3-day 2nd ‘National Tribal Dance Festival 2021’ held in Raipur, ChhattisgarhThe state of Chattisgarh observed a 3-days annual 2nd National Tribal Dance Festival 2021 on October 28-30. It was held at Raipur’s Science College ground as a part of the tourism development plan of the state. It was inaugurated by Chief Minister (CM) of Jharkhand Hemant Soren and CM of Chhattisgarh Bhupesh Baghel.

  • This year’s event was clubbed with Chattisgarh’s Rajyotsava (state foundation day- November 1, 2021).
  • The event showcased the performances by tribal dancers from 27 Indian states and six union territories.

Competition:
National teams competed for the top three positions with prizes worth Rs 5 lakh, Rs 3 lakh and Rs 2 lakh, respectively. The competition was in two categories viz. wedding dance and a traditional dance on the theme of harvesting or agriculture.
Winners:
i.Team Jharkhand won in both categories, winning cash prizes totaling Rs 10 lakh.
ii.Team Odisha was the runner-up in both categories,
iii.Team Assam stood third in the wedding dance category and Team Chhattisgarh won the third position in the traditional dance category.
Key Points:
i.The festival also featured performers from seven foreign countries viz. Uzbekistan, Nigeria, Mali, Sri Lanka, the Kingdom of Eswatini (Swaziland), Palestine and Uganda.
ii.The festival was also attended by Punjab CM Charanjit Singh Channi, as a special guest.
iii.This festival was initiated in 2019 by  the Chhattisgarh Tourism Board.

DIGIT provides  support to National Platform for Urban Governance, Transforming Urban Landscape
The DIGIT (Digital Infrastructures for Governance, Impact and Transformation) , an  eGov Foundation platform, will now provide support to the National Urban Digital Mission (NUDM). It will help in urban governance and with the motive of to support the citizen centric governance.

  • The DIGIT empowers the ease of living through e-governance (electronic governance) services including  efficiency, accountability and transparency with the help of State and Local governments.

Key points:
i.National Institute of Urban Affairs (NIUA) which established in 1976, works with eGov Foundation for the improved urban governance, bridging the gap between research and practice.
ii.To create and implement the National Urban Governance Platform (NUGP), which is one of the initiatives under NUDM.
iii.NUDM is setting up the cloud based platforms along with 9 services applications such as property tax assessment and payment, building plan approval, municipal grievance redressal, trade license issuance and payment, No-Objection Certificate (NOC) issuance, water and sewerage connection management and others.
iv.NUGP will provide benefits to urban citizens living in more than 4700 towns and cities in the country.

NCW, NALSA Launched Pan-India Legal Awareness Programme for WomenThe National Commission for Women (NCW), along with National Legal Services Authority (NALSA) launched “Empowerment of Women through Legal Awareness”, a pan-India Legal Awareness Program for Women at Varanasi, Uttar Pradesh.

  • The awareness program was launched by Justice UU Lalit, Supreme court Judge with the Executive chairman of NALSA and chairperson of NCW.

Key points 
i.The legal Awareness program imparts practical knowledge about legal rights including Indian Penal Code for Women and girls.
ii.The Program aims to train the teachers and in turn they train the women and girls in cross-sections of the society.
iii.The Program covers all states and union territories.
iv.Earlier, The NCW had launched the pilot project for women along with NALSA that covered 8 states such as Uttar Pradesh, Madhya Pradesh, Maharashtra, West Bengal, Rajasthan, Assan, ANdhra Pradesh and Telangana in August 15, 2020.

PM Narendra Modi Visited Italy and Participated in 16th G20 Summit from October 30 -31 Prime Minister Narendra Modi visited Italy and participated in the 16th G20 (Group of Twenty) Leaders’ Summit, which was held in Rome, Italy from October 30 to 31, 2021.

  • Theme: The 2021 G20 is under the Italian Presidency. It is focusing on three broad, interconnected pillars of action: People, Planet, and Prosperity.
  • Other G20 leaders who have participated in the summit include US President Joe Biden, German Chancellor Angela Merkel, French President Emmanuel Macron and summit host Italian Prime Minister Mario Draghi.

Key Points:
i.To strengthen the partnerships in the energy transition, India and Italy agreed to explore the development of green hydrogen, setting up renewable energy corridors, and joint projects in the natural gas sector.
ii.The G20 committed to the Paris Agreement goal to hold the global average temperature increase well below 2°C and to pursue efforts to limit it to 1.5°C above pre-industrial levels.
iii.G20 have reaffirmed their full support for the Financial Action Task Force (FATF) and the Global Network and recognise that effective implementation of Anti-Money Laundering/Countering the Financing of Terrorism and Proliferation (AML/CFT/CPF).

2015-2021 Warmest Years on record – WMO State of the Global Climate 2021 reportAs per the provisional ‘State of the Global Climate 2021 report’ released by the World Meteorological Organization (WMO), the past seven years from 2015 to 2021 (1st 9-months) set to be witnessed the Warmest years on record. This increase in temperature is caused mainly due to the increase in atmospheric Greenhouse Gas (GHG) concentrations.

  • 2021 will be between the 5 and 7 warmest year on record and that 2015 to 2021 will be the seven warmest years on record.
  • The report provides a detailed pictures of climate indicators such as greenhouse gas concentrations, temperatures, extreme weather, sea level, ocean warming and ocean acidication, glacier retreat and ice melt, as well as socio-economic impacts.

Findings of the Report:
i.The report is based on the data of first nine months of the year 2021 and the Global mean temperature in 2021 (1st 9-months) was 1.09°C above the 1850-1900 levels.
ii.Ocean Level – 

  • Top 2000-meter layer of the ocean reached a record high temperature in 2020.
  • Ocean absorbed around 23% of global anthropogenic CO2 to the atmosphere and so is becoming more acidic.

Ujjivan Financial Services’ Board approved its amalgamation with USFBi.The board of Ujjivan Financial Services has approved the amalgamation of the company with its subsidiary, Ujjivan Small Finance Bank (USFB). This decision has been taken to meet the public shareholding norms of SEBI (Securities and Exchange Board of India).
ii.Under this amalgamation Ujjivan Financial Services will be a transferor company and Ujjivan SFB is a transferee company.
iii.Ujjivan Financial Services is the holding company and promoter of Ujjivan SFB. It currently holds 83.32% of the equity shareholding and 100% of preference shareholding of Ujjivan SFB.

ADB, AIIB processing $2 billion loan for India to buy COVID-19 vaccines China-based Asian Infrastructure Investment Bank (AIIB) along with the Asian Development Bank (ADB) are currently processing a USD 2 billion loan for India to purchase COVID-19 vaccines under ADB’s Asia Pacific Vaccine Access Facility (APVAX).

  • AIIB provides USD 500 million and the Manila-based ADB is expected to finance USD 1.5 billion.
  • The multilateral financing institutions boost the immunization rate of the country’s eligible population.

Key points 
i.About 667 million doses of COVID-19 vaccines were expected to be procured through the loan.
ii.India is the second-largest shareholder after China in AIIB, has approved 147 projects amounting to USD 28.9 billion.
iii.Sustaining Global Value Chains is AIIB’s latest Asian Infrastructure Finance (AIF) report is also released to point out the need for greater international cooperation that ensures supply chain infrastructure to be greener, more digital and more resilient.
Other Projects Funded by AIIB:
i.AIIB formally granted USD 356.67 million loans for the expansion of the Chennai metro rail system.
ii.The USD 400-million Chennai Metro Corridor-5 is at an advanced stage of project approval process.
iii.The transport projects like Outer Ring Road Project worth USD 300 million are also undertaken by AIIB.
iv.By 2025, the bank’s climate finance will be 50 percent of the total loan which will be aligned with the Paris Climate Agreement.
v.AIIB has financed seven infrastructure projects worth USD 1.5 billion to Pakistan.

  • Visakhapatnam is Designed by the Directorate of Naval Design, Indian Navy’s design Organisation.
  • The Destroyer is constructed by the Mazagon Dock Shipbuilders Ltd, Mumbai.

  • The global observance was co-hosted by UN-Habitat and the Government of the Arab Republic of Egypt and it took place in Luxor, Egypt. 
  • The Global theme (Sub Theme) of World Cities Day 2021 is “Adapting Cities for Climate Resilience”. 
  • The general theme of World Cities Day is Better City, Better Life, which remains same for every year, while each year a different sub-theme (Global theme or theme of WCD) and a location for global observance is selected.

Background:
i.The United Nations General Assembly(UNGA) adopted a resolution (A/RES/68/239) on 27th December 2013 and proclaimed the 31st October of every year as “World Cities Day”. 
ii.The first ever World Cities Day was observed on 31st October 2014. 

  • The observance of World Cities Day ties in with Sustainable Development Goal(SDG) 11, to make cities “inclusive, safe, resilient and sustainable”.

Gujarat Govt Launches ‘e-Sarkar app’ on Pilot Basis for Paperless AdministrationOn October 31, 2021, the Gujarat government launched the ‘e-Sarkar’ app on a pilot basis to make administrative works paperless, quick and easy for citizens.
Key Points:
i.The state govt plans to launch the app on a full scale on December 25, 2021, the same day on which India celebrates Good Governance Day.

  • Good Governance Day – This day is celebrated annually on 25th December to mark the birth anniversary of the former Prime Minister Atal Bihari Vajpayee.

ii.Integration: The e-Sarkar app was formed by combining the latest technology along with the existing IWDMS (Integrated Workflow and Document Management System) app, which was launched by the Gujarat government in 2005 for administrative purposes.
iii.The e-Sarkar app was made applicable to collector-DDO (Drawing and Disbursing Office) offices and various government departments of the state at the Secretariat, district and taluka levels.
iv.The app will also cover civic-oriented services like RTI (Right to Information) application, public complaints, and appointments for visits to various government offices.

Kalij Pheasant Declared as Bird of the UT of Jammu and Kashmir

Following the approval of Lieutenant Governor  Manoj Sinha, the Department of Forest, Ecology and Environment issued the order declaring the Kalij Pheasant, also known as ‘Lophura Leucomelanos’, as the bird of the Union Territory(UT) of Jammu & Kashmir(J&K).

  • Kalij Pheasant which is widely found in Mansar, Surinsar, Jasrota and Bhaderwah areas was declared as the bird of UT to prevent it from hunting.
  • Before the bifurcation of the State, the State of J&K had Black-necked Crane as State Bird and Kashmir Stag (Hangul) as State Animal.

Manohar Lal Khattar, Chief Minister(CM) of Haryana, has launched the ‘Uttam Beej portal’ which will benefit the farmers of Haryana by providing quality seeds with transparency.
The portal will provide transparency in the seed production programme arranged by both the  Government and private seed producing agencies and ensure the quality of certified seeds.
