Abhyas-01/22: ICG, USCG hold Joint Exercise off Chennai coast, TN

On September 20, 2022, a joint exercise ‘Abhyas-01/22’ between the Indian Coast Guard (ICG) and the United States Coast Guard (USCG) was held off Chennai coast in Tamil Nadu (TN).

  • During the exercise, both sides showcased their capabilities to each other and strengthen their working relationship enhancing interoperability in the field of maritime Search and Rescue (SAR), boarding operations and other maritime law enforcement duties.
  • It also promotes a ‘free and open’ Indo-Pacific.
  • It should be noted that the US Coast Guard cutter Midgett took part in the exercise who was on a 4-day goodwill visit for at-sea & in-port pro exchanges with the ICG. Over the course of this voyage, the Midgett interacted with counterparts in the Philippines, Singapore, and also taken part in bilateral exercises.

Key Points:
i.418 feet long and 54 feet wide, Midgett is the largest & most tech advanced of US CG newest class of vessels; and is equipped with a UAS (Unmanned Aerial System) Scan Eagle drone, MH-65 helicopter and other state-of-the-art equipment.
ii.The exercise involved various fleet manoeuvres, SAR, anti-piracy operations, a scenario of the hijacking of a vessel and the subsequent rescue of its crew, interdiction of the pirated vessel, a coordinated joint boarding operation, and external fire-fighting to salvage burning ships

MSME Ministry Launches Scheme for MSE: Designates ECGC Ltd as Nodal AgencyThe Ministry of Micro, Small & Medium Enterprises (MoMSME) has introduced the “Capacity Building of First Time MSE Exporters” (CBFTE) component of the International Cooperation (IC) Scheme.

  • The scheme is intended to assist Micro and Small Enterprises (MSEs) in marketing their products in international markets by offering incentives at various phases of the business cycle.

MoMSME designated ECGC Ltd. (Formerly known as Export Credit Guarantee Corporation of India Ltd.) as the implementing agency of the scheme.

  • A Memorandum of Understanding (MoU) in this regard was signed in the presence of B. B. Swain, IAS, Secretary, MoMSME, at New Delhi, Delhi.

Highlights: AIBD’s 47th Annual Gathering & 20th AIBD General Conference and Associated Meetings 2022

On 20th September Union Minister for Information and Broadcasting Anurag Thakur inaugurated the 47th Annual Gathering and 20th Asia-pacific Institute of Broadcasting Development (AIBD) General Conference (GC) and Associated Meeting 2022 that took place from 19th September, 2022 to 21st September 2022 in New Delhi.

  • India’s Presidency of the prestigious AIBD has been extended for another year and the decision was unanimously taken by the AIBD member countries at this 2-day GC.
  • Currently, Sh. Mayank Kumar Agrawal, Chief Executive Officer, Prasar Bharati and Director General, Doordarshan is the President of AIBD.

Israel embassy in India & Khushii Foundation launched women empowerment project ”Saaras” in Ghaziabad

Israel embassy in India and Khushii Foundation launched a special project “Saaras” to promote women empowerment, menstrual hygiene and awareness in Arthala, Ghaziabad, Uttar Pradesh(UP). The project was inaugurated by Ambassador of Israel to India Naor Gilon. 

  • The project was launched in collaboration with accredited social health activists (ASHA) workers from the Ghaziabad health department. 
  • Naor Gilon along with Anirudh Khaitan President Khushii also inaugurated a center with facilities to produce eco-friendly cost-effective sanitary napkins. The manufacturing unit was established with assistance from MASHAV, an Agency for International Development Cooperation in the Ministry of Foreign Affairs of the State of Israel.

Centre Announces New Medical Device Rules to Simplify Licensing Procedures

The Union government has notified the Medical Devices (Amendment) Rules, 2022, which stipulates that all ‘Class A’ medical device manufacturers must register themselves through the “Online System for Medical Devices,” a designated online platform created for the purpose.

  • ‘Class A’ medical devices provide minimal to moderate risk to the patient or user (like surgical dressings).

Registration of Class A (Non-Sterile and/or Non-Measuring) Medical Devices
i.The manufacturer must provide an undertaking stating that the proposed device is a non-sterile and/or non-measuring ‘Class A’ medical equipment.

  • The manufacturer must self-certify that it meets the standards specified in the Medical Devices Rules, 2017.
  •  After furnishing the information on the “Online System for Medical Devices” established for the purpose, registration number will be generated.

ii.The importer of medical devices must also provide an undertaking confirming that the proposed equipment is a ‘Class A’ medical device and that it complies with essential safety criteria.

  • Importers must provide a self-attested copy of the overseas manufacturing site, establishment, or plant registration in the country of origin issued by a competent authority.

iii.The licensing authorities may check the records or documents at any time and look into any complaints or failures with quality or safety.

  • If the manufacturer or importer violates these rules, the state or central licensing authority may revoke or suspend the registration number.

Background  

On September 14, 2022, the reconstituted National Medical Device Promotion Council (NMDPC), under the Department of Pharmaceuticals, Ministry of Chemicals and Fertilizers, held its first meeting, at the Dr. Ambedkar International Centre in New Delhi, Delhi.

  • The NMDPC was initially established in 2018 under the Department for Promotion of Industry & Internal Trade (DPIIT), Ministry of Commerce & Industry.
  • In August 2022, it was reconstituted under the Department of Pharmaceuticals.

During the meeting, the Department of Health and Family Welfare (DoHFW), MoHFW, has reinforced its preparedness for the transition to licensing of Class-A and Class-B medical devices, w.e.f. October 01, 2022, under the Medical Devices Rules 2017.

Note: The Department of Pharmaceuticals will host the National MedTech Expo, 2022, in December 2022 to highlight the strengths and capabilities of the Indian medical device industry.

HPCL & Indian Army collaborated on CSR project: ‘Kargil Ignited Minds’

The Hindustan Petroleum Corporation Ltd (HPCL) has collaborated with the Indian Army to implement a Corporate Social Responsibility (CSR) project ‘Kargil Ignited Minds’ to coach and mentor less-privileged girl students in Kargil. The MoU has been signed between HPCL & Indian Army at Headquarters 14 Corps in Leh.

  • The ‘Kargil Ignited Minds’ project aims to prepare 50 girl students for various national-level engineering and medical entrance examinations.
  • The project focuses on empowering poor girls who have few resources and must endure harsh weather.
  • The girl students must go through several procedures, they are screening, preliminary exams, and interviews, to participate in the Kargil Ignited Minds project.
  • Students could improve their knowledge, abilities, and personalities through this project.

INTERNATIONAL AFFAIRS

Credit Suisse Report: Global Wealth Jumps to 9.8% YoY at USD 463.6 trillion in 2021

According to 13th edition of Global Wealth Report 2022 by Credit Suisse,a Switzerland-based investment bank and financial services firm, India witnessed a 12 percent year-on-year (YoY) growth in total household wealth in FY21.The report also estimates that global wealth totaled USD 463.6 trillion at the end of 2021, a rise of USD 41.4 trillion (9.8 percent).

  • The report also forecasts the number of millionaires in India to more than double from 796,000 in 2021 to 1.6 million in 2026.

From the report:
i.The number of global millionaires will exceed 87 million in 2026 which is an increase of 25 million from 2021.
ii.The United States tops the world millionaire list which houses around 39 percent of global millionaires, followed by China in 2nd place.

  • The US acquires the most household wealth in 2021, followed by China, Canada, India and Australia.

iii.During the period from 2021 till 2026, the number of millionaires in China is expected to grow by 97 percent and 13 percent in the world’s largest economy, the US.
India:
i.Number of millionaires in India is expected to grow 105 percent to 16.32 lakh between 2021 to 2026 from 7.96 lakh (2021).

  • India houses about 1 percent of the world’s millionaires.

ii.Wealth per adult has risen at an average annual rate of 8.8 percent since 2000 and stood at USD 15,535 at the end of 2021, which is below the global mean.

BANKING & FINANCE

RBI lifts Prompt Corrective Action restrictions on Central Bank of India

The Reserve Bank of India (RBI) has removed the Central Bank of India from the Prompt Corrective Action Framework (PCAF) watchlist following its improvement in various parameters.

  • RBI has imposed restrictions on the bank to strict lending curbs in June 2017 due to its high net Non-Performing Assets (NPAs) and low Return on Assets.
  • This decision has been taken after the board for financial supervision of RBI has reviewed the performance of the Central Bank of India, the figures of which for the year ended March 31, 2022 adhered the PCA parameters.

Key Points:
i.The Bank also has made a written commitment to the RBI for complying with the norms of minimum regulatory capital, net non-performing asset (NPA) and leverage ratio on an ongoing basis.
ii.Central Bank of India reported a 14.2% rise in net profit to Rs 234.78 crore in Q1FY23 as compared to Rs 205.58 crore in Q2FY22.
iii.In the Q2FY23, the bank’s gross NPA fell to 14.9% of the gross advances as compared to 15.92% in Q2FY22.
iv.Indian Overseas Bank , UCO Bank and IDBI bank were removed from the watchlist in 2021.
About PCA Framework (PCAF):
Introduced in December 2002, it is a structured early intervention mechanism on the lines of the Federal Deposit Insurance Corp.’s (FDIC) PCA framework. These regulations were later revised in April 2017.

  • PCA is applied when banks breach certain regulatory requirements, and disable banks in several ways from lending freely and force them to operate under a restrictive environment.
  • While deciding on removing a bank from PCA, RBI considered both quantitative and qualitative parameters.

NPCI Introduces UPI Payments Through Rupay Credit Cards

The National Payments Corporation of India (NPCI) has introduced Unified Payments Interface (UPI) payments via credit cards on the RuPay network, potentially expanding the credit market.Debit cards and bank accounts had previously been used to link UPI, now Rupay credit cards can be linked as well.

Shaktikanta Das, Governor of the Reserve Bank of India (RBI), unveiled this at the 3rd edition of Global Fintech Fest 2022 (GFF 2022), along with

  • “UPI Lite” for small-value UPI transactions via a wallet-like feature and
  • the facility for inward cross-border remittances via the Bharat Bill Pay System (BBPS).

Key Points:
i.To enable offline payments, RuPay credit cards will be linked to a Virtual Payment Address (VPA) or a UPI ID.

  • As a result of this linkage, customers will use credit cards more frequently, which will also enable merchants access to more customers.

ii.The first banks to launch UPI on RuPay credit cards using the BHIM app are Punjab National Bank (PNB), Union Bank of India (UBI), and Indian Bank. [BHIM stands for Bharat Interface for Money].
iii.Federal Bank (India) and Lulu Exchange (United Arab Emirates) would be the first to accept BBPS cross-border bill payments.
iv.The UPI Lite feature is also functional with eight banks, including Canara Bank, HDFC Bank, Indian Bank, Kotak Mahindra Bank, PNB, State Bank of India (SBI), UBI, and Utkarsh Small Finance Bank.
v.Approximately 50% of UPI transactions as of now are under Rs. 200, demonstrating that the network depends on small-value transactions to function.

KMBL Collaborates with IIT-M to Launch Kotak IITM Save Energy Mission
On 20th September 2022, Kotak Mahindra Bank Limited (KMBL) and Indian Institute of Technology-Madras (IIT-M) has announced a CSR (Corporate Social Responsibility) partnership to launch the ’Kotak IIT-M Save Energy Mission’.
Union Minister Dharmendra Pradhan inaugurated the  Kotak IITM Save Energy Mission at the IITM Campus, Chennai, Tamil Nadu on 19th September 2022.

  • This aims to encourage adoption of various energy conservation measures in the Micro, Small and Medium Enterprises (MSME) sector.

Key highlights:
i.This partnership between KMBL & IIT-M will help Small and Medium Enterprises (SMEs) and MSMEs to reduce waste, save on audit costs and implement energy-saving measures.
ii.Under KMBL’s CSR Project on environment and Sustainable Development, the bank is funding IIT-M to establish 5 satellite centres across India to promote energy efficiency for MSME.

  • IIT-M will be the hub of Save Energy Mission, which will engage with IIT-Bombay, IIT-Gandhinagar, IIT-Indore, IIT-Ropar  to establish 4 satellite centres for carrying out energy efficiency and performance audits and encouraging adoption of various energy conservation measures in the Indian MSME sector

iii.The hub at IIT-M would monitor and implement the energy assessment activities across India and the remaining 4 satellite centres would identify the MSMEs that qualify for industrial energy assessment services and would also carry out audits and share recommendations for energy saving.

RBI asks Large UCBs to set up Board-approved policy, Compliance Function; India’s banking System Liquidity faces Deficit after 40 monthsi.On September 19, 2022, the Reserve Bank of India (RBI) directed Urban Cooperative Banks (UCBs) belonging to tier 3 and tier 4 categories, except UCBs under All Inclusive Directions (AID), to create a Board-approved policy and compliance function.
ii.Under this, UCBs with more than Rs 10,000 crore deposits (tier 4 category) mandated to create same, including the appointment of a Chief Compliance Officer (CCO), by April 1, 2023 while Tier 3 UCBs i.e. those having more than Rs 1,000 crore and up to Rs 10,000 crore deposits are given the deadline of October 1, 2023.
iii.According to the Reserve Bank of India (RBI), India’s banking system liquidity has slipped into deficit for the first time in nearly 40 months.

i.The Reserve Bank of India was established on April 1, 1935, in accordance with the provisions of the Reserve Bank of India Act, 1934.
ii.The Central Office of the Reserve Bank was initially established in Calcutta but was permanently moved to Mumbai in 1937.

Yes Bank approves sale of Rs 48,000 cr stressed loans to JC Flowers ARC

On 20 September 2022, the Board of Directors of Yes Bank approved the transfer of stressed assets worth  Rs 48,000 crore to JC Flowers Asset Reconstruction Company (ARC).

  • YES Bank will also pick up a 19.99% stake in the JC Flowers ARC (in single or multiple tranches), which is subject to regulatory approvals.
  • JC Flowers ARC won Yes Bank’s non-performing loan portfolio for Rs11,183 crore in a Swiss Challenge auction process, after a consortium of Cerberus Capital and Asset Reconstruction Company of India (ARCIL) withdrew its bid.
  • The binding term sheet was signed by the Bank with JCF ARC LLC (Limited Liability Company)and JC Flowers ARC for a strategic partnership related to the sale of the stressed loan portfolio of the Yes Bank.
  • The JC Flowers ARC will have to pay Rs 1,677 crore within 60 days of Yes Bank formally approving the offer. It already paid an earnest money deposit of USD 50 million at the time of submitting the bid.

ECONOMY & BUSINESS

ADB Cuts India’s GDP Growth Forecast for FY23 to 7.0 %

The Asian Development Bank (ADB), in its September 2022 update of the report titled “Asian Development Outlook 2022: Entrepreneurship in the Digital Age”, reduced India’s Gross Domestic Product (GDP) growth forecast for fiscal year 2022-23 (FY23) to 7% from 7.2 % earlier, quoting higher-than-expected inflation and monetary tightening.
Key Points:
i.The Indian economy grew 13.5% year-on-year in the first quarter (Q1) of fiscal year 2022 (FY2022, ending March 31st 2023), indicating robust expansion in services.
ii.However, the GDP growth estimates are lowered from the forecasts of second supplement to Asian Development Outlook Report 2022 (ADO 2022) to 7.0% for FY2022 (ending in March 2023) and 7.2% for FY2023 (ending in March 2024).

  • In the first supplement to ADO 2022 in July, it reduced the growth forecast for FY23 to 7.2 per cent and for FY24 to 7.8 per cent.
  • Every year, ADB releases the flagship ADO report in April month. It had then projected the Indian economy to grow at 7.5 per cent in FY23 and 8 per cent in FY24.

iii.This revision has been made due to the possibility that pricing pressures will have a negative impact on domestic consumption and that low global demand and high oil prices will hinder net exports.
iv.According to the ADO, the Chinese economy would rise by 3.3 % in 2022, lower than the previously predicted 5.0 %.

Ratan Tata & 2 others appointed as Trustees of PM CARES Fund

On 21st September 2022, Government has appointed Tata Sons Chairman Emeritus, Ratan Tata; retired Justice K.T. Thomas, former Supreme Court judge; and former deputy Speaker of Lok Sabha Kariya Munda as the trustees of the Prime Minister’s Citizen Assistance and Relief in Emergency Situations Fund (PM CARES Fund).

  • Ratan Tata and 2 others appointed as the newly nominated trustee during the meeting of the Board of Trustees of the PM CARES Fund on 20th September 2022 which was chaired by Prime Minister Narendra Modi.

Key Highlights:
i.The meeting was attended by Union Minister Amit Shah and Union Finance Minister Nirmala Sitharaman. They both also are Trustees of the PM CARES Fund.
ii.The Trust has decided to nominate other eminent persons for the Constitution of Advisory Board of PM CARES Fund, they are:

  • Rajiv Mehrishi, Former Comptroller and Auditor General of India.
  • Sudha Murthy, Former Chairperson, Infosys Foundation.
  • Anand Shah, Co-founder of Teach for India and Former CEO of Indicorps and Piramal Foundation.

iii. During the PM CARES Fund meeting, the presentation was made on the various initiatives, including the PM CARES for Children scheme which is supporting 4,345 children.
iv.The participation of new trustees and advisors will provide wider perspectives on the functioning of the PM CARES Fund and their vast experience in public life would make a further effort in making the fund more responsive to various public needs.

Minister of Education & Skill Development Launches SCALE App for Skill Development in Leather Sector

Union Minister of Education and Skill Development and Entrepreneurship Dharmendra Pradhan launched the SCALE (Skill Certification Assessment for Leather Employees) app during his visit to the Council of Scientific & Industrial Research – Central Leather Research Institute(CSIR-CLRI), Chennai, Tamil Nadu.

  • SCALE, an Android app developed by the Leather Sector Skill Council (LSSC), provides a one-stop solution for the skilling, learning, assessment, and employment needs of the leather industry.

Key highlights:
i.The SCALE app allows people from all age groups interested in leather craft to access online live-streamed classes from the state-of-the-art studio at its office.
ii.The Ministry of Skill Development and Entrepreneurship, National Skill Development Corporation (NSDC), CLRI, and Leather Sector Skill Council will collaborate to set up Common Facility and Skilling Centre across India.
iii.NSDC and CSIR-CLRI will work together for addressing the skilling needs the leather sector and a national level capacity building program will be held at CSIR-CLRI for augmenting the capacities of professionals in the sector.

Nasa’s Moxie Instrument Successfully makes Oxygen on Mars

NASA’s Experiment Mars Oxygen In-Situ Resource Utilisation Experiment (MOXIE), a lunchbox sized instrument has successfully generated Oxygen (O2) by carrying out the work of a tiny tree on Mars.

  • Background – Since February 2021, the MIT-led MOXIE, has been producing oxygen from the carbon dioxide (CO2) rich atmosphere of Mars.

Key highlights:
i.As per the researchers, by the end of 2021, MOXIE was able to produce O2 on 7 experimental runs, in several atmospheric circumstances, including day and night and throughout the Martian seasons.

  • In each experimental run, MOXIE produced 6 grams of O2 per hour, which roughly equals the O2 produced by a small tree on Earth.

ii.Moxie is capable of producing O2 at almost any time of the Mars Planet’s day and year but the current version of the instrument is small by design in order to fit aboard the Perseverance rover.

  • It is currently designed and built to run for only short periods, whereas a full-scale oxygen factory would require larger units to run continuously.

Indian FSDL & German DFL signed MoU to Bring World’s Best Practices to Indian Football

The Deutsche Fußball Liga- (DFL– German Football League), the organising body of Bundesliga and Bundesliga 2 has signed a Memorandum of Understanding (MoU) with the Football Sports Development Limited (FSDL), the commercial partner of Indian football and organiser of the Indian Super League.

  • Both DFL & FSDL (two entities) will focus on club initiatives, and fan engagement using technology and also have workshops. The 1st knowledge-sharing workshop took place in Frankfurt, Germany.
  • According to MoU, both parties aim to gain ‘valuable insights’ into each region’s respective sporting cultures.
  • The ultimate goal of Football events and experiential marketing activities is to raise awareness and find new ways to grow a passionate but largely untapped fan base.
  • There is another key area called ‘e-Football’, with DFL and FSDL working together in the development of a structure and commercial model for the e-Indian Super League (eISL).

Padma shri awardee Acharya Ram Yatna Shukla passed away

Padma shri awardee Prof Acharya Ram Yatna Shukla, a Sanskrit scholar and former President of Kashi Vidwat Parishad, passed away at the age of 90 years.
About Acharya RamYatna Shukla:
i.Acharya RamYatna Shukla, born on 15th January 1932 in Bhadohi district, Uttar Pradesh (UP), was a scholar of Sanskrit grammar and played an important role in conserving ancient and Sanskrit texts.

  • He is popularly called as “Abhinav Panini” due to his contribution towards inventing new methods of Sanskrit Grammar and Vedanta teaching and modernisation.

iii.He was the founder of UP Nagkoop Sastrath Samiti and Sanatan Sanskriti Samvardhan Parishad, which are engaged in uplifting of Sanskrit language and moral value of society.

  • Through these samitis he supported economically weaker sections of society and carried out various social work.

iv.He also served as the Head of Department (HOD) and Dean at Sampurna Nand Sanskrit University, Varanasi, UP
v.He served as the Principal, Lecturer, Reader and Visiting Professor of prominent institutes of India such as Banaras Hindu University (BHU) in Varanasi(UP), French Institute of Indology in Puducherry, Lal Bahadur Shastri University in New Delhi.
Awards:

  • He was honoured with more than 25 awards including Keshav award, Vachaspati Award, Vishwabharti award. He was conferred the title of “Mahamahopadhye”.
  • He was awarded the Padma Shri in 2021 for immense contribution in social work.

Book Publication:
He has authored several books and research papers. One of his key publications is “Vyakaran Darshne Shristi Prakriya Vimarsha”

World Alzheimer’s Day 2022- September 21

World Alzheimer’s Day is annually celebrated across the globe on 21 September to raise awareness about Alzheimer’s disease, dementia and the importance of a timely diagnosis, warning signs of dementia.

  • The day also highlights the need to fight against the stigma that still surrounds Alzheimer’s disease and dementia.

Note: Alzheimer’s is a progressive neurologic disorder that causes the brain to shrink (atrophy) and brain cells to die. It is the most common type of dementia that affects around 50-60% of people with dementia.
World Alzheimer’s Month- September 2022:
i.World Alzheimer’s Month is the international campaign from Alzheimer’s Disease International (ADI) that takes place every September.

  • The theme for World Alzheimer’s Month in September 2022 is ‘Know dementia, Know Alzheimer’s’, continues on from the 2021 campaign.

Railway Protection Force celebrates 38th Raising Day – 20th September 2022

The Railway Protection Force (RPF) is annually observed on 20th September as the Raising Day of RPF by the members of the force and their families.

On 20th September 2022, the RPF celebrated the 38th Raising Day and the parade was organized as a part of the celebration for the 1st time at the Central Level at Jag Jeewan Ram RPF Academy in Lucknow, Uttar Pradesh.

  • The Chief Guest of the Raising Day Parade was Darshana Vikram Jardosh, the Union Minister of State (MoS) for Railways and Textiles.

Note: The RPF was constituted under the Railway Protection Force Act 1957 for  providing security to Railway property.
Key Highlights:
i.The National Level Parade of RPF  for the first time organised the 38th Raising Day outside New Delhi.
ii.MoS Darshana Jardosh appreciates the role of RPF in ensuring safe travel for women passengers and awarded 23 medals to men in Uniform.
iii. Out of 23, 16 RPF men were awarded for their distinguished service and 7 Officers, including Sarwottam Jeewan Raksha Padak posthumously to Late Gyan Chand, Head Constable RPF NCR were awarded for the bravery of saving life while on duty.

ii.She also announced the skill up-gradation training centre on the premises of the 3rd battalion RPSF (Railway Protection Special Force) for the up-gradation of skills of family members of RPF officers, especially women at the cost of Rs 3 crore.

SECI celebrates 11th Foundation Day – September 20 2022

Solar Energy Corporation of India Limited (SECI) celebrated its 11th Foundation Day on 20th September 2022.

The SECI, a CPSU (Central Public Sector Undertakings) under the Ministry of New and Renewable Energy (MNRE), was established on 20th September 2011 to facilitate the implementation of the National Solar Mission(NSM). It is the only CPSU dedicated to the solar energy sector.
