Cabinet Approvals on November 24, 2021The Union Cabinet headed by Prime Minister (PM) Narendra Modi approved the following important initiatives on November 24, 2021.
Key Points:
i.The Union Cabinet approved a bill to repeal the 3 farm laws, which were passed by Parliament in September 2020, with an objective to bring reforms in the agriculture sector, especially the marketing of farm produce.

  • The bill to scrap the farm laws would be introduced in the winter session of the Parliament, which starts on November 29, 2021.

ii.Cabinet has approved the extension of the free foodgrain distribution scheme under the  Pradhan Mantri Garib Kalyan Anna Yojana (PMGKAY)-Phase V for another 4 months i.e. from December 2021 to March 2022, with an estimated additional food subsidy of Rs 53344.52 Crore.
iii.Cabinet approved the formation of a Company (Special Purpose Vehicle (SPV)) to privatise electricity distribution and Retail Supply Business business in the UT of Dadra & Nagar Haveli and Daman & Diu (DNH&DD).
iv.The Cabinet Committee on Economic Affairs (CCEA) approved the continuation of the National Apprenticeship Training Scheme (NATS) of Ministry of Education for the next 5 years from i.e from FY22 (financial year 2021-22) to FY26.
v.CCEA approved continuation of the umbrella scheme of Ministry of Earth Sciences, ‘Ocean Services, Modelling, Application, Resources and Technology (O-SMART)’ for implementation from 2021-26 at an overall cost of Rs 2177 crore.

Rail Ministry Introduced Bharat Gaurav Policy; Enable Private Players to Run Theme Based Circuits TrainsAshwini Vaishnaw, Union Minister of Railways, introduced the Bharat Gaurav policy – Bharat Gaurav Trains (Theme- based Tourist Circuit trains) under which private players or state owned operators can operate theme based circuit trains on the lines of the Indian Railway Catering and Tourism Corporation (IRCTC).The Bharat Gaurav policy aims to promote and attract tourism.

  • The theme based circuit trains are aimed to take tourists to experience the cultural heritage sites of India.

  •  All the 67 companies report their presence in 54 of 55 index countries.

ii.2021 Access to Seeds Index  is the 3rd index after 2016 and 2019 index.
iii.The index also evaluates seed companies’ contributions to achieving Sustainable Development Goal 2: Zero Hunger.

FAO’s (SOFA) 2021 Report States the Need to Make Agri-Food Systems Resilient to Address Food SecurityThe Food and Agriculture Organization of the United Nations (FAO)’s The State of Food and Agriculture (SOFA) 2021 Report entitled “Making agrifood systems more resilient to shocks and stresses” states the need to enhance the resilience of the agri-food systems to address food security.

Union Bank of India, CGCL Announced a Co-lending Partnership to Finance MSMEsUnion Bank of India has entered into a co-lending partnership with Capri Global Capital Ltd (CGCL), a NBFC (Non Banking Finance Company) focused on MSMEs (Micro, Small and Medium Enterprises), to enhance last-mile finance and drive financial inclusion to MSMEs  by offering loans between Rs 10 lakh to Rs 1 crore.

  • The partnership with CGCL is part of the bank’s strategy to support the MSMEs by providing tailor-made financial solutions and accelerating the growth of MSMEs in tier II and III markets.
  • The loan disbursement under this arrangement would start from December 2021.
  • The partnership agreement was signed under the co-lending guidelines issued by the Reserve Bank of India (RBI) in November 2020 for co-lending to the priority sector.

About RBI’s Framework over Co-lending:
i.On November 5, 2020, the RBI issued the the Co-lending framework under which banks will be permitted to co-lend with all registered NBFCs (including Housing Finance Companies) based on a prior agreement.
ii.Objective: To improve the flow of credit to the unserved and underserved sector of the economy and make available funds at an affordable cost.

Moody’s Projected India’s GDP Growth in FY22 at 9.3% and FY23 at 7.9%Moody’s Investors Service has fixed India’s GDP (Gross Domestic Product) growth projection for financial year 2021-22 (FY22) at 9.3 percent and for FY23 at 7.9 percent.

  • It has expected a growth in Indian economy due to increasing rate of vaccination against the COVID-19 in India, which supports a sustained recovery in economic activity.
  • Consumer demand, spending and manufacturing activity is recovering.
  • If a new wave of the COVID-19 occurs in India, it will lead to subdued Earnings Before Interest, Taxes, Depreciation, and Amortisation (EBITDA) growth of less than 15-20 percent for Indian companies over the next 12-18 months.
  • To boost India’s economic growth, Moody’s suggested increased government spending on infrastructure to support demand for cement and steel.

Sadar Bazar Police Station(PS) in Delhi has topped the annual list of India’s Top 10 Police Stations for 2021 released by the Ministry of Home Affairs(MoHA).

  • Gangapur PS in Ganjam, Odisha is adjudged as 2nd best followed by Bhattu Kalan PS, Fatehabad, Haryana as the 3rd best.
  • Union Home Minister Amit Shah presented the trophies to the Station House Officers(SHOs) of the top 3 stations at the Directors General of Police (DGP) conference organised by the Intelligence Bureau (IB) in Lucknow, Uttar Pradesh.

The other PS on top 10: Valpoi PS in North Goa, Goa; Manvi PS in Raichur, Karnataka; Kadmat Island PS in Lakshadweep; Shirala PS in Sangli, Maharashtra; Thottiyam PS in Tiruchirappalli, Tamil Nadu; Basantgarh PS in Udhampur, Jammu & Kashmir; and Rampur Chauram PS in Arwal, Bihar.

Indian Navy Commissions 4th Scorpene-class submarine INS Vela in MumbaiOn 25th November 2021 The Indian Navy commissioned Scorpene-class submarine INS Vela at the naval dockyard in Mumbai, in the presence of the chief of naval staff Admiral Karambir Singh.

  • INS Vela is the fourth of six Scorpene-class submarines to be commissioned under Project 75.
  • It was built by Mazagon Dock Shipbuilders Ltd in collaboration with M/s Naval Group of France.

It also commissioned INS Visakhapatnam, an indigenously designed P15B stealth-guided missile destroyer into the Indian Navy in the presence of Defence Minister Rajnath Singh at the Naval Dockyard, Mumbai.

China Successfully Launches new Shiyan-11 Satellite for TestingChina successfully launched the Shiyan-11 satellite aboard a Kuaizhou-1A carrier rocket from the Jiuquan Satellite Launch Centre in the Gobi Desert in Inner Mongolia.The satellite entered its predetermined orbit.
About the satellite:
i.Shiyan-11 is built for testing. Another series of Chinese satellites called ‘Shijian’ is used for technology verification.
ii.The latest Shijian satellite, the Shijian-21, was launched in October 2021 to test and verify space debris mitigation technologies.

  • The satellite was launched by a Long March-3B carrier rocket and it entered the planned orbit successfully.
  • It was launched from the Xichang Satellite Launch Centre in southwest China’s Sichuan Province.

iii.Kuaizhou-1A is a general-purpose, small-sized rocket series. It is designed and manufactured by the China Aerospace Science and Industry Corporation (CASIC) for commercial launches.

BeiDou-3  Navigation Satellite System (BDS)-
In 2020 China has formally launched full global services of its BeiDou-3 Navigation Satellite System (BDS).

  • The navigation satellite system was completed in three steps: BDS-1 which provided services to China, BDS- 2 to provide services to the Asia-Pacific region and BDS-3 which provides services worldwide.
  • It will be the fourth global satellite navigation system after the USA GPS (Global Positioning System), Russia’s GLONASS and European Union’s Galileo.

  Mars Mission-Tianwen-1-

  • It lifts off on a Long March 5 rocket, from the Wenchang launch centre and carries 13 payloads (seven orbiters and six rovers) that will explore the planet.
  • It is an all-in-one orbiter, lander and rover system

Lunar Mission- Chang’e-5-

  • The Chang’e-5 was launched on Nov. 24 2020.
  • The objective of the mission was to bring back lunar rocks, the first attempt by any nation to retrieve samples from the moon in four decades.

Sahitya Akademi Award-winning Eminent Assamese Poet Sananta Tanty Passed AwaySahitya Akademi Award-winning, Eminent Assamese poet Sananta Tanty has passed away due to cancer in New Delhi. He was born in Karimganj district of Assam.
About Sananta Tanty:
i.Sananta Tanty has started his career at the Assam Tea Employees’ Provident Fund Organisation in 1971 and retired as the Deputy Provident Fund Commissioner in 2012.
ii.Some of his works include Ujjwal Nakshatrar Sondhanot, Moi Manuhar Amal Utsav, Nizor Biruddhey Sesh Prastab and Moi.
Awards:
i.He won the Sahitya Akademi Award(Assamese) in 2018 for his collection of poems titled “Kailoir Dinto Amar Hobo”.
ii.He has also won the prestigious award, Assam Valley Literary Award for 2017, for the same.

A book titled “Bangladesh Liberation@50 Years:Bijoy’ with Synergy: India-Pakistan War 1971” ReleasedOn 24 November 2021, General. MM Naravane released a book ‘Bangladesh Liberation @ 50 years: ‘Bijoy’ with Synergy, India-Pakistan war 1971’, a compilation of personal accounts of the war by veterans from India and Pakistan.

  • The event was organised by the Centre for Land Warfare Studies (CLAWS) at the India International Centre (IIC), Delhi to commemorate  50 Years of India-Bangladesh Friendship as well as the decisive victory in the India- Pakistan War 1971.

About the book:
i.The book is an amalgamation of historical and anecdotal accounts of the 1971 War and comprises authors from both India and Bangladesh. Mostly who fought the war.
ii.It contains experiences, atrocities and the torture on fighting the war and being a Prisoner of War (PoW) with Pakistan Army.
iii.The  award ceremony was also conducted. The ‘Scholar Warrior Award’ was awarded by the former COAS (Chief of Army Staff) of Bangladesh, Bir Protik to Brigadier Narender Kumar for his outstanding contribution as a warrior and in the field of research.
About India- Pakistan War 1971:
i.The Bangladesh Liberation War culminated in December 1971 with the defeat of Pakistan.

  • To ensure a smooth transition, in 1972 the Simla Agreement was signed between India and Pakistan.

ii.The treaty ensured that Pakistan recognised the independence of Bangladesh in exchange for the return of the Pakistani PoWs.
iii.India treated all the PoWs in strict accordance with the Geneva Convention, rule 1925. It released more than 93,000 Pakistani PoWs in five months.

International Day for the Elimination of Violence against Women 2021 – November 25 United Nations(UN)’s International Day for the Elimination of Violence against Women is annually observed across the globe on November 25th to create awareness about the violence and abuse against women and girls around the world.
The day aims to prevent and respond to violence against women and to educate people on the basic human rights of women and gender equality.
The global theme of International Day for the Elimination of Violence against Women 2021 is “Orange the World: End Violence against Women Now!”. 
The global theme 2021 is set by the UNiTE Campaign 2021.

  • The colour orange represents a bright future free of violence against women and girls.
  • Iconic buildings and landmarks across the globe will be ‘oranged’ to highlight the need for a violence-free future.

UNiTE Campaign 2021:
To mark the observance of International Day for the Elimination of Violence Against Women, the UN launched UN Secretary-General’s UNiTE by 2030 to End Violence against Women Campaign (UNiTE Campaign).
Since 2008, the campaign has been led by the UN Secretary-General and UN Women. 
Background:
i.Women’s rights activists have been observing the 25 November as a day against gender-based violence since 1981.
ii.The United Nations General Assembly(UNGA)’s resolution A/RES/54/134 of 17th December 1999, proclaimed the 25th November of every year as International Day for the Elimination of Violence against Women.
iii.The first-ever International Day for the Elimination of Violence against Women was observed on 25th November 2000.

Andhra Pradesh Passes a Bill to Repeal ‘3 Capitals’ ActThe Andhra Pradesh government passed a Bill to repeal the AP Decentralisation and Inclusive Development of All Regions Act and the Capital Region Development Authority (CRDA) Repeal Act of 2020.

  • The Bill was moved by Finance and Legislative Affairs Minister Buggana Rajendranath Reddy
  • The repeal of the two Acts came after the various petitions filed by the farmers in the State’s High Court.

Background:
i.Andhra Pradesh had notified the AP Decentralisation and Inclusive Development of All Regions Act, 2020, and the AP Capital Region Development Authority (Repeal) Act, 2020 in July 2020 to introduce 3 Capitals for the state.

  • Amaravati – legislative capital.
  • Visakhapatnam – executive capital.
  • Kurnool – judicial capital.

ii.The current government has decided to reverse the previous government’s decision to have an ambitious world-class capital city at Amaravati, which is located between Vijayawada and Guntur.
iii.Andhra Pradesh Chief Minister has announced to re-introduce a similar law, for the formation of 3-capitals, by making necessary changes to the old one.
3-Capitals:
i.Building one mega capital might neglect other parts of the state while ‘3 capitals’ ensure equal development of different regions of the state.
ii.B N Srikrishna and K Sivaramakrishnan Committees appointed by the Government of India, Ministry of Home Affairs under section 6 of the AP Reorganisation Act, 2014 has made clear that Decentralisation must be the central theme for setting up capital of a state.
Challenges of ‘3-Capitals’:
The cost of travel and time taken to travel from one capital to another becomes difficult as the Executive capital Visakhapatnam is 700 km from judicial capital Kurnool, and 400 km from legislative capital Amaravati and also the Amaravati-Kurnool distance is 370 km.

UNICEF & Odisha Water Resource Department Signs LoA for Water ManagementOn 24th November 2021 the Department of Water Resources (DoWR), Odisha and The United Nations Children’s Fund (UNICEF) signed a letter of agreement (LoA) to collaborate on communication and policy initiatives of the department.
Objective – To develop high impact communication materials and water policy that helps to ensure change in behavior of children and women on sustainable water use and conservation.
Key Highlights:
i.The LoA aims at engaging with the community on sustainable water management, prudent water use, equity in water distribution, water conservation, women as principal stakeholders in water governance and participatory irrigation management.
ii.‘Youth4Water’ website has been launched for water conservation through greater community engagement in matters of water governance, water conservation and keeping water clean.
iii.‘Youth4Water’ and ‘Mo Nadi’ campaigns are the key features of the collaboration with UNICEF for Rethinking State water policy, development of Water and Land Management Institute (WALMI) as a centre of excellence
iv.Large scale urbanisation, shifting cultivation patterns, and industrial growth have forced us to think more strategically about water and communication and work to achieve the Sustainable Development Goal (SDG).

Narottam Mishra, Home Minister of Madhya Pradesh(MP) announced that the cabinet of MP has approved the proposal to create the cyber tehsils. MP is set to become the first state in India to get cyber tehsil.
About Cyber Tehsil:
i.The cyber tehsil will ease the mutation process and will allow the people to avail their benefits from anywhere across the state.
ii.With cyber tehsil, the process of conversion will become convenient in the cases of undisputed land.
MP launch Urja Saksharta Abhiyan: 
The cabinet has also decided to launch the Urja Saksharta Abhiyan from 25th November 2021 with an aim to make citizens energy literate.

  • The schools, colleges and general public of the state will be connected under this campaign.
  • With this launch, MP has become the first state in India to run a energy literacy campaign on big scale.
