Cabinet Approval on September 29, 2021Cabinet Approval on September 29, 2021The Union Cabinet headed by Prime Minister Narendra Modi approved the following important initiatives on September 29, 2021.
Key Approvals:
i.The government has approved the continuation of the National Export Insurance Account (NEIA) scheme with the contribution of Grant-in-aid of Rs 1,650 Crore over a period of 5 years, i.e. from FY22 to FY26.
ii.The cabinet has approved the doubling of the Nimach-Ratlam railway line in Madhya Pradesh at a total estimated cost of Rs 1,095.88 crore.
iii.The Union Cabinet approved the doubling of the Rajkot-Kanalus railway line in Gujarat at a total estimated cost of Rs 1,080.58 crore.
iv.The Government approved capital infusion of Rs 4,400 crore to ECGC Ltd. (formerly known as Export Credit Guarantee Corporation of India Ltd.) over a period of 5 years, i.e. from FY22 to FY26.
v.The Union Cabinet has approved the continuation of the Centrally Sponsored National Scheme ‘National Scheme for Mid-Day Meal in Schools’ popularly known as Mid-Day Meal Scheme in Schools for 5 more years, till FY26.

  • Modification: Cabinet has approved renaming the Mid-Day Meal Scheme into PM POSHAN (Pradhan Mantri Poshan Shakti Nirman).

vi.The Cabinet Committee on Economic Affairs chaired by PM Narendra Modi has approved the listing of Export Credit Guarantee Corporation (ECGC) Ltd., an unlisted Central Public Sector Enterprises (CPSE) through the Initial Public Offer (IPO) on the Stock Exchange under the SEBI’s (Issue of Capital and Disclosure Requirements) Regulations, 2018.

DAC approves Defence Procurement worth Rs. 13,165 croresOn 29th September 2021, the Defence Acquisition Council (DAC) under the Chairmanship of Defence Minister Rajnath Singh approved the Acceptance of Necessity (AoN) for defence procurement worth Rs. 13,165 crores for modernisation of Indian Armed Forces.
i.87% (Rs. 11,486 crores) of the Rs. 13,165 crores were approved for domestic procurement to boost ‘Make in India’ in the Defence Sector.

  • Hindustan Aeronautics Limited (HAL) to manufacture 25 Advanced Light Helicopters (ALH) Mark III helicopters for the Indian Army at an approximate cost of Rs. 3,850 crores.

Expert group for minimum wages reconstitutedBarely three months after the committee was set up, the Labour Ministry reconstituted the expert group responsible for determining the national floor level minimum wages under the Code on Wages.

  •   Economist and statistician SP Mukherjee will lead the 9-member group. Ajit Mishra, who headed the previous panel, excused himself from discharging his duty on account of his personal and other professional commitments.
  •   The group includes Arup Mitra of the Institute of Economic Growth (IEG) and Rupa Chanda of the Indian Institute of Management (IIM), Bangalore were added as members to the group along with a representative from the Ministry of Skill Development and Entrepreneurship.
  •   The group has been constituted for a period of three years and will continue to provide technical inputs to the ministry going forward.

About Labour Code on Wages
i.The Labour Code on Wages was passed in 2019.
ii.It gives legislative protection of minimum wages to all workers.
Additional Information
i.Prior to the wage code in August 2019, the Labour Ministry had set up a similar committee chaired by Prof Anoop Satpathy.
ii.In January 2019, the seven-member committee suggested a national minimum wage at Rs 375 per day or Rs 9,750 per month irrespective of sectors, skills, occupations and rural-urban locations.
iii.It also suggested a monthly housing allowance of Rs 1,430 for city-based workers.
Note: The Economic Survey of 2018-19 suggested that India needs to have a mandatory national-level minimum wage to promote social justice and curb distress migration.

MSME Minister Narayan Rane launches India Export Initiative and IndiaXports 2021 PortalThe Union Minister for Micro, Small and Medium Enterprises (MSMEs), Narayan Tatu Rane virtually inaugurated the India Export Initiative and SME(Small and Medium Enterprises) Forum’s portal IndiaXports 2021 India  in New Delhi. It will enhance the exports and ensure localisation. It will work as a global manufacturing powerhouse by improving India’s manufacturing base.
Objective-
To boost the number of exporting MSME, increase export by 50 percent in 2022 and contribute to achieve the target of becoming a USD 5 trillion economy.
Key points
i.The India Export initiative launched in line with the portal has targeted to support over 1 lakh MSMEs looking to know more about exports and provide  support to over 30,000 MSMEs to start exporting.
ii.It will provide an instructor-led orientation to MSMEs through a series of sessions for specific sectors, highlighting the opportunities in specific products in international markets.

NMDC’s R&D Centre & CSIR-IMMT signed MoU for joint R&D Projects

The Research and Development (R&D) Centre of the NMDC Limited has signed a Memorandum of Understanding(MoU) with the Council of Scientific and Industrial Research-Institute of Minerals and Materials Technology (CSIR-IMMT) to pursue joint Research and Development(R&D) projects.
The MoU was signed by SK Chaurasiya, GM, R&D, NMDC, Hyderabad and Ashok Sahu, Chief Scientist and Head of Strategy Planning & Business Development(SPBD), CSIR-IMMT, Bhubaneswar.

  • The collaboration of NMDC with the CSIR-IMMT is in line with the NMDC’s efforts to become self-reliant using indigenous technology in mining.

Features of the collaboration:
The collaboration focuses on the development of indigenous technology to make the Indian mineral industry self-reliant.
Under this collaboration, the knowledge and experience of both the R&D centre of NMDC and CSIR-IMMT will be utilised to research in the areas like,

India Ranks 59th in ‘Digital Quality of Life Index 2021; Denmark TopsIndia was positioned at an overall rank of 59th among 110 countries in the 3rd edition of ‘Digital Quality of Life Index (DQL) 2021’ prepared by cybersecurity company ‘Surfshark’. This is 2 positions lower than the 57th rank secured by India in the 2020 Index.
i.For the 2nd consecutive time, Denmark topped the ranking, followed by South Korea & Finland in 2nd & 3rd positions.
ii.Ethiopia is the lowest (110) ranked Country.Cambodia ranked at 108th Position & Cameroon ranked at 109th Position .
iii.The Index ranks India at 17th place among the Asian countries and 1st in the South Asian region.
iv.The report evaluates countries’ digital quality based on 5 fundamental principles.
Note – India shares 49th rank along with Thailand, in the ‘2021 Inclusive Internet Index’ by The Economist Intelligence Unit (EIU), where the ranking was topped by Sweden.

SEBI Board Approved List of Key Amendments, Initiatives On September 28, 2021, the board of Securities and Exchange Board of India (SEBI) under its board meeting issued frameworks for Gold Exchange, social stock exchange, delisting framework, and superior voting rights shares and approved some amendments.
Key Approvals:
i.Framework for Gold Exchange:

  • EGR: The instrument representing gold will be called ‘EGR’ and it will be notified as ‘securities’ under the Securities Contracts (Regulation) Act, 1956.
  • Eligibility: The Vault Manager should be a body corporate incorporated in India and he should have a net worth of at least Rs 50 crores.

ii.The board approved amending the existing regulatory framework for delisting of equity shares pursuant to open offer as provided under the extant Regulation 5A of the SEBI (Substantial Acquisition of Shares and Takeovers) Regulations, 2011 (Takeover Regulations).
iii.The board has approved the amendments to SEBI (Listing Obligations and Disclosure Requirements) Regulations, 2015, in relation to regulatory provisions on RPTs.
iv.The Board approved an amendment to SEBI (Mutual Funds) Regulations, 1996 for the introduction of Silver Exchange Traded Funds with certain regulations.

RBI takes Indian Overseas Bank out of Prompt Corrective Action frameworkOn September 29, 2021, the Reserve Bank of India (RBI) removed Indian Overseas Bank (IOB) from the Prompt Corrective Action Framework (PCAF) as the performance of bank is compliant with the PCA parameters.

  • This decision has been taken during the performance review of Indian Overseas Bank by the Board for Financial Supervision.
  • With this, IOB committed to comply with the norms of Minimum Regulatory Capital, Net NPA (non-performing assets) and leverage ratio on an ongoing basis.

Background:
The RBI had put IOB under the PCAF in October 2015 due to high NPAs and negative Return on Assets (RoA). IOB was barred from increasing risk-weighted assets.
About PCAF:
The PCAF was introduced in 2002 under which RBI imposes certain business restrictions on banks with weak financial metrics due to poor asset quality, or vulnerable due to loss of profitability.
Points to be noted:
i.Currently, Central Bank of India is the only lender under the RBI’s PCA framework.
ii.Recently, RBI also took UCO Bank out from the PCA framework.

Suryoday Small Finance Bank(SFB) is set to shut down its Automated Teller Machines (ATMs) and discontinue its ATM services from 1st October 2021. The customers can use their ATM or Debit card at other Banks’ ATMs to withdraw cash and for other services, the customers can use internet banking and mobile banking.

  • Suryoday SFB has become the first lender to discontinue its ATM services.

US’ Earth-monitoring satellite ‘Landsat 9’ launched from Californiai.On September 27, 2021, the United States (US) satellite, Landsat 9, was launched through the United Launch Alliance (ULA) Atlas V rocket that lifted off from the foggy Vandenberg Space Force Base in California, US.
ii.It will monitor the Earth’s land surface by taking the orbital track of Landsat 7, which will be decommissioned.
iii.It is a project of NASA (National Aeronautics and Space Administration) and the US Geological Survey (USGS).

North Korea Test-Fired Hypersonic Missile: Hwasong-8The North Korean Academy of National Defense Science has test-fired a newly-developed hypersonic missile, ‘the Hwasong-8’.

  • Hwasong series missiles used liquid-propellant engines with an ampoule fuel system. North Korea has used the ampoule fuel system for the 1st time.
  • The missile has nuclear capabilities and they have named it a ‘strategic weapon’.

About Hypersonic Missile:
i.Hypersonic are the missiles that are capable of travelling at least 5 times the speed of sound. They are more difficult to track and intercept.
ii.The ampoule is the Russian term for liquid-propellant missiles that could be fueled during production and then sent to the field in canisters.

  • Quick Launch Time: This technology reduces the launch time as it allows missiles to be pre-fuelled and then sent to the field in canisters. Thus the soldiers do not need to fuel the missiles in the field as they could potentially stay launch-ready for years.

iii.Russia, China and other countries are also developing hypersonic weapons systems. South Korea also launched a new submarine capable of firing ballistic missiles.
Note – In July 2021, Russia announced its successful launch of a hypersonic missile that reached a speed of 8659.88km/h (5381mph) from a frigate in the White Sea.

  •   It is Sania’s 43rd (Women’s Tennis Association) WTA title and her first title of 2021.
  •   The second seeded Indo-Chinese duo defeated the third seeded pair of American Christian and New Zealander Routliffe 6-3, 6-2 in the summit clash in one hour and four minutes.
  •   Sania and Zhang had defeated the Japanese pair 6-2, 7-5 in the semifinals of the WTA 500 event.

Note: It was Sania’s second final of the season, following a runner-up finish at the WTA 250 Cleveland event in the USA in August, 2021, with Chirstina Mchale.

Management Guru, Padma Shri Bala V Balachandran Passed AwayPadma Shri Professor Bala V Balachandran, the management guru and the founder of Great Lakes Institute of Management (GLIM), who is fondly known as “Uncle Bala” passed away in Chicago, United States of America(USA). He was born in Pudukkottai, Tamil Nadu.
About Bala V Balachandran:
i.Bala V Balachandran started his career as a professor, consultant, mentor, author, entrepreneur and life coach.
ii.He served as the director of the Accounting Research Center at Kellogg in 1985.
iii.He played a major role in designing MBA programmes at the Indian School of Business, Hyderabad and has chaired the committee to select the Dean and faculty members and the curriculum committees.
iv.He established the GLIM, a private business school in India in 2004.
v.The Government of India honoured him with the Padma Shri in 2001 in the field of literature and education.

England’s Football World Cup Winner & Liverpool Striker Roger Hunt Passed Away Roger Hunt, the former striker of Liverpool and England, who was a part of England’s football team (nickname: The Three Lions) that won the 1966 world cup, has passed away in England. He was born on 20th July 1938 in Lancashire, England.
About Roger Hunt:
i.Roger Hunt has represented the Liverpool football club (nickname: The Reds) for around 11 years.
ii.He became Liverpool’s record goalscorer of all time with 285 goals in 492 appearances, Ian Rush broke the record in 1992.
iii.He helped Liverpool to win two league titles and its first FA Cup (Football Association Challenge Cup) trophy in 1964-65.
iv.He has played 34 times for England and lost only twice and he was also a member of the 1962 World Cup squad.

International Translation Day 2021 – September 30The United Nations(UN)’s International Translation Day is annually observed across the globe on September 30th as a tribute to the language professionals who play a major role in connecting nations through dialogue, understanding and cooperation.

  • The 30th September is also celebrated as the Feast of Saint Jerome, the patron saint of translators, librarians and encyclopaedists.

The theme of International Translation day 2021 is “United In Translation”, which was chosen by the International Federation of Translators(FIT- Fédération Internationale des Traducteurs).
Background:
i.The International Translation day was first established by the FIT in 1991 to show solidarity with the worldwide translation community.
ii.On 24th May 2017, The United Nations General Assembly (UNGA) adopted the resolution A/RES/71/288 and proclaimed the 30th September of every year as the International Translation Day.
iii.The first UN International Translation Day was observed on 30th September 2017.

World Maritime Day 2021 – September 30 The United Nations(UN)’s World Maritime Day (WMD) is annually observed across the globe during the last Thursday of September to recognise the contribution of the international maritime industry towards the world’s economy and sustainable development.
The day is annually observed by the International Maritime Organization (IMO).
World Maritime Day 2021, the 44th World Maritime Day, falls on 30th September 2021.

  • WMD 2020 was observed on 24th September 2020.
  • WMD 2022 will be observed on 29th September 2022.

The theme of World Maritime Day 2021 is “Seafarers at the core of shipping’s future”. 
The 2021 theme aims to create awareness about the role of seafarers in world trade.

The individual governments decide on the date of the observance of WMD, but it is usually observed on the last Thursday of September.

Indian Bank Onboarded as Partner Bank for Offline-Online Collection of Treasury of IFHRMSThe  Indian Bank has announced that it has become the official partner bank of the Integrated Financial and Human Resource Management System (IFHRMS) for the collection of offline and online treasury.
The IFHRMS  was developed by the Tamil Nadu government to integrate human resources and finance related services providing a comprehensive management system.
Key points
i.It will provide benefits to the  public that can avail government services related to Tamil Nadu treasuries and accounts, chief auditor of statutory boards departments, small savings, pension, co-operative audit and government data centre.
ii.It also has the e-challan facility which can collect funds for IFHRMS.

Maharashtra DY CM Ajit Pawar unveils Digital Baramati Umbrella AppMaharashtra Deputy Chief Minister Ajit Pawar launched a mobile application ‘Digital Baramati Umbrella App’ designed to provide all citizen-centric facilities at a single click to residents of Baramati town in Pune district.

  •   It is a collection of various apps for different needs.
  •   It has local governance, administration and citizen-centric mobile applications
  •   It also includes those relating to telemedicine, property management, QR-code based asset management, GIS tagging and grievance redressal system.
  •   It also helps in placing demands with the Baramati Municipal Council and to track them.

Objective
To provide assistance to the citizens to access all the facilities by sitting at home at their fingertip.

Rajasthan CM Ashok Gehlot Launched “Mukhyamantri Paryatan Udyog Sambal Yojana-2021”Ashok Gehlot, Chief Minister(CM) of Rajasthan, launched the “Mukhyamantri Paryatan Udyog Sambal Yojana-2021” during the state-level function organised as a part of the World Tourism Day (27th September).

  • The Mukhyamantri Paryatan Udyog Sambal Yojana aims to provide financial support to the entrepreneurs of the tourism and hospitality sector which is affected by the COVID-19 pandemic.

Other highlights of the event:
i.The Chief Minister also launched the ‘Rajasthan tourism official’, a mobile application to provide tour planning assistance to the tourists visiting Rajasthan.
ii.He also released a collection of policies, schemes and guidelines issued by the department of tourism to develop tourism in the state.
iii.The CM stated that to overcome the crime against tourists in Rajasthan the government has decided to make offence against tourists a cognizable offence.
