Union Cabinet nods extension of PM-GKAY till September 2022 Cabinet-approves-extension-of-PM-GKAY-for-another-6-months-April-September,2022

On March 26, 2022, the Union Cabinet has approved the extension of Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) for another six months till September, 2022, with an outlay of Rs 80,000 crore.

  • Government has spent approximately Rs. 2.60 Lakh Crore so far and with above addition of 80,000 crores the total expenditure under the scheme is said be nearly Rs.3.4 lakh crore which includes all six phases.

i.The Union Government under Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) had so far will be 1,003 Lakh Metric Tonne (LMT) of free food grains, which includes 759 Lakh Metric Tonne (LMT) till Phase v and another 244 Lakh Metric Tonne (LMT) for Phase vi.
ii.The Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) will cover nearly 80 crore beneficiaries across India which includes 75 percent of the rural population and 50 percent of the urban population, making it the largest food security program in the world.

i.Pradhan Mantri Garib Kalyan Anna Yojana (PM-GKAY) is a welfare scheme announced by the government as a part of Atmanirbhar Bharat in March 2020 in the wake of the COVID-19 pandemic. 
ii.PMGKAY is operated by the Department of Food and Public Distribution under the Ministry of Consumer Affairs, Food and Public Distribution.This program is a part of the existing Pradhan Mantri Garib Kalyan Yojana welfare initiative.

Union Minister Piyush Goyal unveils India-UAE Trade Pact, CEPA

i.Union Minister Piyush Goyal, Ministry of Commerce and Industry unveiled the Comprehensive Economic Partnership Agreement (CEPA) between India and the United Arab Emirates (UAE) at a press conference held on 28 March 2022 during his visit to the UAE.  The document for the same was released by the Indian Embassy, Abu Dhabi.
ii.The minister visited UAE to participate in ‘Investopia Summit’ on March 28, 2022and ‘World Government Summit’ on March 29, 2022, both venues at Dubai.
iii.It is the first full free trade Agreement to be signed by India with any country in the past decade. It is expected to enter into force on May 1, 2022.
iv.It was signed with a view to boost bilateral trade to USD 100 billion over a 5-year period and creation of lakhs of jobs.

Airport Operators Join Together and Sign an MoU to Study SAF in IndiaAirport operators Groupe ADP and GMR Airports together with Airbus, Axens and Safran have signed a Memorandum of Understanding (MoU) to conduct a joint study on Sustainable Aviation Fuels (SAF) and their potential in India.
The objective of the study is to understand and evaluate the demand, the challenges and opportunities of supply, infrastructure, and fueling, as well as to prepare a business case for SAF production and use in India for all kinds of aviation purposes.
Sustainable Aviation Fuel (SAF):

  • SAF is a biofuel produced from sustainable resources such as waste oils from a biological origin, agriculture residues, municipal solid wastes or algae, rather than being refined from petroleum.
  • It is a clean alternative to fossil jet fuels that is used to power aircraft. It has similar properties to conventional jet fuel but with a lower carbon footprint.
  • SAF can significantly reduce life-cycle Greenhouse Gas (GHG) emissions due to its lower carbon intensity when compared to traditional jet fuel. SAF produced using the most advanced pathways can provide Carbon-di-oxide (CO2) emission reduction of up to 85% across the entire SAF lifecycle.

Key Points:
i.In 2009, the aviation industry formed the Air Transport Action Group (ATAG), under which it has agreed to the world’s first set of sector-specific climate change targets.
ii.Because the aviation sector contributes 2–3% of CO2 emissions globally when compared to other sectors, they have included targets such as carbon neutral growth from 2020 and a 50% reduction in carbon emissions by 2050 relative to a 2005 baseline.
iii. The ATAG commitments were changed in 2021 to strive for Net Zero in 2050, in line with current global roadmaps specified in the Paris Agreement under a 1.5-degree Celsius temperature limit scenario.
iv.India, the world’s third largest domestic aviation market, is expected to develop at a rate of roughly 9% per year in the upcoming years.
v.Using SAF will be a vital part of meeting Indian Prime Minister Narendra Modi’s carbon reduction and net-zero targets for India by 2070.

Ministry of Defence Signs a Rs. 887 Crore Contract with L & T for MPVs

The Ministry of Defence (MoD) has signed a contract with Larsen and Toubro (L & T) Limited to purchase two Multi-Purpose Vessels (MPVs) for the Indian Navy at a total cost of Rs.887 Crore under the “Buy-Indian” Category.
The MPVs will be the first of their kind, constructed to provide a cost-effective solution to meet a variety of requirements of the Indian Navy.

  • The MPVs will undertake a variety of multi-role support activities, including maritime surveillance and patrol, torpedo launching and recovery, and operation of various types of aerial, surface and underwater targets for gunnery, Anti-Submarine Warfare (ASW) firing exercises.
  • The vessels will be built at L & T shipyard in Kattupally (Chennai), with deliveries starting in May 2025.

Surat in Gujarat gets the India’s  First ‘Steel Road’ 

The Diamond City of India, Surat in Gujarat  became India’s first city to get a road that is made out of steel waste (1st ever ‘steel slag ’road) at Hazira, Surat .

  • The road was constructed  by ArcelorMittal Nippon Steel India with CSIR India (Council of Scientific and Industrial Research) & CRRI (Central Road Research Institute) New Delhi along with the support of  National Institution for Transforming India (NITI) Aayog.
  • The project will be constructed under the initiative of the Waste to Wealth and Clean India Campaign.

Highlights: 
i.Laid in the Hazira Industrial Area, the road consists of 100% processed steel slag. ii.The 6-lane 1-kilometer long road is an experimental project, which is constructed to solve the waste material issue.

  • The thickness of the road has been reduced by 30%.

iii.The processed steel slag has the  great potential for sustainable products and works as a replacement for natural construction material.
What is steel slag?
i.Steel slag is a type of waste from the Iron & Steel Industry but it has  shown potential for use as a raw mix component up to 5-10% in the construction products. 
ii.The Ministry of Steel has also constituted a Task Force for promotion and utilization of Iron and Steel Slag.

MSDE Recognised INS Shivaji as a Centre of Excellence (Marine Engineering)

The Ministry of Skill Development and Entrepreneurship (MSDE) has recognised the Indian Navy Ship(INS) Shivaji as a Centre of Excellence(CoE) in the field of Marine Engineering(ME). INS Shivaji is an Indian naval station in Lonavla, Maharashtra.
Rajesh Aggarwal, Secretary MSDE handed over the recognition certificate to Commodore Arvind Rawal, Commanding Officer, INS Shivaji at MSDE headquarters Shram Shakti Bhavan, New Delhi, Delhi. 

  • Recognition as CoE by MSDE is the first of its kind for any military organisation and an indication of the establishment’s sustained efforts towards skill and technology development. 
  • MSDE has designated a CoE as a body that provides leadership, best practices, research, support, training of trainers, and skill training for a specific sector or sectors.
  • INS Shivaji has three premier institutions viz. Centre of Marine Engineering and Technology (CMET), Centre of Excellence (CoE) and Nuclear, Biological and Chemical Defence (NBCD) School.

UNEP’s Annual Frontier Report ranks Moradabad 2nd most polluted city globally

According to the recent Annual Frontier Report 2022, titled Noise, Blazes and Mismatches’ published by the United Nations Environment Program (UNEP), Moradabad in Uttar Pradesh is the second most noise polluted city with a maximum recorded noise pollution level of 114 decibels (dB). 
i.As per the report, the Most polluted city is Dhaka, Bangladesh’s capital records the noise pollution level of 119 decibels,Pakistan’s capital city Islamabad ranked Third.
iii.3 Indian cities are among the top 15 most noise polluted cities in the world.They are Moradabad(UttarPradesh),Kolkata(West Bengal),and Asansol(West Bengal).
World’s Quietest Cities:
The UNEP report found that Irbrid (Jordan) at 60 dB is the world’s quietest city, followed by Lyon (France) , Madrid (Spain) , Stockholm (Sweden), and Belgrade (Serbia).
Key Highlights:
i.Among the 61 cities in the report, 13 cities were from South Asian region, out of which five cities (Moradabad, Asansol, Kolkata, Jaipur, & Delhi) are from India.
ii.The report is prepared based on three chapters:-

  • Listening to Cities: From Noisy Environments to Positive Soundscapes  
  • Wildfires Under Climate Change: A Burning Issue
  • Phenology: Climate Change Is Shifting the Rhythm of Nature

iii.The noise pollution figures given in the report are drawn during daytime traffic or vehicles, the World Health Organisation’s (WHO) prescribed limit for the noise pollution on the road is at 53 decibels in 2018.
iv.As per the Guidelines for community Noise 1999, the World Health Organisation (WHO) recommends 55 decibel standard for residential areas and 70 decibels for traffic and business sectors.

RBI releases framework for Geotagging Payment System Touchpoints

i.On March 25, 2022, the Reserve Bank of India (RBI) has issued a framework for Geo-tagging of Payment System Touch Points/acceptance infrastructure under Section 10 (2) read with Section 18 of Payment and Settlement Systems Act, 2007 (Act 51 of 2007).
ii.This system will be deployed by banks / non-bank Payment System Operators (PSOs) to ensure proper monitoring of the availability of payment acceptance infrastructure.
iii.The framework was issued on the lines of the Monetary Policy Statement 2020-21 of October 08, 2021.

SIDBI Accredits Odisha with Rs. 837 Crore for MSME Clusters

The Small Industries Development Bank of India (SIDBI) has approved a Rs. 837 crore grant to the Government of Odisha under its SIDBI Cluster Development Fund (SCDF) to promote and develop 18 micro, small, and medium enterprises (MSME) infrastructure projects in Odisha.

  • The projects include the development of five new MSME parks, the construction of 11 worker’s hostels and two projects to support MSME infrastructure and will be implemented by the Odisha Industrial Infrastructure Development Corporation (IDCO).

It has also inked an agreement with the state to set up Project Management Unit (PMU) to design schemes and programmes that strengthens the MSME ecosystem. So far, SIDBI has signed Memorandum of Understandings (MoUs) with around 15 states to set up PMUs.
Note: 

  • The SCDF scheme offers the state governments low-interest loans to upgrade existing MSME clusters and build new industrial infrastructure.
  • The UK Sinha committee on MSME was constituted by the Reserve Bank of India in 2019. Based on its report, SIDBI offers support to various state governments.

Highlights:
i.The bank has also launched a pilot programme in the Bargarh-Handloom Cluster through its grant support.
ii.SIDBI has trained 342 artisans and bankers, and 229 units have been grounded as part of the ongoing EU Switch Asia Bamboo project in the five districts of Odisha: Balangir, Bargarh, Sambalpur, Sonepur, and Angul, which aims to generate an alternative source of livelihood and promote an alternative to timber.
iii. It has also launched the “Village Adoption” initiative to facilitate enterprise development in Odisha and set up the Swavalamban Connect Kendras, the handholding and counselling centres for extending guidance and support to the young aspirants of the State.
iv.Recently, SIDBI’s wholly-owned subsidiary MUDRA has approved a Rs 200 crore loan to Annapurna Microfinance, an Odisha-based Non-Banking Financial Company-Microfinance Institution (NBFC-MFI).
Similar Initiatives by SIDBI:
i.It had collaborated with state governments of Tamil Nadu and Assam to provide financial support under SCDF for cluster development in 2021.
ii.It runs the EU Switch Asia programme in nine states, including Assam, Arunachal Pradesh, Meghalaya, Mizoram, Odisha, Chhattisgarh, etc., aimed at promoting bamboo-based enterprises and generating green jobs.

India’s 2022 GDP Growth Downgraded to 4.6% amid Ukraine-Russia War: UNCTAD Report

The United Nations Conference on Trade and Development (UNCTAD) in an update to its Trade and Development report published March 24, 2022 titled ‘Tapering in a time of conflict’ has downgraded India’s Gross Domestic Product (GDP) growth for 2022 by -2.1% to 4.6% from 6.7% amid ongoing Ukraine-Russia War.

  • On the global front, it also declined the economic growth projection for 2022 by -1% to 2.6% from 3.6% .

Key Points:
i.As a war affects, India is expected to face restraints on energy access and prices, reflexes from trade sanctions, food inflation, tightening policies and financial instability. Other developing countries are also at risk.
ii.Significant slowdowns in growth are expected in parts of Western Europe and Central, South and South-East Asia.
iii.A number of developing country central banks are engaged in quantitative easing, and active purchasing of bonds in the open market, mainly public bond buying including central banks of India, Thailand, Colombia and South Africa, among others.
iv.The currencies of Brazil, Russia, India and China account for no more than 3.5% of the $6.6 trillion daily turnover in the forex markets, a ratio barely one-tenth of the United States (US) dollar’s 44%
v.The report has downgraded the GDP growths of the US from 3% to 2.4%; China to 4.8% from 5.7%; and Russia’s to -7.3% from 2.3%.

ILO Elects Gilbert Houngbo as its 11th  Director-General 

The International Labour Organization (ILO) elected  Gilbert Fossoun Houngbo from Togo as its next Director-General (DG). He will take office on 1st October 2022 for five years.

  • Gilbert F. Houngbo will become the 11th DG of ILO and the First African to hold the post of DG.
  •  He will succeed Guy Ryder from the United Kingdom (UK), who has held the office since 2012.

Key points:
i.He was elected by the ILO’s Governing Body, which consists of representatives of governments, workers and employers during their meeting in Geneva, Switzerland.
ii.The ILO’s Governing Body is composed of 56 titular members (28 Governments, 14 Employers and 14 Workers) and 66 deputy members (28 Governments, 19 Employers and 19 Workers). 
About Gilbert Fossoun Houngbo:
i.Gilbert F. Houngbo was born in  1961. He  is a Togolese politician and diplomat.
He  was the former Prime Minister of Togo who served  from 2008 to 2012. 

  • Previously he worked at the United Nations Development Programme (UNDP).

ii.He became Deputy Director-General for Field Operations and Partnership at the ILO  in 2013.
iii.Houngbo is the current President of the International Fund for Agricultural Development (IFAD).

Pramod Sawant Takes Oath As Goa’s CM For 2nd Consecutive Term 

Pramod Sawant took oath as the Chief Minister (CM) of Goa, for a second consecutive term (2022-2027) at the Dr Shyama Prasad Mukherjee stadium in Taleigao, Goa.

  • The Governor of Goa, P S Sreedharan Pillai administered the oath of office and secrecy to Pramod Sawant. 
  • The other eight  Members of Legislative Assembly (MLAs) also took oath as Cabinet Ministers in the swearing in ceremony.
  • In the second tenure the government will focus on employment generation, tourism and restarting mining activities in Goa.

Highlights: 
i.Eight  MLAs  including Vishwajit Rane, Mauvin Godinho, Nilesh Cabral, Ravi Naik, Subhash Shirodkar, Govind Gaude, Rohan Khaunte and Atanasio Monserrate took the oath as Ministers. 
ii.In state Assembly elections 2022, the Bharatiya Janata Party (BJP) emerged as the single largest party in Goa by winning 20 of the 40 seats in Goa.
iii.Other prominent leaders including Prime Minister Narendra Modi, Haryana CM,M L Khattar and Karnataka CM, Basavaraj Bommai were also present in the ceremony.
iv.This would be the second time that Goa’s chief minister will be sworn in outside the Raj Bhavan premises.

i.Pramod Pandurang Sawant was born in 1973 in  Goa. He is a politician and an Ayurveda Medical practitioner by profession.  
ii.He represents the Sanquelim constituency in the Goa Legislative Assembly and is a member of the BJP.
ii.In 2019, he was elected by the Legislative assembly and  took oath as the  13th CM of Goa, since after the demise of Manohar Parrikar (Previous CM) the CM seat became vacant.

Hisashi Takeuchi Appointed as new MD & CEO of Maruti Suzuki

Maruti Suzuki India Limited (MSIL), a subsidiary of Suzuki Motor Corporation(SMC), Japan, has appointed Hisashi Takeuchi as the new Managing Director(MD) and Chief Executive Officer(CEO) for a period of 3 years with effect from 1st April 2022 till 31st March 2025. 

  • Hisashi Takeuchi, who has been serving as the Joint Managing Director (Commercial) of MSIL since April 2021, will succeed Kenichi Ayukawa as the MD & CEO of MSIL. 
  • He has been working with SMC since 1986 and has been on the board of Maruti Suzuki since July 2019.

DRDO successfully test fires two medium range surface to air missile off odisha coast

On March 28, 2022, DRDO successfully test fired two Indian Army versions of Medium Range Surface-to-Air Missiles (MRSAMs) from the Integrated Test Range at chandipur, off odisha coast.
i.The Medium Range Surface-to-Air Missile (MRSAM) tests were carried out as part of live firing trials against high speed aerial targets which were successfully intercepted and destroyed at long range.
ii.The First missile hit at a Medium-altitude long range target and the Second missile hit at a low-altitude short range target. 
iii.Two Pune-based DRDO facilities have contributed to the development of the missile system. The ground system and launcher of this system have been developed by the Pune-based Research and Development Establishment (Engineers) and the High Energy Material Research Laboratory has contributed towards the propellant.
About Medium Range Surface-to-Air Missiles (MRSAMs):
i.The Medium Range Surface-to-Air Missiles (MRSAMs) versions were jointly developed by the Defence Research and Development Organisation (DRDO) and the Israel Aerospace Industries (IAI) for the Indian Army. 
ii.The Missile system consists of multi-function radar, mobile launcher system and other vehicles.

Badminton: P V Sindhu Secures Gold In Swiss Open Badminton 2022 in Basel

Pusarla Venkata Sindhu, 2016 Rio Olympic Silver medalist, secured Gold medal in women’s singles YONEX Swiss Open 2022 (Swiss Open Super 300) badminton tournament at Basel, Switzerland, which was held from 22 March 2022 – 27 March 2022. Sindhu defeated Thailand’s Busanan Ongbamrungphan by (21-16), (21-8).

  • Prannoy Haseena Sunil Kumar of India won silver medal.He lost his match against Indonesia’s Jonatan Christie in the men’s singles final.

India Bagged 2 Medals at WTT Contender Doha 2022, Qatar 

India has won 2 medals(1 Bronze and 1 Silver) at the World Table Tennis (WTT) Contender 2022 championship, held at the Lusail Sports Arena in Doha, Qatar from 18th March to 24th March 2022. 

  • India’s Mixed Doubles pair, Manika Batra and Gnanasekaran Sathiyan have won the Silver medal at the WTT Contender Doha 2022 under the Mixed doubles category and Achanta Sharath Kamal (world Rank 41) won the Bronze medal in Men’s Singles Event at the Tournament.

World Table Tennis(WTT) is an organization created by the International Table Tennis Federation(ITTF). 
WTT’s inaugural tournament was held in November 2020 in Macao, China.

Autistic Teen Jiya Rai Becomes World’s Youngest & Fastest Female Swimmer to Swim Across Palk Strait 

Mumbai based Autistic teen Jiya Rai(13 years old), daughter of an Indian Navy officer, became the world’s youngest and fastest female swimmer to swim across the Palk Strait.  She swam across the Palk Strait (29 kilometres) connecting Sri Lanka and India, in 13 hours and 10 minutes. She started her swimming on 20th March 2020 at Talaimannar, Sri Lanka and finished at Dhanushkodi, Tamil Nadu(India).
The event was conducted and guided by the Para-Swimming Federation of India (PSFI).

  • She is the youngest girl with Autism Spectrum Disorder(ASD) to swim in open waters 
  • She is a recipient of the Pradhan Mantri Rashtriya Bal Puraskar, the highest honour given to Indian Citizens below 18 years of age. 

Note: The record was previously held by Bhula Chowdhary who swam in 13 hours 52 minutes in 2004.

VP M. Venkaiah Naidu  releases Book Titled  ‘Spoorthi Pradatha Sri Somayya’ on late Shri Somepalli SomaiahThe Vice President (VP), M. Venkaiah Naidu, released a book titled  ‘Spoorthi Pradatha Sri Somayya’ authored by K. Syam Prasad.

  • The book is based on  the life story of late Shri Somepalli Somaiah, a social worker from Andhra Pradesh (AP). 
  • He  inspired youth to dedicate their lives to  social welfare.

About Shri Somepalli Sambaiah: 
i.Somepalli somaiah was born in 1927 in “Parlamili” village of Prakasham district.
ii.He dedicated his life to reform and betterment of the society for 50 years.

  • He had  immensely contributed to relief and reconstruction projects for the cyclone victims in Andhra Pradesh. 

iii.He participated in the Satyagraha of 1948 and against the ban on RSS (Rashtriya Seva Sangh) and was jailed for the same.

Earth Hour 2022 – March 26 

Earth Hour is annually observed across the globe on the last Saturday of March by turning off the lights between 8.30 pm to 9.30 pm (Local Time) as a symbolic gesture towards the commitment to preserve the Earth and to support actions against Climate Change. 

  • Earth Hour is annually organised by the World Wildlife Fund(WWF).

26th March 2022(Earth Hour 2022) marks the observance of the 15th Earth Hour. 

  • Earth Hour 2021 was observed on 27th March 2021.
  • Earth Hour 2023 will be observed on 25 March 2023. 

The theme of Earth Hour 2022 is “Shape Our Future”.

Deputy Chief Minister Of Delhi Presented The Budget Of Rs Rs 75,800 Crore For FY 2022-23

The Deputy Chief Minister of Delhi Manish Sisodia, who also holds the finance portfolio of Delhi has presented the budget of Rs 75,800 crore for the Financial Year (FY) 2022-23. The budget focused on employment, education, health sector and farmers.
i.The Gross State Domestic Product (GSDP) has been increased from Rs 6,16,085 crore in 2016-17 to Rs 9, 23,967 crore during 2021-22 which said to be grew by 50 % in five years.

  • Delhi has the cheapest electricity rates in the country and that 91.4 per cent of households availed power subsidy in 2020-21.

Developments From The Budget 2022-23

  • Introducing mobile application “Rozgar Bazaar 2.0” which aims to provide one lakh jobs every year to the youngsters particularly women.
  • Rs 9,669 crore has been allotted for the health sector.
  • Where Rs 1,900 crore has been proposed to upgrade the state-run hospitals and Rs 475 crore has been allocated for the set-up of “Mohalla Clinics” and polyclinics.
