Ministry of Economic Cooperation and Development.
iii. A scheme would be developed for tapping unplanned land in Coimbatore, covering Nilgiris and Tirupur districts.
iv. GIZ would provide technical assistance for this project.
v. This scheme would be implemented under the State Planning Commission, Housing and Urban Development department.

Bathukamma festival celebrated in Telangana
On 20th – 28th September 2017, Bathukamma, one of the major festivals of Telangana and some parts of Andhra Pradesh was celebrated.
Bathukamma:
i. This festival is celebrated for nine days days during the Durga Navaratri celebrations before Dussehra.
ii. People worship Goddess Bathukamma, who is also known as Goddes Gauri for nine days.
iii. On the last day, the Goddess is immersed in rivers after completion of rituals.
iv. The Bathukamma Jatara, which commences two days before Dussehra, is organised where both festivals are observed.
v. Women decorate a small wooden platform in circular arrangement with layers in order to make a conical arrangement of flowers.
vi. They gather near the circle in the evening and place ‘Bathukammas’ at the centre.
vii. They dance around with traditional songs, requesting the goddess to take birth again.

Haryana government scraps Dadupur Nalvi canal scheme
The Haryana Cabinet under the chairmanship of Chief Minister Manohar Lal Khattar has approved a proposal of Irrigation and Water Resources Department to announce 1,019.2994 acres of land acquired for construction of Dadupur Nalvi Irrigation Scheme.
Key Points:
i.The scheme was meant to provide water to even those areas which fall under the category of dark zone because of low level of underground water.
ii.This project was launched after long pending demand of the farmers. The primary objective of the project of providing canal irrigation could not be fulfilled.
iii.The Dadupur Nalvi scheme was initiated in the year 1985 and the project was approved by the then government for Rs 13 crore for irrigation and recharging of ground water in the Yamunanagar, Kurukshetra and Ambala districts.
iv.As per the reports, for implementing the scheme, 190.67-acre land was acquired during 1987-90. But the scheme could not be further proceeded.
v.In october 2005, the project was again approved by the government for Rs 267.27 crore for this scheme in which Shahbad Feeder, Shahbad Distributory and Nalvi Distributory along with off taking channels were to be constructed for utilising 590 cusecs discharge.
vi.As per the project, 2,246.53-acre land was to be acquired for construction of this scheme.
vii.Out of it, the department acquired a total of 1019.2994-acre land for construction of main channels–Shahbad Feeder, Shahbad Disty and Nalvi Disty.
viii.The government also incurred expenditure of over Rs 111 crore on execution of these three channels.
ix.Acquisition of this land cost Rs 75.98 crore as per the award announced by the authorities to give compensation to the farmers.
x.Additionally, Rs 116.35 crore was paid as enhancement as per lower court orders. Thus, till date a total of Rs 192.33 crore has been paid to land owners for 1019.29-acre land.

Himachal Pradesh raises paid maternity leave to 180 days
The Himachal Pradesh Cabinet has raised paid maternity leaves for women employees from 135 days to 180 days announced on 27th of Sept. 2017. The meeting was chaired by Chief Minister Virbhadra Singh.
Key Points:
i.He has also approved framing of policy for special educators under the school management committees (SMC) at par with junior basic trained (JBT) teachers appointed on contract basis.
ii.With a view to reduce judicial proceeding and saving avoidable costs on unproductive litigation, the Cabinet decided to establish a three-tier dispute resolution process in the Irrigation and Public Health Department.
iii.It would prove to be an effective method in settling disputes between contractors and the department or between two or more parties.
iv.It also approved opening government primary schools at Kut village in Kangra district, Jhiriwala in Bhojpur in district Sola, Ropara and Dhanog in Mandi district.
v.The Cabinet decided to reserve one seat for single girl child in post graduate (MD/MS) courses in government medical colleges under the state quota seats.
vi.The Cabinet gave its approval to open new Himachal Pradesh Public Works Department (HPPWD) division at Nerchowk in Mandi district which include creation of 20 posts of various categories for manning the division.
vii.The Cabinet approved the appointment of Indian women’s cricket team wicketkeeper Sushma Devi of Shimla (Rural) assembly constituency as Deputy Superintendent of Police in Himachal Pradesh.

ADB approves USD 80 mn loan for modernisation of TVET in Himachal Pradesh
The Asian Development Banks (ADB) board of directors has approved the loan to modernize TVET institutions and programmes to enhance job prospects of the state’s youth announced on 28th of Sept. 2017.
Key Points:
i.The project will align Himachal Pradeshs TVET programmes to national skills certification standards.
ii.By this it will help in improving the employability and employment prospects of nearly 65,000 youth from 2017 to 2022.
iii.The project will establish a polytechnic for women, six city livelihood centers, and seven rural livelihood centers.
iv.It will also upgrade 11 employment and exchanges into model career centers to build TVET awareness among youth.
v.Several parts of the project will also be taken up like Modernisation of training equipment, forging partnerships with the private sector, and expand market-relevant training and livelihood development opportunities.
vi.Gender-sensitive counselling and outreach material will be prepared, and efforts will be made to raise female work participation rates.

PFC sanctioned 4,009 cr loan to Telangana to set up Yadadri thermal plant
Power Finance Corporation Ltd (PFC) has sanctioned a term loan of Rs 4,009 crore to the Telangana Power Generation Corporation Lt (TSGENCO) for setting up a 4000 MW Yadadri thermal power plant announced on 27th Sept. 2017.
Key Points:
i
.The Yadadri plant would generate approximately 29,784 million units of energy to meet the future power requirement of Telangana.
ii.PFC would lend the amount to TSGENCO for the 5X800 MW coal-based Yadadri Thermal Power Plant using super-critical technology in Nalgonda district of Telangana.
iii.The loan agreement for the project was executed between PFC and TSGENCO officials recently in Hyderabad.

Russia completes Chemical Weapons Destruction
On 27th September 2017, Russia completely destroyed its chemical military weapons, in the southwest of Russia.
Destruction of Chemical Weapons:
i. Mikhail Babich, Chairman of the State Commission on Chemical Disarmament, stated that the chemical weapons elimination process was completed.
ii. Experts said that all those chemical weapons could destroy all life on earth several times.
iii. This has been done in a move to make the modern world more balanced and secure.
iv. Russia was among the first to sign the Chemical Weapons Convention (CWC).
v. The CWC came to act in 1997, under the supervision of the Organization of Prohibition of Chemical Weapons (OPCW).
vi. Over 96 % of all chemical weapons declared by the convention has been destroyed under OPCW verification.

India launches Access India Programme (AIP) to attract UK investments
On 27th September 2017, India launched the Access India Programme (AIP) to attract investments from small and medium enterprises (SMEs) in the UK, in London.
Access India Programme (AIP):
i. Access India Programme (AIP) was launched by the Indian High Commission in the UK along with knowledge partner UK India Business Council (UKIBC), at India House in London.
ii. This will work as a market entry support system for smaller companies with a potential to expand into the Indian market.
iii. This has been launched to promote the ‘Make in India’ initiative.
iv. The AIP will conduct six annual workshops and mentoring programmes.
v. A group of about 50 companies will be initially identified by the end of 2017.

Palestine joins Interpol as full member
The International Police Organization or Interpol, as it is commonly known, has decided to accept the state of Palestine as a new member announced on 86th Interpol General Assembly in Beijing on 27th of Sept. 2017.
Key Points:
i.Some 75 countries voted in favor, with 24 voting against and 34 abstaining. The State of Palestine and the Solomon Islands are now INTERPOL member countries.
ii.Palestinian Prime Minister Rami Hamdallah praised the decision as a victory for the Palestinian people.
iii.As per Palestinian Foreign Minister Riyad Al-Maliki this victory was made possible because of the principled position of the majority of Interpol members.
iv.Israel had contended that Palestine is not a state and that it is ineligible for Interpol membership.
v.Under interim Israeli-Palestinian peace deals, a Palestinian Authority was granted limited self-rule in the occupied West Bank and the Gaza Strip.

IDBI Bank sells 9 % stake in SIDBI
On 27th September 2017, IDBI Bank said that it has sold 9 % stake in Small Industries Development Bank of India (SIDBI).
IDBI sold 9 % stake in SIDBI:
i. The amount for which the 9 % stake was sold is undisclosed.
ii. Name of the buyer has also not been disclosed.
iii. This has been done in a move to mobilise funds by exiting non-core business.
iv. IDBI has planned to reduce stake in some non-core businesses to increase its capital base.
v. IDBI Bank has sold further 4,80,41,092 equity shares constituting 9.03 % of the paid up capital of SIDBI on 26th and 27th September 2017.
vi. Earlier this week, IDBI sold 1 % stake in SIDBI.

India’s GDP growth to fall to 6.7 % in the financial year 2017-18: India Ratings
On 27th September 2017, India Ratings lowered the growth forecast for the current financial year to 6.7 % from 7.4 % estimated earlier.
India Ratings lowered India’s GDP prediction:
i. India Ratings has pointed out the reasons for this downfall as demonetisation and GST (Goods & Services Tax) implementation.
ii. It has said that failure to quickly remonetise the economy has badly affected the small and unorganised sectors, which were heavily dependent on cash.
iii. It said that, reaching the earlier predicted GDP of 7.4 % will not be possible for India in this financial year 2017-2018.
iv. It would be a lower GDP of 6.7 %.
v. It also said that, GDP growth would improve in the second quarter of financial year 2018-2019, with the effects of GST and demonetisation fading away.

SEBI bans Jeevan Suraksha Energy and Industries from markets
SEBI has barred Jeevan Suraksha Energy and Industries Ltd (JSEIL) from the capital markets for not complying with public issue norms on 27th of Sept. 2017.
Key Points:
i.The step has been taken after SEBI received a complaint against the company about alleged fund mobilisation by way of issuance of Redeemable Preference Shares (RPS) and inability to recover investments and promised returns.
ii.It has been found that the company allotted redeemable preference shares worth about Rs 25.82 lakh to 125 persons during 2012-13.
iii.In a short period of four months (from April to July 2012) the total number of allottees exceeds 49 and cumulatively the RPS were issued to 125 persons thereby raising Rs 25.82 lakh.
iv.As per SEBI JSEIL and its promoters and directors have been prohibited from disposing of their assets as well as diverting any funds raised from public through the allotment of preference shares.

NeSL gets final nod to become India’s first Information Utility
On 27th September 2017, National e-Governance Services Ltd. (NeSL) received the final approval to become India’s first Information Utility (IU).
NeSL – India’s first Information Utility:
i. NeSL is a union government company.
ii. It had received an in-principle approval in June for establishing an information utility (IU).
iii. IUs will be a one-step repository for all information related to lending and borrowing activities of financial institutions.
iv. These information will be maintained in an electronic format.
v. It will also provide retrieval facilities for Insolvency Professionals, Debt Recovery Tribunal, and the National Company Law Tribunal.

Amazon India launches ‘Amazon Business’ for SMBs
Amazon has launched its Business marketplace in India. Amazon Business will help in the procurement needs of small and medium businesses in the country.
Key Points:
i.The new B2B marketplace, called Amazon Business, will feature additional “convenience and value offering” by providing business-only pricing, discounts on bulk quantity purchase, and GST invoices to SMB buyers to claim GST credit.
ii.It will provide its business sellers with easy access to over 10 crore (100 million) products in a range of categories including laptops, network storage solutions, electronics, office supplies among others.
iii.SMBs can register for the business account at no charge.

ADB plans to raise lending up to $4 billion to India
Asian Development Bank (ADB) plans to raise its annual lending to India to a maximum of USD 4 billion tosupport the country to accelerate inclusive economic transformation toward upper middle-income statusannounced on 27th Sept. 2017.
Key Points:
i.The proposal was endorsed at new ADB Country Partnership Strategy (CPS) for 2018-2022.
ii.The India programme will focus on boosting economic competitiveness to create more and well-paid jobs, improved access to infrastructure and services, and addressing climate change and improving climate resilience over these five years.
iii.About 85% of lending will be focused on transport, energy and urban infrastructure and services.
iv.Other finance will be aimed at public sector management, agriculture, natural resources and rural development as well as skills development and urban health.
v.ADB will also explore co-financing opportunities, including climate funds for relevant projects.
vi.ADB will help expand infrastructure networks for transport, energy and urban centres and address skills shortages to support industrialization.
vii.The second pillar of infrastructure and services will tackle infrastructure bottlenecks in lagging regions, improving municipal services for the urban poor, and supporting rural investments to close the income gap with cities.
viii.The third pillar of operation will promote sustainable natural resource use, higher renewable energy consumption, green corridors on high-voltage transmission lines, and ensure climate proofing in infrastructure projects.

Gujarat bags comprehensive development of tourism award
Gujarat was named the best state for Comprehensive Development of Tourism at the National Tourism Awards presented by President Ram Nath Kovind on 27th Sept. 2017.
Key Points:
i.The Hall of Fame Awards were introduced in 2017 and given to states, organisations and agencies which have won the National Tourism Award in the same category for three consecutive years.
ii.The award in the Hall of Fame category was received by Gujarat’s Minister of Tourism Ganpat Singh Vasava and Principal Secretary S J Haider at a function at Vigyan Bhavan.
iii.Madhya Pradesh also bagged best state for Comprehensive Development of Tourism at the National Tourism Awards.
iv.The other states which have made it to the awards list for their contribution to tourism are Kerala, Rajasthan, Goa and Andhra Pradesh.
v.Kovind also launched three key initiatives of the ministry:
(a)    Incredible India 2.0 Campaign, which will celebrate India worldwide

NASA and Russia Partner Up for Crewed Deep-Space Missions
NASA and the Russian space agency Roscosmos have announced a new partnership for human exploration of the moon and deep space on 27th Sept. 2017.
Key Points:
i.Both agencies signed a joint statement on cooperation at the 68th International Astronautical Congress in Adelaide, Australia.
ii.NASA has partnered with Russia to flesh out ideas for its “deep-space gateway” concept, a mission architecture designed to send astronauts into cislunar space — or lunar orbit — by the 2020s.
iii.It will help NASA and its partners to gain the knowledge and experience necessary to venture beyond the moon and into deep space. 
iv.Roscosmos and NASA already work together with other space agencies around the world to run research projects aboard the International Space Station.
v.The new partnership would develop international technical standards for the establishment of the station in the near-moon orbit.
vi.NASA will continue to work with Roscosmos to research the best ways to transport astronauts to and from cislunar space.
vii.NASA is also asking the private space industry to contribute to the deep-space gateway.
viii.The agency has already awarded contracts for deep-space habitat designs to Bigelow Airspace, Lockheed Martin, Orbital ATK and others.

India secured 11th place in the Asian Indoor and Martial Arts Games 2017.  Indians won a total of 40 medals.This consists of 9 gold, 12 silver and 19 bronze medals.India was represented by more than 200 athletes in 15 disciplines.
1st -Turkmenistan topped the games with 89 gold, 70 silver and 86 bronze medals.
2nd – China with 42 gold, 32 silver and 23 bronze medals.
3rd – Iran with 36 gold, 23 bronze and 59 bronze medals.

Obituary

Former Speaker and sitting MLA of Nagaland Kiyanilie Peseyie dies
On 27th September 2017, Former Speaker of the Nagaland Assembly and sitting MLA Kiyanilie Peseyie died at a private hospital, in Dimapur, Nagaland.
Kiyanilie Peseyie’s death:
i. Kiyanilie Peseyie was 69 years old.
ii. He is survived by his wife, two sons and seven daughters.
iii. He died due to illness that prevailed briefly.
iv. A state funeral service was held on 28th September 2017, at 1 pm, at his native village in Jotsoma, Nagaland, before the final burial.
v. Kiyanilie Peseyie was a sitting MLA.

Former National women’s hockey coach Antony passes away
P P Antonyformer national women’s hockey coach, who also trained and taught coaches at the SAI, Bengaluru campus passed away on 27th Sept. 2017.
Key Points:
i.He passed away in Thrissur at the age of 68.
ii.Under Antony, the Indian junior women had won the four- nation tournament in 1999 and a bronze medal at the Junior Asia Cup. He took over the senior team as coach in 2001.

Veteran freedom fighter Suryamani Panda dies
Veteran freedom fighter Suryamani Panda had passed away at the age of 96 on 26th of Sept. 2017.
Key Points:
i.Panda, who participated in the Quit India Movement in 1942, was suffering from old age-related problem and from August 22 his condition became serious.
ii.Panda was vice-president of All India Freedom Fighters Samity and working president of the State Freedom Fighters Samity.

.He was imprisoned for participating in freedom movement against British Raj. During Quit India movement, he took part in the agitation.

World Rabies Day – September 28
World Rabies Day is celebrated annually to raise awareness about rabies prevention.

.The 2017 World Rabies Day theme is ‘Rabies: Zero by 30’.
ii.The day’s theme sets the goal of reaching zero human deaths from canine rabies by the year 2030.
iii.This day also marks the anniversary of Louis Pasteur’s death, the French chemist, and microbiologist, who developed the first rabies vaccine.

World Maritime Day – September 28
Maritime Day is celebrated across the world on 28 September across the world.
Key Points:

.The theme for 2017 World Maritime Day is ‘Connecting Ships, Ports and People’.
ii.The main aim is to do so by focusing on helping International Maritime Organization (IMO) member statesto develop and implement maritime strategies to invest in a joined-up, interagency approach.
iii.The day also gives various UN entities the chance to contribute to achieving the Sustainable Development Goals (SDGs), which are a broad response to the challenges facing the world today.
iv.The promotion of sustainable shipping and sustainable maritime development is one of the major priorities of IMO in the upcoming future.
