Union Minister Dharmendra Pradhan Launches NATS 2.0 Portal; Disburses Rs 100 crore StipendOn July 30 2024, the Union Minister Dharmendra Pradhan, Ministry of Education (MoE) launched the National Apprenticeship and Training Scheme (NATS) 2.0 Portal in New Delhi, Delhi.

  • As part of the initiative, stipends of Rs 100 crore has been disbursed to young graduates and diploma holders through the Direct Benefit Transfer (DBT) mode.
  • These apprentices are receiving on-the-job training across various sectors such as Information technology/Information Technology Enabled Services (IT/ITes), manufacturing, and automobile industries.

About NATS 2.0 Portal:
i.NATS 2.0 Portal has been developed in-house by the MoE with the support of All India Council for Technical Education (AICTE) and Board of Apprenticeship Training / Practical Training (BOAT/BOPT).
ii.It is a one-stop solution for managing the apprenticeship lifecycle activities such as student registration, vacancy advertisement, student applications, contract creation, certification, reporting, and stipend disbursement using DBT.
iii.It is a significant step toward democratising apprenticeship opportunities, bridging skill gaps, and fulfilling the aspirations of youth, preparing them for future careers and providing employment.
iv.The industries will also use the platform to manage their contracts and vacancies.

  • Cognizant Technology Solutions Private Limited, Infosys Limited and Tech Mahindra Private Limited are the top three industries recognised during the event.

v.The portal is now fully functional, and the MoE uses it to carry out the end-to-end DBT process.
Key Points:
i.The Government of India (GoI) has initiated the payment of its share of the stipend directly to the apprentice’s bank accounts through DBT in 2024 in order to ensure that the stipendiary benefits of NATS are delivered to intended apprentices in a timely, efficient, and transparent manner.
ii.In accordance with National Education Policy(NEP) 2020, University Grants Commission (UGC) and AICTE issued draft guidelines for Apprenticeship Embedded Degree Programmes (AEDPs).

MoD Signed MoU with UPEIDA to Establish 3 Testing Facilities in UPOn 30th July 2024, the Ministry of Defence (MoD), Government of India (GoI) has signed a Memorandum of Understanding (MoU) with Uttar Pradesh Expressways Industrial Development Authority (UPEIDA) under the Defence Testing Infrastructure Scheme (DTIS) in New Delhi, Delhi, to establish 3 state-of-the-art testing facilities in Uttar Pradesh (UP).

  • These facilities will be established in the domains of Unmanned Aerial System (UAS), Mechanical & Material (M&M)  and Communications under the Uttar Pradesh Defence Industrial Corridor (UPDIC).

Testing Facilities :
i.According to the MoU, one facility will be established in Lucknow, UP in M&M domain and remaining two facilities will be established in Kanpur, UP, with each in UAS and Communications domains.
ii.Hyderabad (Telangana)-based Mishra Dhatu Nigam Limited (MIDHANI) is the lead Special Purpose Vehicle (SPV) member for the M&M facility, with some private sector companies being the consortium members.

  • While, Bengaluru (Karnataka)-based Hindustan Aeronautics Limited (HAL) and Bengaluru (Karnataka)-based Bharat Electronics Limited (BEL) are the lead members in the UAS and Communications facilities respectively.

iii.So far, GoI has approved 7 testing facilities i.e. 4 in Tamil Nadu (TN) and 3 in Uttar Pradesh (UP).
About DTIS:
i.The DTIS was launched by the Union Defence Minister, Rajnath Singh in May 2020, with total budget outlay of Rs 400 crore.
ii.It aims to set up state-of-the-art testing facilities in partnership with private industry, and Central or State Government, promoting indigenous defence production, reducing imports and enhancing self-reliance.
iii.The Government funding covers up to 75% as ‘Grant-in-Aid’, and the remaining 25% will be funded by the Special Purpose Vehicles (SPVs), consisting of Indian private entities and state or central governments.
Note: On 2nd July 2024, the  MoD signed a MoU with Tamil Nadu Industrial Development Corporation Limited (TIDCO) to establish 3 state-of-the-art testing facilities in the domains of UAS, Electronic Warfare (EW), and Electro Optics (EO) in Chennai, TN.

1st STI Conclave on ‘Traditional Knowledge for Sustainable Livelihoods’ organized jointly by ISTIC-UNESCO and CSIRThe first STI (Science Technology & Innovation) Conclave on Traditional Knowledge for Sustainable Livelihoods was held in New Delhi, Delhi from July 29-31, 2024. The event was inaugurated by Dr. N. Kalaiselvi, Director General (DG) of Council of Scientific and Industrial Research (CSIR).

  • It was organized by the International Science, Technology, and Innovation Centre for South-South Cooperation (ISTIC) under the United Nations Educational, Scientific and Cultural Organization (UNESCO); and CSIR constituents, including the Traditional Knowledge Digital Library Unit (CSIR-TKDL), New Delhi(Delhi) and CSIR-Indian Institute of Chemical Technology (CSIR-IICT) in Hyderabad, Telangana.

Focus of STI:
To promote understanding and enhancing academic and professional capabilities under the theme of ‘Strengthening Competencies in Digitization, Preservation and Protection of Traditional Knowledge (TK) – Intellectual Property (IP) and People’s Rights’.
Key Points:
i.Aim : To educate the youth on the importance and value of ancestral knowledge and practices.
ii.Leadership: The ISTIC-UNESCO team was led by Prof. Mohd Basyaruddin Abdul Rahman, Chairperson, Governing Council, and Dr. Sharizad Dahlan, Director, ISTIC-UNESCO; while Dr. Viswajanani J Sattigeri,  Head, CSIR-TKDL Unit and Dr. D. Shailaja, Chief Scientist, CSIR-IICT led the CSIR efforts.

  • Featured speakers covered topics like biodiversity, traditional cultural expressions, integrative health, and policies on Traditional Knowledge (TK) and Intellectual Property Rights (IPR).
  • The STI saw the international participation from Indonesia, the Philippines, Nepal, the Democratic Republic of Congo, Kenya and Malaysia.

iii.It emphasized collaborative learning models and expanding partnerships to address regional development challenges through sustainable local knowledge systems.
About ISTIC-UNESCO:
The International Science, Technology and Innovation Centre for South-South Cooperation under the auspices of UNESCO (ISTIC-UNESCO) is a UNESCO Category 2 Centre.

  • The Malaysian Government has hosted the UNESCO Category 2 Centre in Kuala Lumpur, Malaysia since 2008.

India Elected as Vice-Chair of Supply Chain Council in IPEF InitiativeIndia has been elected as vice-chair of the Supply Chain Council(SCC), one of the three supply chain bodies set up by the Indo-Pacific Economic Framework for Prosperity (IPEF) partners  pursuant to the Supply Chain Resilience Agreement.

  • The United States of America (USA) was elected as the Chair of SCC.

Background:
i.The chair and vice chair of the SCC were elected during the inaugural virtual meetings of the 3 supply chain bodies: SCC; the Crisis Response Network (CRN); and Labor Rights Advisory Board (LRAB) held on 30th July 2024.
ii.The elected chairs and vice chairs of CRN and LRAB are,

  • CRN: Republic of Korea (Chair) and Japan (Vice Chair).
  • LRAB: The USA (Chair) and Fiji (Vice Chair).

G20 Agrees on Brazil’s Billionaire Tax Proposal to Tackle Taxation of Ultra-Rich
The Group of Twenty (G20) finance ministers and central bankers issued the first-ever joint ministerial declaration on taxation, The Rio de Janeiro G20 Ministerial Declaration on International Tax Cooperation, committing to effective taxation of “ultra-high-net-worth individuals.”

  • It was adopted during the Communiqué of the 3rd G20 Finance Ministers and Central Bank Governors Meeting held in Rio de Janeiro, Brazil. This declaration emphasized cooperative engagement while respecting tax sovereignty.
  • Brazil, holding the G20 Presidency proposed a 2% minimum tax on the worlds richest billionaires, making it a top priority for the upcoming G20 summit from November 18 to 19, 2024 in Rio de Janeiro, Brazil.
  • The proposal faces opposition from some countries, including Germany and the United States of America (USA), while France, Spain, Colombia and the African Union and South Africa expressed their support for this initiative.

Note:The final declaration did not agree on a specific global tax, and Billionaires currently pay 0.3% of their wealth in taxes.

RBI’s Report on Currency and Finance 2023-24The Reserve Bank of India (RBI) has released its Report on Currency and Finance (RCF) for 2023-24’ on 29th July 2024. The report highlights the challenges that an economy faces by the rapid adoption of digital technologies in the financial sector.

  • The theme for the RCF 2023-24 report is “India’s Digital Revolution”.

i.According to the RCF 2023-24, India’s digital economy currently at 10% of the Gross domestic product (GDP) and is expected to double to 20% by 2026.
ii.Digital payments have seen a Compound Annual Growth Rate (CAGR) of 50% in volume and 10% in value terms in the last seven years (between 2017-18 and 2023-24).
iii.India is expected to be the world’s leading supplier of labour, which will increase the remittances to around USD 160 billion in 2029 from USD 115 billion in 2023.

SEBI Launched India’s 1st Web Portal for Passive Funds at NSE; Unveiled Report on Capital MarketsOn 30th July 2024, Madhabi Puri Buch, Chairman, Securities and Exchange Board of India (SEBI) launched India’s first website for passive funds at the National Stock Exchange (NSE), to facilitate a comprehensive platform for retail investors and enable them to easily access information and understand the Indian passive industry.

  • Apart from launch of website for passive funds, she also unveiled report on the capital markets titled “Indian Capital Markets: Transformative shifts achieved through technology and reforms”.
  • The report is developed by NSE Data Analytics, which covered major technological advancements and regulatory reforms that have impacted the Indian capital markets.

InsuranceDekho enters India’s Reinsurance Broking Sector with Composite LicenceInsuranceDekho, Gurugram(Haryana) based insurance marketplace, has received the composite insurance broking licence from the Insurance Regulatory and Development Authority of India (IRDAI).

  • This licence allows the firm to offer reinsurance broking services alongside its existing insurance broking offerings.

Key Points:
i.By entering the reinsurance broking sector, InsuranceDekho aims to enhance insurance penetration in India through deep distribution networks, digitization, diversification into new product lines, and support for insurer partners.
ii.This move is expected to expand contribution margins and directly increase its Earnings Before Interest, Taxes, Depreciation, and Amortization (EBITDA) margins.
iii.InsuranceDekho’s vision includes increasing insurance penetration by reaching 6 lakh villages across India.
iv.It has direct integration with 48 insurance companies, offering over 630 insurance products across categories like motor, health, life, fire, marine etc.
v.It processed around Rs 3,300 crore in premium for insurance companies in FY24 and is expecting to increase this number to Rs 5,000 crore in FY25.

Ind-Ra raises India’s FY25 GDP Growth Forecast to 7.5%On July 31, 2024, India Ratings & Research (Ind-Ra) upgraded India’s Gross Domestic Product (GDP) growth forecast for FY25 to 7.5% from the earlier estimate of 7.1%, citing improved consumption demand.

  • This projection exceeds the Reserve Bank of India’s (RBI) expectation of 7.2%; Ministry of Finance’s Economic Survey estimate of 6.5-7%; the International Monetary Fund/IMF (7%) and the Asian Development Bank/ADB (7%).

Highlights:
i.The Gross Fixed Capital Formation is expected to increase by 8.9% year-on-year in FY25, , slightly down from 9% in FY24.
ii.Government Final Consumption Expenditure (GFCE) is expected to grow 4.4% Y-o-Y in FY25, compared to 2.5% in FY24.

APPOINTMENTS & RESIGNATIONS

Former Union Health Secretary Preeti Sudan Took Charge as Chairperson of UPSCOn 1st August 2024, Preeti Sudan, the former Secretary of the Ministry of Health & Family Welfare (MoHFW), took oath as the New Chairperson of the Union Public Service Commission (UPSC). She will hold the post till 29th April 2025 or until further orders.

  • She became the 2nd woman to head the UPSC after RM Bathew who served as UPSC Chair from 1992 to 1996.
  • She succeeds Manoj Soni, who resigned from the post in July 2024 almost 5 years before his tenure ends in 2029.

Note:
The appointment was approved by Droupadi Murmu, President of India, under clause (1A) of Article 316 of the Constitution for performing the duties of Chairman, UPSC.
About Preeti Sudan:
i.Preeti Sudan is an Indian Administrative Service (IAS) Officer of the 1983 batch from the Andhra Pradesh (AP) cadre. She has been a member of UPSC since November 2022.
ii.She retired as the Secretary of MoHFW in July 2020.
iii.She previously served as Secretary of the Department of Food & Public Distribution (DFPD), Ministry of Consumer Affairs, Food, and Public Distribution.
iv.She has also worked as a consultant with the World Bank.

Overview of UPSC:
i.The UPSC was established as the Public Service Commission (PSC) in India for the first time in 1926. In 1937, the PSC became the Federal Public Service Commission (FPSC), and in 1950, the (FPSC) came to be known as the UPSC.
ii.UPSC is a constitutional body as mandated under Articles 315-323, Part XIV, Chapter II of the Constitution.
ii.It conducts various examinations on behalf of the central government, including the civil services exams, recommending candidates for appointment to the IAS, Indian Foreign Service (IFS), the Indian Police Service (IPS), and other services.
iii.The Commission is headed by a chairperson and it can have a maximum of 10 members.

Robert Keith Rae, Canada’s Ambassador to the UN, elected President of UN’s ECOSOC
Robert Keith Rae (Bob Rae), Canada’s Ambassador and Permanent Representative to the United Nations (UN), has been elected as the President of the UN’s Economic and Social Council (ECOSOC) for one year (2024-2025).

  • He is currently serving as the Chair of ECOSOC’s Ad Hoc Advisory Group on Haiti. He succeeds Paula Narváez Ojeda of Chile, who held the post since July 2023.

i.The appointment enhances Canada’s capacity for bilateral engagements with UN leadership, member states and other stakeholders allowing Canada to champion the achievement of the Sustainable Development Goals (SDGs).
ii.This Canada presidency coincides with its presidency of the G7 2025, providing a unique opportunity for Canada to strengthen its global leadership.
Vice Presidents of ECOSOC: ECOSOC’s members also elected Lok Bahadur Thapa of Nepal (Asia-Pacific), Krzysztof Szczerski of Poland( Eastern European) and Maritza Chan Valverde of Costa Rica(Caribbean States) as the Vice Presidents representing their respective regions.
Note: ECOSOC is one of the UN’s 6 main bodies, responsible for coordinating the work of the UN International Development System. It has 54 member governments that are elected by the General Assembly for three-year terms.

ACQUISITIONS & MERGERS

CCI Approves Merger of MCFL with PPL & Acquisition of Shares in MCFL by ZMPPLThe Competition Commission of India (CCI) has approved the proposed amalgamation of Mangalore Chemicals & Fertilizers (MCFL) with Paradeep Phosphates Limited (PPL) and the acquisition of MCFL’s equity shares by Zuari Maroc Phosphates Private Limited (ZMPPL).
Proposed Combination:
The Proposed Combination comprises of:
i.The amalgamation of MCFL with and into PPL on a going concern basis
ii.The acquisition of 3,92,06,000 equity shares of MCFL from ZACL by ZMPPL.
Points to note:
i.PPL is a company under the Adventz group of companies (Adventz group), with the majority of shareholding held by ZMPPL.

  • ZMPPL currently holds a 56.08% equity stake in PPL and carries out the trading of fertilizers.

ii.ZMPPL is a 50:50 Joint Venture (JV) between Zuari Agro Chemicals Ltd (ZACL), a company belonging to the Adventz group, and OCP S.A. (OCP).
iii.MCFL is a company under the Adventz group with the majority shareholding (i.e. 54.03%) held by ZACL.
Note: Both the PPL and MCFL are engaged in producing and marketing complex phosphatic fertilizers.
CCI Approves acquisition of 100% share capital of Viterra by Bunge
The CCI approves the acquisition of 100% share capital of Viterra Limited (Viterra) (Target) by Bunge Global SA (Bunge) (Acquirer). Viterra’s 3 main shareholders are Glencore PLC (Glencore), Canada Pension Plan Investment Board (CPP Investments), and the British Columbia Investment Management Corporation (BCI).
Proposed Transaction:
As part of the proposed transaction, Viterra’s 3 main shareholders, Glencore through the Danelo Limited, CPP Investments through the CPPIB Monroe Canada, Inc., and BCI through the Venus Investment Limited Partnership, will receive Bunge stock, resulting in minority stakes in Bunge.
Key Activities:
i.Bunge Global SA is a global agribusiness and food company headquartered in St. Louis, Missouri, The United States of America(USA). Globally, Bunge is mainly active in selling oilseed meals and vegetable oils, as well as grains, milled products, etc.

ii.Viterra Limited is a Canadian grain handling business. Globally, Viterra focuses on purchasing and selling unprocessed commodity crops, particularly grains, oilseeds, and other products.

Indo-French Tennis Partners Yuki Bhambri & Albano Olivetti Won the 2024 Swiss Open Gstaad Men’s Doubles
Indian tennis player Yuki Bhambri and his French partner Albano Olivetti won the Men’s Doubles title at the56th Swiss Open Gstaad, an Association of Tennis Professionals (ATP) 250 tennis tournament held at the Roy Emerson Arena in Gstaad, Switzerland from 15–21 July 2024.
i.The Indo-French pair, defeated the all-French duo Ugo Humbert – Fabrice Martin, 3-6, 6-3, 10-6 in the final event.
ii.This is the 2nd ATP Tour title of the year for the Indo-French pair. Bhambri and Olivetti also won the BMW Open (previously Bavarian International Tennis Championships), a 250-series event held in Munich, Germany, in April 2024.
iii.This victory marks the overall 3rd victory of Yuki Bhambri, who won his maiden ATP title with Lloyd Harris (South Africa) at the 2023 Mallorca Championships, in Santa Ponsa, Spain.
iv.Matteo Berrettini, an Italian tennis player wonthe Swiss Open Gstaad 2024 Men’s Singles title, by defeating the Frenchman Quentin Halys in the finals of the Gstaad 250 tournament, with the score of 6-3, 6-1. It was his 2nd Swiss Open Gstaad singles title.

  • It was Berrettini’s 9th title of his career, and 2nd title in 2024 after the ATP of Marrakech held in Marrakesh, Morocco in April 2024.

World Lung Cancer Day 2024 – August 1
World Lung Cancer (WLC) Day is annually observed across the globe on 1st August to raise awareness about lung cancer, the most common and deadliest cancer globally, its risk factors, and the importance of early detection and treatment.

World FinTech Day 2024 – August 1 World FinTech Day is annually observed across the globe on 1 August to raise awareness about the growing importance of FinTech (Financial Technology) in modernising financial services and improving access to financial products.

  • The day emphasises the transformative impacts of FinTech on the global financial industry.

Why 1 August?
i.The date 1 August commemorates the death anniversary of Cosimo de’ Medici, an Italian banker and politician in 1464.

  • Medici was known as the father of the modern banking system.

ii.He represented and expanded his family bank, Medici Bank, and handled papal finances, overseeing the finances of the Roman Catholic Church (RCC), the world’s largest Christian church.

Global Fintech Fest (GFF):
i.The Global Fintech Fest (GFF) is an annual fintech conference organised by Ministry of Electronics and Information Technology (MeitY) & Reserve Bank of India (RBI), with the Payments Council of India (PCI), the National Payments Corporation of India (NPCI), and the Fintech Convergence Council (FCC).
ii.The GFF was started in 2020, and the 5th edition of GFF 2024 is scheduled to be held from 28-30 August 2024 at the Jio World Convention Centre in Mumbai, Maharashtra.

  • The theme of GFF 2024 is, “Blueprint for the Next Decade of Finance: Responsible AI/Inclusive/Resilient.”

iii.The GFF has emerged as the world’s largest fintech conference and the largest thought leadership platform in the fintech landscape.
Note: Fintech solutions can contribute to India’s goal of a USD 7 trillion economy by 2030.

Karnataka Approves To Rename Ramanagara District as Bengaluru South District
On 26th July 2024, The Karnataka government has approved the proposal of renaming the Ramanagara district as ‘Bengaluru South district’. The renaming was proposed in response to the local demand for association with ‘Brand Bengaluru’.
i.The district includes Ramanagara, Magadi, Kanakapura, Channapatna and Harohalli taluks.
ii.Ramanagara town, 50 kilometres (km) from Bengaluru, would continue serve as the district headquarters
Background:  A delegation led by Deputy Chief Minister(CM) D.K. Shivakumar submitted a proposal to rename the district to CM Siddaramaiah on 9th July 2024. The proposal was initially introduced in October 2023.
