NATIONAL AFFAIRS

MoHUA launched Ease of Living Index and Municipal Performance Index 2019 to assess cities’ performanceOn February 7, 2020, the Ministry of Housing & Urban Affairs (MoHUA), has launched, two Assessment Frameworks, viz. Ease of Living Index (EoLI) and Municipal Performance Index (MPI) 2019 to assess quality of life of citizens in 100 Smart Cities and 14 other Million Plus Cities. This will empower the cities to use evidence to plan, implement them & then monitor their performance.
Municipal Performance Index 2019

With the Municipal Performance Index 2019, the Ministry has sought to assess the performance of municipalities based on five parameters namely Service, Finance, Planning, Technology and Governance which have been further divided into 20 sectors which will be evaluated across 100 indicators.
Ease of Living Index (EoLI) 2019
EoLI 2019 will facilitate the assessment of ease of living of citizens across three pillars: Quality of Life, Economic Ability and Sustainability which are further divided into 14 categories across 50 indicators.

  • As a part of it, for the first time, a Citizen Perception Survey is being conducted on behalf of the Ministry (which carries 30% of the marks of the Ease of Living Index). It will help in directly capturing perception of citizens with respect to quality of life in their cities.
  • This survey, which is being administered both online and offline, has commenced from 1st February 2020 and will continue till 29th February 2020.

Sum of Rs 6,717.18 crore released under Amended Technology Upgradation Fund Scheme between FY16 and FY20
During the period of 2015-16 to 2019-20, the Centre has released a total of Rs 6,717.18 crore under the Amended Technology Upgradation Fund Scheme (ATUFS).
A total of 9,641 applications, covering employment of 2.86 lakh persons and investment of Rs. 40026.5 crore submitted by textile units, have been issued with UIDs (unique identification numbers) till January 2020. This information has been given by textiles minister Smriti Irani as a part of competitiveness of the textile industry.
Key Point:
i.Indian textile sector faces competition from Bangladesh and Vietnam which enjoy duty free access to key markets like EU while India’s exports face a duty disadvantage.
About Amended Technology Upgradation Fund Scheme
Implementation: 13.01.2016
With Aim of ‘Make in India’ and ‘Zero Defect and Zero Effect’ in manufacturing, the government provides credit linked capital investment subsidy.  Every eligible individual entity (not the unit) will be entitled for reimbursement of Capital Investment Subsidy (CIS) under this scheme. It is divided into four segments having different rates for reimbursement of CIS. Only entities that fall under the following sectors are eligible to apply:
-Weaving, Weaving Preparatory and Knitting
-Processing of fibres, yarns, fabrics, garments and made up
-Handloom Sector

Hyderabad Metro Rail becomes Country’s 2nd Largest Operational Metro ProjectOn February 07, 2020, Chief Minister of Telangana State Mr. K.Chandrashekhar Rao flagged off new Metro line from Jubilee Bus Station (JBS) to Mahatma Gandhi Bus Station (MGBS) connecting twin cities of Hyderabad and Secunderabad, and the stretch covering of 11-kms(Kilometers) becomes India’s 2nd largest Metro Rail Network of total operational distance of 69.2kms, only next to Delhi Metro Rail Network having an operational distance of 231kms.
Key points:

i.The New 11kms Corridor II Green Line Metro rail stretch consists of 9 stations is expected to reduce the travel time to 16minutes from one end to another while it takes 45 minutes by road.
ii.Hyderabad Metro Rail Project is constructed by LARSEN & TOUBRO and it becomes the world’s largest Public-Private partnership (PPP) project with a total cost of Rs. 20,000 crores, and the Mahatma Gandhi bus stand interchange Metro Station is one of the largest Metro Station in the Country built with over 3lakhs square feet.
iii.Karnataka’s Namma Metro rail network is India’s 3rd largest network of operational distance of 42.3kms.

DPIIT releases quality order for LPG rubber hose
On February 7,2020, Department for Promotion of Industry and Internal Trade (DPIIT) under the Ministry of Commerce & Industry has notified Quality Control norms for LPG (Liquefied petroleum gas) Rubber Hose with an aim to contain import and production of sub-standard products in India .The norm will come into effect from August1, 2020.
Key Points:
i.As per the new norm, all rubber hoses used for domestic, commercial and industrial applications will have to conform to Bureau of Indian Standard (BIS) norms – IS 9573. Hence the domestic commercial and industrial users will get enhanced safety. LPG’s Rubber hose will bear this standard mark of the BIS.
ii.The DPIIT has also come out with quality control norms for certain steel items and cables and pressure cooker.
iii.This decision regarding quality control will boost technical regulations, including safety and quality standards & in turn this will reduce the imports of those non-essential items.

LPG coverage reached 96.9 % as on Jan 1, 2020: Dharmendra pradhan
On February 5, 2020, According to the Minister of Petroleum & Natural Gas, Shri.Dharmendra Debendra Pradhan, a total of about 27.5 crore LPG (Liquefied petroleum gas) or cooking gas connections are in India & out of this, 8 crore connections have been provided under Pradhan Mantri Ujjwala Yojana (PMUY) scheme.
Also the LPG coverage has reached 96.9 % as of January 1,2020.
Key Points:
i.The average penetration of LPG connections in Naxal areas of Chhattisgarh & Jharkhand, was 20-25 %. But in the past 5 years, it has hiked to 75 % and 77 % respectively.
ii.In Past 60 years, we were able to achieve 22-23 per cent coverage only in Bihar . But in last five years, the coverage has increased to 75 per cent.
About Pradhan Mantri Ujjwala Yojana (PMUY):
i.PMUY was launched in May 2016 by Prime Minister Narendra Modi in Ballia, Uttar Pradesh (UP) with total expenditure of Rs.8000 crore & with tagline of Swachh Indhan, Behtar Jeevan.The scheme targets to give 5 crore connections by March 2019.The target was later raised to 8 crore connections by 2021.
ii.It is implemented by Ministry of Petroleum and Natural Gas headed by the Cabinet Minister Dharmendra Pradhan.
iii.Beneficiaries receive direct LPG subsidy through PAHAL (Pratyaksha Hastaantarit Laabh) digital payment scheme.

UN releases USD 30mn for humanitarian operations in syria’s ldlib province
On February 7, 2020, Syria’s Idlib province has received additional USD 30 million for the humanitarian operations from United Nations’ (UN) Central Emergency Response Fund (CERF). It has been informed by UN Under-Secretary-General for Humanitarian Affairs and Emergency Relief Coordinator Mark Lowcock UN Security Council meet in New York, United States (US).

About Central Emergency Response Fund

Treating female genital mutilation annually costs $1.4 bn globally: WHO
On the occasion of International Day of Zero Tolerance for Female Genital Mutilation (On February 6, 2020), the United Nations’s (UN) health agency, the WHO (World Health Organization) has presented the interactive modelling tool.
As per this tool, Female Genital Mutilation (FGM) poses a serious threat to women’s health  & to avoid its ill effects, a burden of  $1.4 billion is incurred worldwide.

  • As per WHO, every year more than 200 million women and girls have to face FGM. This is usually done between birth and 15 years old and has a profound effect on their health, including infection, psychological trauma to chronic health conditions.

Egypt banned FGM in 2008: According to UNICEF(United Nations  Children’s Fund) , Egypt has banned FGM in 2008, but it is still practiced there and in Sudan. About one-fourth of the victims / about 5.2 crore women and girls do not get health care….Click here to Read More

IIM Bengaluru ranks third in Global MOOC Business School Rankings 2020
On February 6,2020 Indian Institute of Management Bengaluru (IIMB), Karnataka,secured third rank in Global MOOC(Massive Open Online Course) Business School Rankings 2020 for its provision, design and delivery of Massive Open Online Courses (MOOCs). Reserve Bank set to conduct Financial Literacy Week (FLW) 2020 from February 10–14India’s central bank, the Reserve Bank of India (RBI) is going to conduct the Financial Literacy Week (FLW) 2020 from February 10 – February 14, 2020  based on the theme “Micro, Small and Medium Enterprises (MSMEs)”.
The RBI will also launch a centralized mass media campaign in February 2020 to broadcast essential financial awareness messages to MSME entrepreneurs.
Key Points:
i.The FLW for 2020 aimed to create awareness among people about the formalisation, collateral free loan, discounting of receivables, rehabilitation of stressed units and timely repayment.
ii.All the banks are asked to spread the information and create awareness among its customers and common man.
iii.RBI conducts  FLW every year since 2016 to spread the financial education on a particular theme across India. FLW 2018 & FLW 2019 were conducted with the theme “Consumer Protection” and “Farmers” respectively.

ADB approved $2 million fund amount to combat nCoV
On February 08, 2020 the Asian Development Bank(ADB) has approved to sponsor $2 million as funding to combat the outbreak of novel coronavirus (nCoV). Under the funding, regional technical assistance will be provided in Cambodia, China, Laos, Myanmar, Thailand, and Vietnam. ADB has also partnered with the World Health Organisation(WHO) and other regional experts to respond to the 2019 nCoV situation.
Key Points:
i.Work under funding: Improved outbreak investigation & surveillance, including in rural areas etc will be done. Through this funding procurement of medicines and medical equipment will also be done.

Cipla acquires 4 key brands from Wanbury for up to Rs 88.60 crore
On February 8,2020 Cipla pharmaceutical company, Mumbai, Maharashtra has acquired 4 brands from Wanbury pharmaceutical company, Navi Mumbai, Maharashtra. Wanbury had received up to Rs.88.60 crore for the sale of the brands to Cipla.
Key Points:
i.The 4 brands acquired  by cipla are CPink, CDense, Productive and Folinine. This has been done to strengthen Cipla’s presence in the women’s health segment and the product would also address the health needs arising due to nutritional deficiencies or insufficiencies.
ii.The product includes supplements such as multivitamins, multi-mineral & antioxidants for adolescent girls, pregnant & lactating women, women going through menopause & male & female reproductive health.
iii.According to American company IQVIA MAT(formerly known as Quintiles and IMS Health, Inc) December 2019 data, the 4 products previously commercialized by Walbury have a market size of Rs.3,100 crore in India with sales value of Rs.59.6 crore.

Indian leopard population declined by 75-90% as per study conducted by CWS & WII
On February 7,2020 Scientists found that the Leopard population has decreased to  75-90% in India over the past 120 to 200 years, suggesting that leopards need similar conservation attention like tigers in India.
The study was conducted by scientists from the Centre for Wildlife Sanctuaries (CWS), Bengaluru, Karnataka and the Wildlife Institute of India (WII) Uttarakhand, Dehradun.
Key Points:
i.The exhaustive research on leopard population genetics and demographic patterns across India were published in the research journal PeerJ.
ii.Scientists collected faecal samples & identified 56 unique individuals using a panel of 13 microsatellite markers & merged this data with already available 143 leopard individuals.
iii.Leopards in India still remain in 4 genetic subpopulations in different regions: the Western Ghats, the Deccan plateau’s semi-arid region, the Shivalik hill-region in north India and the Terai region along the Gangetic plains.
iv.Unlike tiger population held in 4 years there is no dedicated census for the leopard. Hence the leopard count accompanying the tiger census 2014 estimated that the leopard population would be 12,000 to 14,000.
v.Wildlife Institute of India (WII) scientists- Supriya Bhatt, Suvankar Biswas, Dr Bivash Pandav, Dr Samrat Mondol and Centre for Wildlife Studies (CWS) scientist- Dr Krithi K Karanth made the research on leopard population.

NCL sets up R&D centre for sustainable coal mining
On February 7,2020 Coal India Limited (CIL) subsidiary NCL(Northern Coalfield Limited) sets up a R&D (Research and Development) centre named ‘SARAS’ (Science and Applied Research Alliance and Support) in collaboration with IIT (BHU)-Indian Institute of Technology (Banaras Hindu University), Varanasi, Uttar Pradesh (UP).
Shri. Prabhat Kumar Sinha, NCL, CMD (Chairman and Managing Director), announced the new (R&D) centre, at the World Confederation of Productivity Science seminar, New Delhi, India.
Key Points:
i.Objective of R&D centre: Increase in coal production, development in infrastructure, employment to local youths, skill development.
ii.NCL accounts for 15% of India’s coal production and 10% of thermal power generation of the country. The company produces more than 100 million tonnes of coal every year..
iii.Shri Sinha was elected as the member of World Academy of Productivity Science for his significant contributions to the improvement of productivity, quality of work & other contributions to the coal sector.

Indian Army Major Anoop mishra develops world’s 1st bulletproof helmet that can stop AK-47 firing
On February 8, 2020, In a vital development, a Major in the Indian Army, Anoop Mishra has developed the world’s 1st bulletproof helmet which can stop an AK-47 bullet round from a distance of as less as 10 meters. The helmet is developed under the Indian Army’s “Abhedya” project.
Key Points:
i.Anoop Mishra, a part of the Indian Army’s College of Military Engineering-CME (based in Pune, Maharashtra),had earlier designed a bullet proof jacket which avoids sniper bullets.
ii.In addition to bulletproof helmet, the Indian Army’s College of Military Engineering, in association with a private firm, has developed India’s first and world’s cheapest gunshot locator, which can detect the exact location of the bullet from a distance of 400 meters, This will enable the terrorists to be detected faster and help neutralize their bullet.
iii.During 2016-17, 50,000 bulletproof jackets were purchased for the Indian Army via the revenue route.

IIT Madras & AIIMS Mangalagiri to collaborate for patient safety, quality healthcare delivery
On February 07, 2020 Indian Institute of Technology Madras(IIT-M), in Tamil Nadu and All India Institutes of Medical Sciences (AIIMS) Mangalagiri in Andhra Pradesh has announced to collaborate together in areas such as patient safety and quality healthcare.
MoU signing: The Memorandum of Understanding(MoU) was signed by Prof Bhaskar Ramamurthi, Director of IITM, and TS Ravikumar, President of AIIMS Mangalagiri.
Key Points:
i.The partnership will enhance areas of mutual interest, exchange of scholarly information, sponsorship of joint seminars, workshops etc.
ii.Apart from this, 2 virtual reality (VR) products were already developed in the Touch Lab of IITM and its spin-off company Merkel Haptic Systems were also showcased at the1st foundation day of AIIMS Mangalagiri on January 24, 2020.

Astronomers discover monster galaxy XMM-2599 from early universe
On February 07, 2020, the International team of astronomers led by scientists at the University of California, United States(US) have discovered a monster galaxy dubbed as XMM-2599. This galaxy existed around 12 billion years ago just  1.8 billion years after the formation of the universe. The details of this discovery has been published in the Astrophysical Journal.
Key Points:
i.Observation: The detailed measurement of XMM-2599 was taken using spectroscopic observations from the W. M. Keck Observatory’s powerful Multi-Object Spectrograph for Infrared Exploration or MOSFIRE.
ii.Galaxy formation: The galaxy XMM-2599 was formed more than 1,000 solar masses a year in stars during the peak of the stars’ activity and was discovered by the astronomers during XMM-2599 inactive phase.
iii.It was also found that  following 11.7 billion years of cosmic history, XMM-2599 will be the central member of one of the brightest & most massive clusters of galaxies in the local universe.

American tennis player Spears handed 22-month doping ban
On February 05, 2020 American tennis player Abigail Spears (38 years) was given a 22 month doping ban by the International Tennis Federation(ITF). The ban was announced on spears after she failed the doping test from the 2019 US (United States) open match. The ban which was started from November 07, 2019, will end at midnight on September 6, 2021.
Key Points:
i.Prohibited substances such as prasterone and testosterone were found during the test.
ii.Spears has won 21 women’s doubles titles in her career and has also won the mixed doubles title of 2017 Australian open.

American Author Roger Kahn dies at 92On February 07, 2020, American author Roger Kahn, known for his best-selling book in 1972 “The Boys of Summer” passed away at Nursing home in Mamaroneck, New York, U.S due to age related ailments announced by his son Gordon Jacques Kahn.
Key points:

i.Kahn wrote at least 20 books in his lifetime. In 1989 he collaborated with Pete Rose for the Biography of legendary Boxer Jack Dempsey before Jack gets banned from the game.
ii.Kahn also served as Copy boy at New York Herald Tribune magazine, Sports editor at Newsweek magazine, Columnist at Esquire magazine and professor at 3 colleges

Haryana Launches Rs.1500 crores Mukyamantri Parivar Samridhi Yojana
On February 07, 2020, Chief Minister Mr.Manohar Lal Khattar and Deputy Chief Minister Mr.Dushyant Chautala of Haryana jointly launched Mukyamantri Parivar Samridhi Yojana scheme on the mark of successful 100 days of the present state government. The scheme is about providing financial assistance of Rs.6000 to the families below the poverty line. and the amount will be transferred through DBT (Direct Benefit Transfer) to Bank accounts.
Key points:
i.Under the Definition of Below Poverty Line(BPL) the families having annual income up to Rs.1.80 lakhs and holding land of less than 5 acres are Eligible to become Beneficiary under the scheme. and the amount Rs.6000 would be transferred into bank in 2 equal installments of Rs.2000 each (total of Rs.4000) and the remaining Rs.2000 would be transferred on March month.
ii.The Chief Minister also added that the beneficiary amount of Rs.6000 will be useful to pay the Premium amount of various welfare schemes of central government like Pradhan mantri Jeevan Jyoti Bima Yojna, Pradhan mantri Jeevan Suraksha Bima Yojna, Pradhan mantri Kisan Mandhan Yojna, Pradhan mantri Shram Yogi Mandhan Yojna, Pradhan mantri Laghu Vyapari Mandhan Yojna and Pradhan mantri Fasal Bima Yojna, the remaining amount after the payments could either choose for provident Fund or Get cash.

Kerala budget 2020: 1000 Kudumbashree hotels to serve meals at Rs 25
On February 7, 2020, while presenting budget for 2020-21, Kerala’s Finance Minister T.M. Thomas Isaac has unveiled an initiative of setting up 1,000 ‘Kudumbashree’ hotels to provide subsidised Kerala meals at Rs 25. In this regard, a budget hotel in each of the 1034 local bodies will be set up.
Key Points:
i.Kudumabshree has also entered into an agreement for manufacturing products such as umbrella, coconut products and curry powders on cluster basis and selling it through the outlets of the Civil Supplies Corporation.
ii.Apart from this ₹6,000 crore has been allocated towards infra projects; among others.
iii.As per Kerala government’s Economic Survey for 2018-2019, state’s Gross Domestic Product pegged at 7.5% as against 7.3% in 2017-18.

CM Jagan mohan reddy inaugurates AP’s 1st Disha police station in RajamahendravaramOn February 8,2020, The Chief Minister (CM) of Andhra Pradesh (AP) Yeduguri Sandinti (YS) Jaganmohan Reddy has launched the 1st Disha Police Station in the State at Rajamahendravaram in East Godavari district with the aim to provide speedy justice to female victims of sexual assaults and other heinous crimes under the Protection of Children from Sexual Offences (POCSO) Act, 2012.
The CM also launched an app for women in distress to get immediate response from the police.
Key Points:
i.The new police station will deploy counsellor, mobile kits to gather medical and scientific evidence, and care takers to help the victims who come to the station.
ii.The AP state government has also decided to set up 18 exclusive Disha police stations – one each in 13 district headquarters and the other 5 in Police Commissionerate limits.
iii.Background: Earlier in December 2019,Ap government has approved the A.P. Disha Bill, 2019 that makes it mandatory to settle cases of atrocities against women in 21 days and punishment including a death penalty for the offences of rape and gang-rape.

Prime Minister Narendra Modi has attended the rally at Kokrajhar in Assam to celebrate the signing of the Tripartite Bodo Agreement, which was signed between the Centre, Assam Government and the banned Assam-based insurgent group National Democratic Front of Bodoland (NDFB) on 27th January 2020 and is aimed at bringing political and economic benefits to the Bodo tribe, which is one of the largest tribes of Assam.
