Cabinet Approval on November 17, 2021
On November 17, 2021, the Union Cabinet, chaired by the Prime Minister Narendra Modi, has approved – the 4G mobile services in over 7,000 uncovered villages of 44 Aspirational Districts across 5 states and continuation of the Pradhan Mantri Gram Sadak Yojana (PMGSY)-I and PMGSY-II up to September 2022 & approved continuation of Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) upto March, 2023.
Key Points:
i.The Cabinet has approved a project to provide 4G based mobile services in the 7,287 uncovered villages of 44 Aspirational Districts across five States of Andhra Pradesh, Chhattisgarh, Jharkhand, Maharashtra, and Odisha at an estimated cost of implementation about Rs 6,466 crore including operational expenses for 5 years.
- The project will be funded by Universal Service Obligation Fund (USOF) and it is projected to be completed within 18 months after signing the Agreement and likely to be completed by November 23.
ii.Cabinet Committee on Economic Affairs (CCEA) approved the proposals by the Union Rural Development Ministry for continuation of the PMGSY-I and PMGSY-II up to September 2022 to complete road and bridge works.
- The cabinet cleared a proposal to lay 32,152 km of roads in remote areas of the country at a cost of Rs 33,822 crore, out of which, the Centre would spend Rs 22,978 crore.
- A total of Rs 1,12,419 crore, including state share, is expected to be incurred from 2021-22 to 2024-25 for completion of all the ongoing interventions of PMGSY.
ii.The CCEA also approved continuation of the Road Connectivity Project for Left Wing Extremism Affected Areas (RCPLWEA) up to March, 2023.

Ministry of FPI Signs MoU with DAHD, Ministry of Fisheries, Animal Husbandry and Dairying
The Ministry of Food Processing Industries (MoFPI) signed a Memorandum of Understanding (MoU) with the Department of Animal Husbandry and Dairying (DAHD) under the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAH&D) to provide benefits to beneficiaries of various schemes of MoFPI and DAHD.
- The beneficiaries will get credit support in establishing dairy processing, meat processing, animal feed plants etc.
Signatories:
The agreement was signed in the presence of Union Minister of MoFPI, Pashupati Kumar Paras, Union Minister of MoFAH&D, Prahlad Singh Patel and other ministers.
Objective:
To achieve the goal for income generation, sustainable development of the rural poor & their economic empowerment through the extension of various schemes of MoFPI and DAHD.
What is in the MoU?
i.Under this agreement the MoFPI and DAHD will work together and facilitate the beneficiaries to avail the benefits under the Prime Minister (PM) Kisan Sampada Yojana and PM Formalisation of Micro food processing Enterprises Scheme of the MoFPI and dairy development schemes of DAHD.
Note- India is the world’s largest producer and consumer of milk & milk products.
ii.The help will be provided in the form of financial assistance for strengthening of quality controls, value addition,infrastructure development and technology assistance.
iii.It will also encourage beneficiaries to avail benefits with facilitation for various activities which include Food Safety and Quality Assurance, dairy processing and value addition, meat processing & value addition, and animal feed, etc.

ii.In November 1945, a Conference to establish this Organization was held in London and the Constitution of UNESCO was signed by 41 States.

What is an AA?

- PM SVANidhi provides a collateral-free affordable loan of Rs 10,000 along with an interest subsidy of 7 percent.
Features:
i.HDFC Bank facilitates the PM SVANidhi for its Village-Level Entrepreneurs (VLEs) on the digital Sewa portal where vendors can complete the entire process via online method.
ii.The facility provides a special micro-credit facility to all the small street vendors through CSC VLEs for their holistic development & economic upliftment.

i.It was launched by the Ministry of Housing and Urban Affairs ( MoHUA) on June 01, 2020 to provide affordable working capital loans to street vendors to continue their livelihoods that have been affected due to lockdown.
ii.The scheme is a Central Sector Scheme (i.e. fully funded by MoHUA) will (i)facilitate working capital loan up to Rs 10,000; (ii) To incentivize regular repayment; and (iii) To reward digital transactions.
iii.The Scheme is available for beneficiaries belonging to only those States/UTs which have notified Rules and Scheme under Street Vendors (Protection of Livelihood and Regulation of Street Vending) Act, 2014.

Govt extends tenure of ED Director S K Mishra by 1-year
- The order was passed after the government brought in two ordinances to ensure that the Directors of the Enforcement Directorate (ED) & the Central Bureau of Investigation (CBI) could have tenures of up to five years (2-years & can be extended by 3 more years).
- The extension of the term should not exceed 5 years.
Background:
Mishra, 61, was first appointed the ED director for a period of two years by an order on November 19, 2018. Later, by an order of November 13, 2020, the appointment letter was modified retrospectively by the Central government and his term of two years was replaced by three years.
Amendments:
i.Central Vigilance Commission (CVC) Act is amended which governs the appointment and tenure of the ED Director.
ii.Delhi Special Police Establishment Act, which deals with the appointment and tenure of the CBI Director (Subodh Kumar Jaiswal).
Note – ED enforces the criminal provisions of the Prevention of Money Laundering Act (PMLA) and the Foreign Exchange Management Act (FEMA).

Scientists discover exoplanets ‘TOI 1789b’ bigger than Jupiter
- The star is known as HD 82139 as per the Henry Draper catalogue and TOI (TESS Objects of Interest) 1789 as per the TESS (Transiting Exoplanet Survey Satellite ) catalogue. Hence, the planet is known as TOI 1789b or HD 82139b as per the IAU (International Astronomical Union) nomenclature.
- This discovery work has been published in the refereed journal Monthly Notices of the Royal Astronomical Society, titled ‘Discovery of an inflated hot Jupiter around a slightly evolved star TOI-1789’.
- About the Planet – Mass – 0.7 Jupiter Mass ; Radius – 1.4 Jupiter Radius; Surface Temp-2000 K; Orbital Period – 3.2 days; Bulk Density – 0.31; Distance from Earth – 725 Light Years.
Key Points:
i.The discovery was made using PRL Advanced Radial-velocity Abu-sky Search (PARAS) optical fiber-fed spectrograph, the first of its kind in India, on the 1.2 metre Telescope of PRL at its Mt. Abu Observatory
- The mass of the exoplanet TOI 1789b is 70% and size about 1.4 times that of the Jupiter. It was measured using PARAS.
- This newly discovered star-planet system is a very unique – the planet orbits the host star in just 3.2 days, thus placing it very-very close to the star at a distance of 0.05 AU.
ii.The surface temperature of the planet can reach up to 2000 K (extremely heated) because of the close proximity of the planet to its host star. It also has an inflated radius, making it one of the lowest density planets known (density of 0.31 gram per cc).
iii.Such close-in exoplanets around stars (with distance less than 0.1 AU (astronomical unit)) with masses between 0.25 to a few Jupiter masses are called “Hot-Jupiters”.
iv.This is the second exoplanet discovered by PRL scientists using PARAS at 1.2 m Mt. Abu telescope.
- The first exoplanet K2-236b, a sub-Saturn size at 600 light-years away, was discovered in 2018.

Justice M Duraiswamy Appointed as Acting Chief Justice of Madras HC
- Justice Sanjib Banerjee, who was the Chief Justice of the Madras HC since January 2021, was appointed as the Chief Justice of Meghalaya HC.
- The appointment was notified by the Ministry of Law and Justice.
- Now, Justice Munishwar Nath Bhandari, transferred from the Allahabad HC to the Madras HC, will become the senior-most judge of the Madras HC.
Appointment of HC Judges:
i.Article 217 of the Constitution- It states that the Judge of a High Court shall be appointed by the President in consultation with the Chief Justice of India (CJI), the Governor of the State.
ii.In the case of appointment of a Judge other than the Chief Justice, the Chief Justice of the High Court is consulted.
iii.Consultation Process- High Court judges are recommended by a Collegium comprising the CJI and two senior-most judges.
Acting Chief Justice:
President can appoint an acting chief justice of India (CJI) when-
- The office of CJI becomes vacant
- CJI is temporarily absent
- CJI is unable to perform the duties of his office
