Cabinet approval on September 18, 2019
Approval was given to payment of Productivity Linked Bonus (PLB) which is equivalent to 78 days’ wages for the Financial Year (FY) 2018-19, to all 11.52 Lakh non-gazetted eligible railway employees excluding Railway Protection Force (RPF)/ Railway Protection Special Force (RPSF) personnel, for maintaining industrial peace and railwaymen motivation. President Ram Nath Kovind approved the Promulgation of the Prohibition of Electronic Cigarettes Ordinance, 2019
President of India Shri Ram Nath Kovind approved the Promulgation of the Prohibition of Electronic Cigarettes (production, manufacture, import, export, transport, sale, distribution, storage and advertisement) Ordinance, 2019 after the cabinet approved it on September 18, 2019.
A Group of Ministers (GoM) from commerce, health, agriculture, chemicals and petrochemicals, and food processing departments chaired by the finance minister Nirmala Sitharaman had studied the proposal submitted by the Ministry of Health, to ban the production and import of e-cigarettes.
Any production, manufacturing, import, export, transport, sale (including online sale), distribution or advertisement (including online advertisement) of e-cigarettes shall be a cognizable offence punishable with imprisonment of up to 1 year or fine up to Rs. 1 lakh or both for the first offence………………….Click here to Read more

Union HRD Minister Shri Ramesh Pokhriyal ‘Nishank’ launched various initiatives of AICTE in New Delhi
On September 18, 2019, Union Human Resource Development (HRD) Minister Shri Ramesh Pokhriyal ‘Nishank’ launched various initiatives of All India Council for Technical Education (AICTE) in New Delhi.
i. Initiatives: The initiatives are Facilitation through Margadarshan and Margadarshak, Model Curriculum for Diploma Courses, Waste Management Accelerator for Aspiring Women Entrepreneurs (WAWE Summit 2019) and 360-degree Feedback of Faculty.
ii. WAWE Summit 2019: The WAWE Summit will be held in November-December 2019 which will be jointly organized by the AICTE and Institute of Waste Management (IIWM) at Jaipur, Rajasthan. Agreement between Skill India and IBM for nationwide Train-the-Trainer program in AI
On September 18, 2019, The Directorate General of Training (DGT) division of the Ministry of Skill Development & Entrepreneurship, has signed a pact with the world’s leading IT(Information Technology) company IBM (International Business Machines Corporation), under which a nationwide program to train trainers in Basic Artificial Intelligence (AI) will be carried out.
i. The objective of the program is to help trainers in basic approach, workflow and AI application, so  that they can use it in their training modules.
ii. Government constitutes Company Law Committee for examining provisions and issues related to Companies Act 2013 implementation
On September 18, 2019 the corporate affairs ministry in line with the govt’s objective to promote the ease of living and by providing Ease of Doing Business to the companies abiding the law decided to be set up, a company law committee to look into the issues pertaining to the implementation of the Companies Act, 2013 and the Limited Liability Partnership Act, 2008.
i. The 11- member company law committee will be headed by Corporate Affairs Secretary Injeti Srinivas. The Committee shall submit its recommendations in phases and subject-wise to the Government.
Key points
i. Committee responsibility: The committee will analyze the nature of offence, examining the feasibility of settlement mechanism, study changes needed under Limited Liability Partnership Act, 2008 framework, improving the functioning of National Company Law Tribunal(NCLT),removing any bottlenecks in the overall functioning of the statutory bodies like Serious Fraud Investigation Office(SFIO), Investor Education and Protection Fund Authority(IEPFA), National Financial Reporting Authority(NFRA).
ii. The report shall be submitted any time as decided by the chairperson and will also meet after one-year tenure.

Govt gives special attention to 250 Districts under Poshan Maah
The central government is giving special attention to those 250 Districts of India where the malnutrition level is higher than the national average during the celebration of “Rashtriya Poshan Maah” (National Nutrition Month), the entire month of September, 2019 with the theme of ‘Complementary Feeding’.
Key points:
i. Rashtriya Poshan Maah: The initiative aimed at addressing issues of malnutrition & undernutrition and obesity in some sections and also stemmening existing nationwide campaign for ‘malnutrition-free India’.5 pillars of Poshan Maah are the importance of First 1000 days of the Child, Anaemia, Diarrhoea, Hand Wash and Sanitation and Poshtik.
ii. In order to make India a healthy nation, the Prime Minister of India Shri Narendra Modi had launched POSHAN Abhiyan (Prime Minister’s Overreaching Scheme for Holistic Nourishment).
Target year: It is a multi-ministerial convergence mission with the aim to make india free from malnutrition by 2022.
Aim: To reduce stunting in identified Districts of the country with the highest malnutrition burden by improving utilization of key Anganwadi Services and improving the quality of Anganwadi Services delivery.
iii. UNICEF report: According to UNICEF (United Nations International Children’s Emergency Fund)data, the child malnutrition rate has reduced to 34 % from 38 % in the past 4 years, while in case of anemic mothers, the rate of prevalence of anemia has declined to about 48 % from 50 % in the last 4 years.
About malnutrition:
It is a condition that results from eating a diet in which one or more nutrients are either not enough or are too much such that the diet causes health problems. It may involve calories, protein, carbohydrates, vitamins or minerals. Not enough nutrients is called undernutrition or undernourishment while too much is called overnutrition.

India to achieve $26 billion defence industry target by 2025
On september 18, 2019, The Defence Minister of India Mr Rajnath Singh at the 2nd annual session of the Society of Indian Defence Manufacturers (SIDM) for 2019 in New Delhi addressed that India will achieve $26 billion defence industry target by 2025.
Key Points:
i. It is predicted that there will be an investment of $10 billion and it will create 2.3 million employment opportunities.
ii. Simplified procedures for defence exports has resulted in exports to Rs 10 thousand 745 Crore in 2018-19 and a target of $5 Billion for exports has been set till 2024.
iii. There are plans to develop 5 Defence Specific Artificial Intelligence products by 2024.
iv. The current size of the Indian economy is around $2.7 trillion and the aim is to make $5 trillion by 2024 and $10 trillion by 2030.

Defence Minister Rajnath singh approves for writing history of India’s borders
On September 17, 2019 the Union Minister of Defence Shri Rajnath Singh gave approval for writing history on India’s borders for better understanding of the borders. The proposed work will include making and unmaking and shifting of borders, the role of people in the border & their socio economic aspects of life etc. This project is expected to be completed in two years.

Meeting:The decision was taken after conducting a meeting with eminent personalities of the Indian Council of Historical Research(ICHR) and officials of the Nehru Memorial Museum and Library, the Directorate General of Archives, the Ministry of Home Affairs, the Ministry of External Affairs and the Ministry of Defence.

Health Minister Dr Harsh Vardhan launched Ayushman Bharat Pakhwara ahead of first anniversary of AB-PMJAY in Delhi
On September 15, 2019, the Union health & family welfare minister Shri Harsh Vardhan launched Ayushman Bharat Pakhwara, a fortnight-long awareness about the Ayushman Bharat scheme and other initiatives like Poshan Abhiyaan and Swachhta Abhiyaan in New Delhi, to focus on promotive and curative aspects of healthcare, nutrition, yoga, and healthy lifestyle. i. Achievements: About 21000 health and wellness centres have been established so far and over 47 lakh people have benefited from the scheme in the first year.

iii. Workshop: To mark one year of the PM-JAY, the National Health Authority will be organizing a 2-day national workshop, Arogya Manthan, on September 30th and October 1st, 2019.

Sitharaman handed over the 12th-century Buddha statue brought back from London to the Minister of Culture
On September 18, 2019, The Finance Minister Nirmala Sitharaman handed over the 12th-century Buddha statue to Culture Minister Prahlad Singh Patel.The statue was stolen 57 years ago and was finally acquired during an auction in Masstricht ,Netherlands organized by dealer Rossi & Rossi (London). This 12th century statue of Buddha was stolen from the Museum of Archaeological Survey of India (ASI) in Nalanda,Bihar in August 1961.
Key points:
i. This copper statue of Buddha (Ht. 6.5″) seated in the Bhumipasara mudra was among the 19 statues and statues that were stolen from this museum.
ii. An online volunteer group of Art enthusiast, the India Pride Project has  played a key role in identification of the idol and the statue was restituted to the country.

India with 17.5million international migrants, tops country of origin of international migrants in 2019 by UN’s ‘International Migrant Stock 2019’ report
On September 17, 2019 according to the report by the United Nations(UN) named ‘The International Migrant Stock 2019’, India topped the country of origin of international migrants in 2019 with 17.5 million migrants globally, making it the largest diaspora in the world. Currently the world’s migrant population stands at 272 million in 2019, according to the report which grew by 23% over a decade. Country wise, United States(US) hosted large no. of international migrants at 51 million equaling 19% of the world’s total.

The Department of Posts has expanded its speed post service to 6 new overseas destinations in Asia, Europe and South America. It has introduced International Speed Post (EMS) for Bosnia and Herzegovina, Brazil, Ecuador, Kazakhstan, Lithuania and North McDonia.

i. EMS (Express Mail Service) :It  is a premium service that enables its users to send documents and merchandise faster and in this service goods can be monitored online with the help of the internet.

UAE tops in non-residents investments in Indian MFs with the share of 16%
The Reserve Bank of India (RBI) notified that the United Arab Emirates (UAE) emerged as a top nation in making non-resident investments in Indian mutual funds (MFs). As of March 31, 2019, the foreign liabilities of units in Indian MFs made by UAE stood at Rs 14,979 crore, registering a share of 16%.
i. The second place was acquired by the United States (US) with Rs 8,989 crore (9.6% share) followed by the United Kingdom (UK) with Rs 7,751 crore (8.3% share).

An Allotment Agreement signed between Ministry of Coal and WBPDCL regarding world’s second-largest Deocha Pachami Dewanganj-Harinsingha coal block 
On September 16, 2019, Ministry of Coal and West Bengal Power Development Corporation Limited (WBPDCL) signed an allotment agreement regarding the Deocha Pachami Dewanganj-Harinsingha coal block which is the world’s second-largest coal block.
Key Points:
i. It was signed by Shri Ram Shiromani Saroj, Deputy Secretary, Ministry of Coal and Shri Amit Bhattacharyya, Director (Regulatory Affairs), WBPDCL, in presence of Shri Sumanta Chadhuri, Secretary, Ministry of Coal and Dr. P.B. Salim, Chairman/Managing Director, WBPDCL.
ii. In accordance with the provisions of the Coal Block Allocation Rules, 2017, made under the Mines and Minerals (Development and Regulations) Act, 1957, the WBPDCL has been allocated the Deocha Pachami Dewanganj-Harinsingha coal block located in West Bengal containing an area of 12.28 sq. km. with estimated reserves of 2102 Million Tonnes for generation of power.
iii. The coal block, which can supply coal for the next 100 years, will require investments ranging from Rs 12,000-15,000 crore over a period of time.
iv. It will take nearly 5 years to start commercial production.

Moti Bagh, a documentary film on the hard work of an elderly farmer, claims to have an entry at the Oscars 2020
A documentary film, “Moti Bagh” based on the life of a farmer Vidya dutt Sharma (82) , who belongs to a remote village in Pauri Garhwal district of Uttarakhand has been nominated for an Oscar 2020. The film, directed by Nirmal Chander Dandriyal, shows the struggles of Sharma to keep his farm alive and on deserted hilly land.Key points:

Jindal Global University of Haryana receives ‘Institution of Eminence’ Status
OP Jindal Global University (JGU) of Haryana has been conferred the ‘Institution of Eminence (IOE)’ status by the Ministry of Human Resource Development(MHRD) in recognition of its outstanding contribution of its faculty, students and staff.Key points:
i. In July 2019, London based Quacquarelli Symonds (QS) gave JGU the top 150 global Universities in its World University Rankings 2020.It was the youngest university on this list out of 50 new participants.
ii.Apart from achieving in promoting excellence and innovation, it will create new opportunities for university expansion.

It was proposed by the MHRD in 2018 to establish world-class institutes in the country, as no Indian Universities were ranked in the 2017 World University Rankings.

Super 30 founder Anand Kumar honoured with Education Excellence Award 2019

SC appoints 4 new judges, judges count goes up to Highest-ever of 34

On September 18, 2019 the Supreme Court(SC) of India has appointed 4 new judges which now took the total strength of judges to 34. Recently the parliament increased the no. of judges to 34(inclusive of Chief Justice(CJ)) from previous count of 31. The four judges appointed to the supreme court are, Justices V Ramasubramanian, Krishna Murari, S Ravindra Bhat and Hrishikesh Roy.

Key points

  1. Increment in judges count: In order to complete the pending cases in the supreme court, the government increased the no. of judges after CJ Ranjan Gogoi wrote to Prime Minister(PM) Shri Narendra Modi. As of now there are currently 30 judges,and would become 34 under Supreme Court (Number of Judges) Amendment Bill, 2019, once the 4 judges take an oath.
  2. Previous amendment: Previously, the Supreme Court (Number of Judges) Amendment Act, 2009 increased the count of judges from 25 to 30.

Defence Ministry signed Rs.5,500 crore contract for additional indigenous Akash SAM systems and LCAs
On September 17, 2019 the union defence ministry signed contracts worth Rs. 5,500crores for 7 squadrons of Akash Surface to Air Missile (SAM) systems and 83 Light Combat Aircrafts (LCA) to be deployed by the Indian Air Force (IAF) in the borders of China and Pakistan. The cabinet ministry headed by Prime Minister Shri Narendra Modi cleared the project for IAF.The main vendors in this contract are Bharat Electronics Limited (BEL) and Bharat Dynamics Limited (BDL) along with 150 private vendors.
Key points
i. Major deals: Contracts worth ₹70,000-80,000 crore are also expected to be signed by the defence ministry with the Indian industry next year(2020) that includes Pinaka rocket launchers, LCA, Mk-1A, Light Combat Helicopter and towed artillery guns.
ii. Defence exports: The defence exports were ₹10,745 crores in 2018-19, which was 7 times of export of 2016-17.
iii. Targets set: The defence ministry targets for exports worth $5 billion till 2024 and aims to build $26 billion turnover in aerospace and defence goods and services by 2025. Defence being one of the most prominent sectors in supporting the economy, the govt. also aims to build $10 trillion economy by 2032.
iv. Liabilities: The defence minister Shri Rajnath Singh stated that the committed liabilities were in excess of ₹1 lakh crore in spite of the union defence budget allocation of ₹81,000 crores.

Thaawarchand Gehlot launches MIS portal under Accessible India Campaign in New Delhi
On September 18, 2019,TheUnion Minister of Social Justice and Empowerment, Thaawarchand Gehlot has launched a Management Information System (MIS)developed by the Department of Empowerment of Persons with Disabilities for stakeholders of Accessible India Campaign (AIC) in New Delhi.
Key points:
i. MIS: The aim of the portal is to bring all nodal ministries, states and the Union Territories (UT) on a common platform to monitor the progress made against each target under Accessible India Campaign.
ii. Accessibility: The portal will be fully accessible for persons with disabilities, help maintain all the function on digital platform and capture data on a real-time basis.The accessibility feature in monitoring of places will be more efficient when there is a provision of uploading pictures.
iii. Accessible India Campaign:On December 3, 2015 (International Day of People with Disabilities),  Prime Minister Narendra Modi has launched the Accessible India Campaign / Sugamya Bharat Abhiyan.It was launched to serve the differently-able community of the country and create an accessible physical environment that benefits everyone, not just persons with disabilities.

Consumer affairs minister Ram Vilas Paswan launched online ‘national laboratory directory’ 
On August 30, 2019, the union minister of consumer affairs, food and public distribution Shri Ram Vilas Paswan launched an online ‘National Laboratoy Directory’ ,a one-stop-shop that provides information about testing infrastructure of industries, academia, researchers and various products of Indian standards for stakeholder benefits, especially start- ups. The directory link www.labdirectory.bis.gov.in features accredited and recognized Hallmarking Labs by National Accreditation Board Ltd (NABL).
‘Manak-Online’ Public web interface and app have also been developed for to check authenticity of a BIS Licence / Registration of a product.
Shri Paswan also launched a re-engineered Compulsory Registration Scheme of BIS (CRSBIS) Portal.  The Testing Facilities are being completely digitized so as to make these objectives & free from the existing Doc & PDF files.
Key points 
i. Directory features: The directory provides details about what all products could be tested in the laboratory against either Indian or International. Everyone at a single click can know about the testing requirements and the location of the labs in the country through geographic information system (GIS).
ii. Labs in India: Currently there are 10,000 labs in the country out of which 4500 are owned by public and private academic institutions. These 4500 labs are listed in the directory. The Bureau of Indian Standards (BIS) owns only 8 labs and it has 200 more special purpose labs. It recognizes 208 labs certified by National Accreditation Board(NAB) for Testing and Calibration Laboratories. It also has labs certified by Food Safety and Standards Authority of India(FSSAI), Agricultural and Processed Food Products Export Development Authority (APEDA),Export Inspection Council (EIC), Central Drugs Standard Control Organization(CDSCO), and Central Pollution Control Board (CPCB)
iii. Members present: consumer affairs and commerce ministry secretaries, special secretary of home affairs ministry and chiefs of Quality Control of India(QCI) and FSSAI were present during the event.

Protodontopteryx ruthae -world’s oldest bird species is discovered in Waipara, New zealand
On September 18, 2019 scientists from the Canterbury Museum(England) have discovered the world’s oldest bird species’ fossils belonging to an ancient family of duge seafaring birds called as Protodontopteryx ruthae in Waipara, New zealand that lived 62 million years ago. It was mentioned in the journal ‘Palaeontology’. The bird which was smallest in size of its family, maintained size of an average sea gull while its descendants had wingspans more than five metres. It was first found by palaeontologist Leigh Love of the Canterbury museumat the Waipara Greensand fossil site in 2018.The last pelagornithid species went extinct about 2.5 million years ago.Key points
i. Features: They had bony tooth like projections on their beaks’ edge and had evolved in the southern hemisphere.

Vinesh Phogat wins bronze medal in World Wrestling Championships 2019 in Nur-Sultan, Kazakhstan
On September 18, 2019 Indian wrestler Vinesh Phogat, defeated Greece’s two-time world bronze medalist Maria Prevolaraki and won a bronze medal in the women’s 53kg category at the “2019 World Wrestling Championships” held in Nur-Sultan, Kazakhstan. Earlier she won both matches of the repechage round in the 53kg category and became the first Indian wrestler to qualify for the 2020 Tokyo Olympics. She is only the 5th Indian female wrestler to win a medal at the World tournament.Key points
i. Tokyo 2020 Olympics qualification: In the first repechage round Vinesh defeated Ukraine’s former World Championships bronze medallist YuliyaKhalvadzhy and defeated world championship silver medallist Sarah Hildebrand (America) in the second repechage round to qualify for the Tokyo olympics.
ii. Vinesh Phogat achievements: 

  • She is the first Indian woman wrestler to win Gold in 2014 and 2018 Commonwealth games and gold in 2018 Asian games.
  • She is the first Indian athlete nominated for the 2019 Laureus World Sports Awards.
  • She was honoured with Arjuna award in the year 2016.

10th edition of World Bamboo Day for 2019 observed on September 18
10th World Bamboo Day (WBD) was observed on September 18, 2019 to increase the awareness of bamboo globally by the World Bamboo Organization (WBO). Bamboo is known as poor man’s timber and green gold.

First World Patient Safety Day by WHO observed on 17th September 2019
The first ever World Patient Safety Day (WPSD) is observed on September 17, 2019 launched by World Health Organisation (WHO) to mark the importance of patient safety under the campaign ‘Medication without Harm’. The theme for the year 2019 is ‘Patient Safety: a global health priority’ and its slogan is ‘Speak up for patient safety’.

Maharashtra govt. to set up “Swachh Bharat World University” at Sevagram in wardha district of Maharashtra
On September 18, 2019 In order to focus on cleanliness and sanitation research, the state govt of Maharashtra has decided to set up ‘Swachh Bharat World University’ to mark Mahatma Gandhi’s 150th birth anniversary. The university will be set up at Sevagram town, Wardha, in vidarbha region of Maharashtra. A seven-member committee headed by Vinod Tawde, education minister of Maharashtra has been formed to study about the university requirements.
Key points
The reason Wardha region was selected to establish the university was because, the region also has Mahatma Gandhi’s Sevagram Ashram and Institute of Gandhian Studies (Gandhi VicharParishad).

The book titled “The Cousins Thackeray: Uddhav, Raj and the Shadow of their Senas” written by the journalist Dhaval Kulkarni was released. It is published by Penguin Random House. The book depicts the political journey of Shiv Sena president Uddhav Thackeray and Maharashtra Navnirman Sena (MNS) chief Raj Thackeray.

Telangana declares 2020 as Artificial Intelligence(AI) year
The Telangana state Government will celebrate 2020 as Year of Artificial Intelligence (AI) by organising multiple programs and activities related to the new age technology throughout the year. The decision comes in the backdrop of the emerging talent workforce and renewed focus by industry and other ecosystem players on this space in the past four to five years.Key points:
i. Telangana government has signed up with NITI Aayog(National Institution for Transforming India), which has come out with the ‘National Strategy for Artificial Intelligence’ to organize pilot projects in the state.Telangana was the 1st State to sign up with NITI Aayog when they prepared ‘AI for All’ document.
ii. During the celebration, a lot of hackathons & meetings will be held and the government organization will give challenges and make available data sets on which companies can run algorithms.
iii. A Centre of Excellence in Data Sciences and AI will be set up by  NASSCOM(National Association of Software and Services Companies), a trade association of Indian Information Technology and Business Process Outsourcing industry.
iv. IIT (Indian Institutes of Technology), Kharagpur is also coming up with its regional centre in Hyderabad to initiate first program in AI in Telangana.

Delhi Lieutenant Governor Anil Baijal launched a new mobile app named “Tatpar” for accessing over 50 citizen-centric services
On September 18, 2019, The Delhi Lieutenant Governor Anil Baijal has launched a new mobile app called ‘Tatpar’ developed by  various units of Delhi Police over the last three years . people will be able to do more than 50 works of their need through this app with a single touch.The app was designed by the IT ministry along with the National e-Governance Division, the app amalgamates all the websites and mobile applications of Delhi Police.

Key points:
i. The application required to be separately installed by the specific user and to access the web-based service delivery portals, the correct URL (Uniform Resource Locator)was required to be remembered by them.
ii. By visiting this app, people can navigate to their nearest police station, traffic pit and prepaid taxi booth & can also get complete contact details of the concerned Station House Officer (SHO) of a police station.
iii. Along with this, a charm SOS (save our souls) button has also been given in this one touch app. If a person presses the SOS button, he is able to call the Emergency Contact Number of his choice or reach the Police Control Room at 100 number with one touch.
iv. Delhi Police Commissioner Amnulya Patnaik and other senior government and police officials were present at the launching event.
