National Behaviour Change Communication Framework for Garbage-Free Cities Launched by Swachh Bharat Mission-Urban 2.0.Swachh-Bharat-Mission-Urban-2-0-launches-National-Behaviour-Change-Communication

Manoj Joshi, Secretary, Ministry of Housing and Urban Affairs (MoHUA), has launched the “National Behaviour Change Communication Framework for Garbage Free Cities,” a Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0) initiative under the aegis of MoHUA. The objective of the framework is to strengthen the ongoing Jan Andolan (mass movement) for “Garbage-Free Cities.”
The framework will also serve as a reference and blueprint for States and Cities interested in launching large-scale multimedia campaigns along with intensive and focused inter-personal communication campaigns.
i.The first phase of the Swachh Bharat Mission-Urban (SBM-U) was launched in 2014.
ii.Following the launch of the National Behaviour Change Communication Framework for Garbage Free Cities, the second edition of ‘SwachhTalks-‘Swachhata Ki Jyot’, a virtual event, was also launched.
iii.The SBM-U is extended for 5 years, from October 1, 2021 to October 1, 2026, as Swachh Bharat Mission-Urban 2.0 (SBM-U 2.0), to ensure that the SBM- U’s achievements are continued in the long run.

Union Minister of MSME, Narayan Rane Launched (ZED) Certification Scheme

Union Minister for Micro, Small and Medium Enterprises (MSME), Narayan Tatu Rane launched the Zero Defect Zero Effect (ZED) Certification Scheme. The scheme focuses to reduce wastage substantially, increase productivity, enhance environmental consciousness, save energy, optimally use natural resources, expand their markets, etc.

  • The scheme comprises three certification levels including bronze, silver and gold.

Subsidies Under Zero Defect Zero Effect (ZED):
i.Under the ZED certification scheme, the MSMEs will get subsidies in enterprises such as,

  • Micro Enterprises: 80%
  • Small Enterprises: 60%
  • Medium Enterprises: 50%

ii.An additional subsidy of 10% provided for the MSMEs owned by Women/Schedule Caste (SC)/Schedule Tribe (ST) Entrepreneurs or MSMEs in NorthEastern Railway (NER) /Himalayan/Left Wing Extremism (LWE)/Island territories/aspirational districts.
iii.Also there will be an additional subsidy of 5% for MSMEs which are a part of the Scheme of Fund for Regeneration of Traditional Industries (SFURTI) OR Micro & Small Enterprises – Cluster Development Programme (MSE-CDP) of the Ministry. 

  • Also a joining reward of Rs. 10,000/- will be offered to each MSME once they take the ZED Pledge.

iv.A provision of up to Rs 5 lakh (per MSME) will be made available for handholding and consultancy support for MSMEs under ZED Certification to move towards ZED solutions. 
v.The MSMEs can also avail a number of other incentives offered for ZED Certification by States & Union Territories (UTs), Financial Institutions etc. and can also apply for free Certification under the MSME KAWACH (COVID-19 Support) initiative.
vi.States/UTs devised various programmes and policies for MSMEs in the region to accomplish the common goal of developing the MSMEs. 
Phases of Zero Defect Zero Effect (ZED):
i.Phase 1 of the scheme will focus largely on maximising inclusion of manufacturing MSMEs and taking them through the ZED journey. 
ii.The Phase 2 of the scheme will entail the inclusion of services sector MSMEs and also strive to integrate manufacturing and services sector MSMEs that are registered under a state government system but not on Udyam. 

  • This phase will also make provisions to align ZED certification with the international certifications for its global acceptance.

Govt Launched E-Commerce Platform ‘ONDC’ to Onboard Local Kirana Stores

On April 29, 2022, The Government rolled out a pilot project, Open Network for Digital Commerce (ONDC), a neutral, open source, not-for-profit, e-commerce platform, which aims to empower mom-and-pop shops and kirana stores in cities such as Delhi, Bengaluru, Bhopal, Coimbatore and Shillong. 
Key Points:
i.The 150 (targeted) retailers and sellers will get to showcase their products on sellers’ apps such as Gofrugal, GrowthFalcons, Digiit and eSamudaay that are connected to the ONDC network. 
ii.The products will be delivered through Goodbox, the only logistics provider that has been onboarded so far. 
iii.For payments buyers can use Phonepe and Paytm to get into the network and buy goods from the sellers.
iv.The ONDC has an ambitious target to onboard about 30 million sellers spread across 100 cities in six months.
What is ONDC?
i.The ONDC is an open technology network based on open protocol and will enable local commerce across segments, such as mobility, grocery, food order and delivery, hotel booking and travel, to be discovered and engaged by any network-enabled application.
ii.The buyers and sellers do not have to use the same platform or same mobile app to have a transaction. They can use different applications and still do business transactions.
iii.The foundations of ONDC are to be open protocols for all aspects in the entire chain of business activities in the exchange of goods and services.
vi.ONDC has Nandan Nilekani, Infosys co-founder, Adil Zainulbhai, former McKinsey India head and R S Sharma CEO National Health Authority as key advisers.
Stats:
i.Currently, there are over 4,000 small and big e-commerce companies in India, 500 logistics companies to deliver goods, and more than 20,000 entities including travel and hotels that provide services through e-commerce. 
ii.The Indian e-commerce market is expected to grow to USD 200 billion by 2026.
iii.Amazon and Walmart-owned Flipkart account for 80% of the online retail market in India.ONDC aims to break this dominance by allowing small merchants and retailers reach and larger audience through the online platform.

Funding received:
i.A total of 20 entities have contributed Rs 255 crore into the ONDC equity so far. These include 

  • National Payments Corporation of India (NPCI) and Punjab National Bank (Rs 25 crore each); 
  • Kotak Mahindra Bank (Rs 20 crore); 
  • Bank of Baroda, National Securities Depository Limited (NSDL), eGovernance and National Stock Exchange (Rs 15 crore each); 
  • BSE, State Bank of India, HDFC Bank and ICICI Bank (Rs 10 crore each).

Report On Third Round (Oct-Dec, 2021) Of Quarterly Employment Survey Released

The report for the third quarter of the Quarterly Employment Survey (QES) for the period October – December 2021, which is a part of the All India Quarterly Establishment based Employment Survey (AQEES) , has been released by the Ministry of Labour and Employment (MOLE).The report is prepared by the Labour Bureau, an attached office of MOLE. 

i.According to the report, formal sector employment in India increased by 4 lakhs in October-December 2021, to 3.145 crore workers across nine sectors. There were 3.10 crore in the July-September 2021 and 3.08 crore in April-June 2021.The survey does not include units that were established after 2013-2014.

  • The nine sectors are Manufacturing, Construction, Trade, Transport, Education, Health, Accommodation & Restaurants, IT/ BPOs and Financial Services.

Quarterly Employment Survey (QES):
i.QES collects employment data for establishments with 10 or more workers, which mostly constitute the organized segment in the 9 selected sectors.
ii.The Labour Bureau has adopted the AQEES to give frequent (quarterly) updates on the employment and related variables of establishments in both organized and unorganized segments of nine selected sectors, which constitute the majority of total employment in non-farm establishments.
Highlights of the Quarterly Employment Survey (QES):
i.The third round of the survey covered 10,834 units, including 49 units outside of the coverage area, and found that the share of female workers in such organized sector employment declined to 31.6%, down from 32.1 % in July-September 2021.
ii.It found that employment increased in six sectors—manufacturing, construction, health, accommodation & restaurant, IT/BPO, and financial services—in October-December 2021 compared to July-September 2021.
However, employment in sectors such as trade, transportation, and education dropped sequentially.
Key Statistics:

  • The manufacturing sector is the largest employer, engaging roughly 39% of the estimated total workforce, followed by the education sector, which employs around 22%.
  • The survey covered 9 sectors that accounted for 85% of the employment in units with 10 or more workers.
  • On-the-job training was offered by 34.87% of units in the health sector, followed by 31.1 % in IT/BPOs.
  • A total of 1.85 lakh vacancies were reported across the 9 sectors.
  • Regular workers made up 85.3% of the workforce, while contract workers made up 8.9%.

PM Modi Addressed Opening Ceremony of Children’s Heart Hospital in Fiji

Through a video message, Prime Minister (PM) Narendra Modi addressed the opening ceremony of Sri Sathya Sai Sanjeevani Hospital, a children’s heart hospital in Suva, Fiji, a one-of-its-kind hospital in the entire South Pacific region. 
On April 27, Josaia Voreque Bainimarama, PM of Fiji, and Sadguru Madhusudan Sai of India inaugurated the Sri Sathya Sai Sanjeevani Children’s Heart Hospital, Suva, Fiji.  
The hospital, built by the Sai Prema Foundation, an NGO, with the support of the Fiji Government and citizens, is the only totally free child heart care hospital in the Pacific Isles.

GoI to Issue Rs 100 Commemorative Coin to Mark Birth Centenary of Jawaharlal Darda

The Government of India (GoI) will be issuing a Rs 100 commemorative coin to mark the birth centenary of Jawaharlal Darda, fondly called Babuji, a late freedom fighter, social worker, philanthropist, educationist and founder of the Lokmat Group of Newspapers (now Lokmat Media). A gazette notification to this effect was issued by the economic affairs department of the finance ministry.

  • The coin is likely to be issued on July 2, 2023, 100th birth anniversary of Jawaharlal Darda. 
  • The coin is being manufactured by the India Government Mint, Mumbai.
  • The weight of the coin is 35gms with 50% silver, 40 % copper, 5% Nickle and 5% Zinc. The circumference of the coin would be 44mm.

Overview of India’s Finance Minister Nirmala Sitharaman visit to USi.India’s Union Minister Nirmala Sitharaman, Ministry of Finance was on an official visit to the United States (US) to attend the Spring Meetings of the International Monetary Fund (IMF) and World Bank (WB) Group, and the G20 (Group of Twenty) Finance Ministers and the Central Bank Governor (FMCBG) Meeting. The visit will also include several bilateral interactions.
ii.The Spring Meetings are comprised of the joint World Bank-IMF Development Committee (DC); and the IMF’s International Monetary and Financial Committee (IMFC) events. 
iii.On April 20, 2022, the G20 FMCBG 2022 meeting was held in Washington DC under Indonesia’s Presidency. The meeting agenda included global economic outlook and risk, international financial architecture, global health issues, and sustainable finance.
iv.She met the first woman Chair of the US Securities and Exchange Commission and Vice of the Climate Finance Leadership Initiative (CFLI) Mary Schapiro in Washington DC.

IFSCA Issues Framework for FinTech Entity in International Financial Services Centers

The Gandhinagar (Gujarat)-based International Financial Services Centres Authority (IFSCA) has issued a detailed “Framework for FinTech Entity in the IFSCs” in the IFSCs. It is aimed at giving boost to the establishment of a world class FinTech Hub at GIFT IFSC comparable with other IFCs.
Reasons behind this Framework:
i.To further develop and regulate financial products, financial services and financial institutions in the IFSCs. 
ii.To encourage promotion of Financial Technologies (FinTech) across banking, insurance, securities, and fund management in IFSC.
Coverage:
The framework proposes to cover (i) financial technology (FinTech) solutions resulting in new business models, applications, process or products in areas/activities linked to financial services regulated by IFSCA and (ii) advanced/innovative technological solutions which aid and assist activities in relation to financial products, financial services and financial institutions (TechFin).
Key Points:
i.The framework provides a dedicated Regulatory Sandbox for FinTech products or solutions namely IFSCA FinTech Regulatory Sandbox and empowers IFSCA to grant Limited Use Authorization within this Sandbox to the eligible FinTech entities in IFSC. 

  • This would enable them to apply and avail Grants under the IFSCA FinTech Incentive Scheme 2022.

ii.The framework also incorporates the Inter Operable Regulatory Sandbox (IoRS) mechanism.  

  • IoRS is a proposed mechanism to facilitate testing of innovative hybrid financial products / services falling within the regulatory ambit of more than one financial sector regulators. 
  • IFSCA will facilitate Indian FinTech’s seeking access to foreign markets and foreign FinTech’s seeking entry into India.   

iii.The framework proposes a Regulatory Referral mechanism which will be governed as per the provisions of the Memorandum of Understanding (MoU) or collaboration or special arrangement between IFSCA and corresponding overseas Regulator(s).

Indian Bank Launched Its First Digital Product PAPL Under Project WAVE

Indian Bank, a public sector lender, has introduced its first digital product, Pre-Approved Personal Loan (PAPL), which aims to provide customers with instant loan disbursement through a three-step process.

  • The PAPL is a part of the Bank’s Project – World of Advanced Virtual Experience (WAVE).

Shanti Lal Jain, MD and CEO of Indian Bank, launched the project in the presence of the bank’s Executive Directors, Imran Amin Siddiqui and Ashwani Kumar.
Note: The digital transformation initiative – World of Advance Virtual Experience “WAVE” was launched by the Indian Bank in January 2022.
Features of the digital product -PAPL:
i.The loan can be availed through ‘IndOASIS’ mobile app, the bank’s website or through online banking facility. 
ii.The loan carries an interest rate of 10% per annum at present with no foreclosure charges.
iii. It is now available to existing bank customers aged 21 and above who have regular income and pension accounts.
iv.It includes the option of choosing a loan tenure between 10 and 48 months, as well as the ability to pre-close the loan without penalty.

Snow Leopard Expert Charudutt Mishra Won the Whitley Gold Award 2022

Renowned conservationist and Snow Leopard Expert Charudutt Mishra have been honoured with the Whitley Fund for Nature (WFN)’s Whitley Gold Award 2022 for his work in 12 snow leopard range countries including Afghanistan, China and Russia. 

  • This marks his 2nd Whitley Gold Award, he previously won the award in 2005. 

Princess Royal Anne, the WFN Patron, presented the award to Charudutt Mishra at the Royal Geographical Society, London, the United Kingdom(UK). 
About Charudutt Mishra:
i.Dr Charudutt Mishra is the Founder Trustee of Bengaluru-based Nature Conservation Foundation, a Non-Governmental Organization (NGO) established in 1996 to promote science-based wildlife conservation in India. 
ii.In 2019 he became the 1st international Executive Director of the Snow Leopard Trust (SLT), founded and headquartered in Seattle in 1981.
iii.He wrote a paper on 8 approaches to community-based conservation in 2017 which helped the local communities to involve in snow leopard protection in the upper reaches of the Himalayas, this led to a reduction in retribution killings of the snow leopards. The United Nations(UN) Biodiversity Conference recognised his approach as an outstanding global practice.
iv.He played a major role in establishing the intergovernmental Global Snow Leopard and Ecosystem Protection Programme which formed an alliance across all 12 snow leopard range countries to enhance protection.

Star9 Mobility Private Limited to buy 51% of GoI share in PHL 

The Alternative Mechanism, empowered by the Cabinet Committee on Economic Affairs (CCEA) has approved the highest bid of Star9 Mobility Private Limited, quoting Rs 211.14 crore, for the sale of the entire shareholding of the Government of India (GoI) – 51% of Shareholding, of Pawan Hans Limited (PHL) and transfer of management control.
This is the 2nd major privatisation in aviation after Air India and AI Express were taken over by the Tata. 

  • Pawan Hans Limited(PHL) is a joint venture of GoI (51%) and ONGC(Oil and Natural Gas Corporation) Limited(49%) providing helicopter and aero mobility services.
  • Star9 Mobility Private Limited, a consortium of Big Charter Private Limited, Maharaja Aviation Private Limited and Almas Global Opportunity Fund SPC.

India Becomes 1st Country in Asia Pacific Region To Use Satellite-based landing procedure,”GAGAN”; Feat Achieved By Indigo’s ATR 72-600 aircraft

On April 28, 2022, India became the first country in the Asia-Pacific to have satellite-based landing procedure using the GAGAN System. This feat was achieved after Indigo operated ATR 72-600 aircraft using indigenously developed Satellite Based Augmentation System (SBAS) GAGAN (GPS-Aided GEO Augmented Navigation) to land at the Kishangarh Airport, Rajasthan.

  • LPV (Localiser Performance with Vertical Guidance) is a Satellite-Based Procedure that has been used by the aircraft for landing purposes at Kishangarh Airport (Rajasthan).
  • There are only three space-based augmentation systems in the world, apart from India’s GAGAN: the United States – Wide Area Augmentation System (WAAS), Europe – European Geostationary Navigation Overlay Service (EGNOS), and Japan – MTSAT Satellite Augmentation System (MSAS).

About GPS Aided GEO Augmented Navigation (GAGAN):
i.The GAGAN is a Satellite Based Augmentation System (SBAS) implemented jointly with Airport Authority of India (AAI) and Indian Space Research Organisation (ISRO). 
ii.The objective is to provide Satellite-based Navigation services with accuracy and integrity required for civil aviation applications and to provide better Air Traffic Management over Indian Airspace. 
iii.The system will be interoperable with other international SBAS systems and provide seamless navigation across regional boundaries. The GAGAN Signal-In-Space (SIS) is available through GSAT-8, GSAT-10 and GSAT-15.
iv.A first of its kind, GAGAN system is developed for India and the neighbouring countries in the equatorial region.

Note: AAI in coordination with Indian National Centre for Ocean Information Services (INCOIS) has implemented GAGAN Message Service (GMS) through which alert messages to fishermen, formers, and disaster affected people will be sent on the occurrence of natural disasters, calamities, such as flood, earthquake etc. 
Key Points:
i.The system was certified by the Director General of Civil Aviation (DGCA) in 2015 for Approach with Vertical Guidance (APV 1) and en-route (RNP 0.1) operations. 
ii.A Localizer Performance with Vertical Guidance (LPV) allows aircraft guided approaches that are operationally equivalent to Category-1 Instrument Landing System (ILS), without any need for ground-based navigation infrastructure. The service relies on the availability of GPS and GAGAN Geostationary Satellites.
iii.Aircrafts rely on radio navigation aids and visibility requirements for precision landing and approaches. For instance, visibility requirement for regular passenger flights at Kishangarh is 5,000 metres (m). Using the GAGAN-based technology, an aircraft will be able to operate with a visibility of around 800 m.
iii.The tests at Kishangarh Airport were performed as part of initial GAGAN LPV flight trials along with the DGCA team on- board. After the final approval by DGCA, the procedure will be available for usage of commercial flights. 
About Localizer Performance with Vertical Guidance (LPV):
i.The LPVs will enable aircraft to land at airports which are not equipped with expensive instrument landing systems, including several small regional and local airports.
ii.Lowering the decision height up to 250 ft provides a substantial operational benefit in poor weather and low visibility conditions. Thus, any airport which hitherto would require higher visibility minima, will be able to accept aircraft benefitting remote airports which are devoid of precision approach capability equipment.
iii.Currently Indigo (35), SpiceJet (21), Air India (15), Go First (04), Air Asia (01) and other airlines have aircraft in their fleet capable of using these LPV procedures. The AAI has developed 22 such procedures and some are under process of approval from DGCA for commercial flight operations.

Indian Navy & ANC Successfully Test Fires Anti-ship Version Of BrahMos Missile

The Indian Navy and the Andaman and Nicobar Command on April 27, 2022, successfully test-fired an Anti-Ship version of the BrahMos Supersonic Cruise Missile that destroyed the target at sea from the Andaman and Nicobar Islands. 
Key Points:
i.The Andaman and Nicobar Command is the first and only tri-service theatre command of the Indian Armed Forces, based at Port Blair in the Andaman and Nicobar Islands.
ii.The test fires demonstrate the combat readiness of the Indian Armed Forces.
iii.Earlier on April 19, 2022, the Indian Air Force (IAF) successfully test-fired the BrahMos missile from a Sukhoi fighter jet on the Eastern seaboard.
iv.Also in March 2022, the Indian Navy successfully test-fired an advanced version of the Brahmos missile from a stealth destroyer in the Indian Ocean.
About BrahMos Aerospace:
i.The BrahMos Aerospace is an India-Russian joint venture, produces supersonic cruise missiles that can be launched from submarines, ships, aircraft, or land platforms.
ii.The missile flies at a speed of 2.8 Mach or almost three times the speed of sound and the range of the advanced version of the missile is learned to have been extended to around 350 km from the original 290 km.

Gaganyaan 1st uncrewed module to be injected in 170x408km Orbit

The Indian Space Research Organisation (ISRO), as part of its Human Spaceflight (Gaganyaan) mission has finalised the launch of the first uncrewed mission or G1, which will propel the orbital module, into a 170×408 kilometre (KM) orbit through the Geosynchronous Satellite Launch Vehicle Mark 3 (GSLV-Mk3) or Human-Rated Launch Vehicle (HRLV) by 2023.

  • The G1 mission will be followed by G2, the second uncrewed mission, both of which are precursors to the eventual human crewed mission or H1.

Key Points:
i.The specification for injection parameters for HRLV during G1 has been revised from 170×395 to 170×408 kilometre in order to ensure adequate propellant margin in the service module propulsion system.
ii.Also, In order to reduce the the residency period of the perigee (Closest point) to a lower altitude of 170 km, the Circularisation manoeuvre for moving from an inserted orbit to a more circular orbit, is planned in the third orbit apogee (farthest point) instead of the fourth.
iii.The ISRO has constituted a committee to review and finalise all the data flow interfaces between participating entities or teams in the ground segment and also different types of SNAP (Separation) scenarios, various abort conditions in the overall mission were identified for which different sequences of operations are worked out depending upon the separation scenario.
iv.The mission plans to work on various normal and contingency touch down scenarios along with the communication networks.
v.Also the Mission Sequence documents for the descent phase in G1 mission have been finalised for on-board implementation. BHEL Signed MoU With GE Power For Development Of Integrated Electric Propulsion Systems

Bharat Heavy Electricals Ltd (BHEL) signed a Memorandum of Understanding (MoU) with GE Power Conversion to develop and boost Integrated Electric Propulsion Systems for the Indian Navy. The MoU can leverage quick induction of advanced technology, combining indigenous manufacture, by the Indian Navy, to promote ‘Atmanirbhar Bharat’.

  • It enhances the ship’s energy requirements, including propulsion, high-power sensors, service loads and pulse power for defence systems.
  • GE’s naval technologies are shock rated and proven on naval applications from 3MW to 110MW, and includes naval electric motors and generators, switchboards, power converters, power management and automation and control systems.

Biswa Bhusan Harichandan, Governor of Andhra Pradesh (AP) released a Telugu book titled “Paramardham” authored by K R B H N Chakravarthi, Secretary of State Election Commission, Andhra Pradesh. The book was released during a programme held in Raj Bhavan. 

  • Other book titled “Combating Corruption in India – Role of Anti Corruption Agencies” penned by HRC member Dr G Srinivas Rao was also released.

Rasheed Kidwai authored a new book titled “Leaders, Politicians, Citizens”

“Leaders, Politicians, Citizens: Fifty Figures Who Influenced India’s Politics” authored by author-journalist Rasheed Kidwai compiles stories of 50 personalities who influenced India’s political landscape. The book is published by Hachette India.
The foreword of the book is written by Shashi Tharoor, Member of Parliament (MP) (Lok Sabha). 

  • The 50 personalities featured in the book include Teji Bachchan, Phoolan Devi, Indira Gandhi, Rajiv Gandhi, Jayalalithaa, APJ Abdul Kalam, and Karunanidhi among others.

International Jazz Day 2022 – April 30 International Jazz Day is annually observed across the globe on 30th April to raise awareness about the importance of jazz as an educational tool, and a force for promoting peace and dialogue among people from diverse cultures.

i.In November 2011 the United Nations Educational, Scientific and Cultural Organization(UNESCO) General Conference, 36th Session adopted the resolution UNESCO 36 C/Resolution 39 and proclaimed 30th April of every year as “International Jazz Day”.

  • The first-ever International Jazz Day was observed on 30th April 2012. 

ii.In December 2012, the United Nations General Assembly(UNGA) formally welcomed the decision by the UNESCO General Conference to proclaim April 30 as International Jazz Day.
