NATIONAL AFFAIRS

States, UTs to Implement ‘One Nation One Ration Card’ by July 31, 2021: Supreme Court OrderImplement ‘One Nation One Ration Card’ by July 31On June 29, 2021, The Supreme Court(SC) directed States and Union Territories (UT) to extend the implementation of the ‘One Nation, One Ration Card’ scheme (ONORC) by July 31, 2021, to ensure food security, cash transfers and other welfare measures for migrant workers under COVID-19.

  • The bench of justices Ashok Bhushan and M R Shah mentioned the difficulties faced by 38 crore migrant workers around India, who form one-fourth of the country’s population during the second wave of COVID-19 due to lack of ration cards.
  • It also directed that the process of registration of the unorganised labourers / migrant workers be completed at the earliest, but not later than December 31, 2021.

Highlights of the SC orders:
i.Hence the SC insisted on the need for the ONORC scheme as it will enable the migrant workers to get ration at the place of their work i.e. in other states where they won’t be having a registered ration card.
ii.The SC ordered the State governments to frame schemes to distribute dry ration to migrant workers by July 31, 2021, and ordered the Centre to supply whatever additional quantity of food grains a State is demanding.
iii.The SC ordered the Labour Ministry to complete the work of the National Database for Unorganised Workers (NDUW) portal to register and identify migrant workers and unorganised labourers to ensure their rights, welfare and food security.
iv.The court has also directed the States/UTs to register establishments and license contractors under the Inter-State Migrant Workmen (Regulation of Employment and Conditions of Service) Act, 1979.
About ‘One Nation, One Ration Card’ (ONORC) scheme:
i.It was started in June 2019 to enable migrant workers and their family members to buy subsidised ration from any fair price shop anywhere in the country under the National Food Security Act(NFSA), 2013.
ii.As of March 2021, 17 states have implemented the scheme, the 4 States/UT (Assam, Chhattisgarh, Delhi & West Bengal) were not yet covered under the scheme.
iii.ONORC is based on technology that involves details of beneficiaries’ ration card, Aadhaar number, and electronic Points of Sale (ePoS).

Glacial Lake Atlas of Ganga River Basin Released; NHP –Bhuvan portal of NRSC also Launchedi.On June 29, 2021, the Glacial Lake Atlas of Ganga River Basin was virtually released by Pankaj Kumar, Secretary, Department of Water Resources, River Development and Ganga Rejuvenation (DoWR, RD & GR), Ministry of Jal Shakti.
ii.This atlas mapped 4,707 glacial lakes in the Ganga River basin with a total lake water spread area of 20,685 ha will provide information on their type, hydrological, topographical, and associated glaciers.
iii.During the event, Dr. Kailasavadivoo Sivan, Secretary, Department of Space and Chairman ISRO launched the NHP– Bhuvan portal of NRSC which can be accessed at https://bhuvan.nrsc.gov.in/nhp/.

VK Paul released NITI Aayog’s Study on ‘Not-for-Profit’ Hospital ModelAs India’s policies and programmes are aimed at achieving Universal Health Coverage by 2030, NITI (National Institution for Transforming India) Aayog released the Study on Not-For-Profit Hospital Model in India-Web providing insight into their operation model. As of June 2018, these hospitals account for only 1.1% of treated ailments.

  • The report was released by Dr. Vinod Kumar Paul, Member (Health), NITI Aayog.
  • A Not-for-Profit Hospital Sector provides affordable and accessible healthcare.

Aim of Study:
i.To understand the operating model of the prominent Not-For-Profit Hospital institutions in India, including their premise of service, human resource availability, cost containment levers, and the challenges they face.
ii.To help policymakers in planning how they can assist this sector to grow, and to reach the unreached sections of society.
Key Points:
i.Not-for-profit hospitals account for only 2.7% of in-patients in the country while profit hospitals account for 55.3% of in-patients.
ii.The cumulative cost of care at not-for-profit hospitals is lesser than for-profit hospitals by about one-fourth in the in-patient department.
iii.The cumulative cost of OPD (Outpatient Department) care in not-for-profit hospitals is about one-third lesser than in private for-profit hospitals.
iii.As per NSS (National Sample Survey) 75th round data, the not-for-profit hospitals provide medicines to patients at about 26% lesser than the for-profit hospitals, and the doctor’s fees are approximately 18% lower in not-for-profit hospitals.
Proposals:
i.The study proposed a short-term and long-term policy interventions for these hospitals, such as 100% exemption for donations under section 80G, development of directory of these hospitals, ranking them through a performance index, and promoting top hospitals for practising philanthropy, etc.
ii.It is also proposed to provide working capital loans with lower interest rates to these hospitals.

PMFME Scheme Launched under Atma Nirbhar Bharat Abhiyan Completes 1 YearThe Pradhan Mantri Formalisation of Micro Food processing Enterprises (PMFME) scheme, which was launched under the Atma Nirbhar Bharat Abhiyan  completed one year of its launch on 29th June, 2021.
i.PMFME is a centrally sponsored scheme, which aims to enhance the competitiveness of existing individual micro-enterprises in the unorganized segment of the food processing industry, promote formalization of the sector, and support Farmer Producer Organizations (FPOs), Self Help Groups (SHGs) and Producers Cooperatives along their entire value chain.
ii.It was launched with an outlay of INR 10,000 crore over a period of 5 years from 2020-21 to 2024-25.
iii.Under the scheme, 2,00,000 micro food processing units will be directly assisted with credit linked subsidy.
Major milestones achieved under PMFME Scheme

  • Under the ODOP component, the Ministry of Food Processing Industries (MoFPI) approved ODOP for 707 districts of 35 States and UTs.
  • Seed Capital of INR 25.25 crore has been disbursed to State Rural Livelihood Mission (SRLM) under the scheme.
  • MoFPI signed an agreement with the Union Bank of India as the Nodal Bank of scheme.

INS Kiltan Conducted Military Exercise with South Korean ship in East China Sea

On June 28, 2021, Indian Navy’s indigenous ASW (Anti-submarine warfare) Corvette INS (Indian Naval Ship) Kiltan conducted a Navy Partnership Exercise in East China Sea with Republic of Korea Navy Ship (ROKS) Gyeongnam, a Daegu-class frigate.

  • This military exercise is aimed at enhancing interoperability and exchange of best practices in the maritime domain.
  • It was also conducted due to China’s growing assertiveness in the region.

PM Modi Inaugurated Zen Garden, Kaizen Academy at AMA, Ahmedabad

Narendra Modi, Prime Minister(PM) of India, virtually inaugurated a Zen Garden and Kaizen Academy at Ahmedabad Management Association (AMA) in Ahmedabad, Gujarat to display the bond between India and Japan. The Zen Garden and the Kaizen Academy is a symbol of spontaneity and modernity of relation between Indian and Japan.

  • The leaders of the Hyogo Prefecture, Governor Toshizo Ido and Hyogo International Association has played a major role in establishing the Zen Garden and Kaizen Academy at AMA.

Indo-UK FTA can help in Achieving Atma Nirbhar Bharat: UKIBC ReportAccording to the report ‘Road to a UK-India Free Trade Agreement: Enhancing the Partnership and achieving Self-Reliance’ released by UK India Business Council (UKIBC) – An Free Trade Agreement (FTA) between India & United Kingdom (UK) will help in achieving India’s vision of Atma Nirbhar Bharat.
i.Both countries have agreed for an Enhanced Trade Partnership. They have agreed to start FTA negotiations by the end of 2021 with the goal of doubling trade by 2030.
ii.The report includes 5 recommendations to make the Atma Nirbhar campaign a success, which includes sharp focus on innovation and on digital and data sectors, India should remain open to free and fair trade.

India ranked 20th in Global Startup Ecosystem Index 2021, US TopsStartupBlink released the Global Startup Ecosystem Index 2021, which  ranks countries & cities depending on the Startup Environment. Axis Bank made Agreement with AWS for Digital TransformationAxis Bank Ltd, India’s 3rd largest private sector bank, made a multi-year agreement with Amazon Web Services (AWS), the cloud computing arm of Amazon to build a portfolio of new digital financial services with technology changes, and new payment modes for better banking experiences to customers.

  • Axis Bank has selected AWS as a cloud provider to meet the digital banking service demand of its over 200 million customers.

Purpose of the Agreement:
i.Easy account opening: Under the agreement, the bank intends to provide online accounts that could be opened in less than 6 minutes to make instant digital payments. Through which the bank hopes to increase customer satisfaction by 35 percent and lower costs by 24 percent.
ii.The bank plans to convert 70 percent of its on-premises data centre infrastructure to the cloud in the next 2 years, to further reduce cost, improve agility, and improve customer experience.

Industrial Credit Growth in FY21 Remained Negative: RBI On June 29, 2021, the publication of the Reserve Bank of India (RBI), ‘Quarterly Basic Statistical Returns (BSR)-1: Outstanding Credit of Scheduled Commercial Banks (SCBs), March 2021’, reported a ‘negative credit (loan) growth in industrial sector’ in FY21 due to COVID-19.
Key points of the report:
i.It reported continuous growth in personal loans which recorded 13.5 percent growth (Y-o-Y) in March 2021.
ii.The credit to the private corporate sector declined for the 6th successive quarter and its share in total credit stood at 28.3 percent.
iii.Weighted Average Lending Rate (WALR) on outstanding credit was declined by 21 basis points in Q4 FY21 and it has moderated by 91 basis points in FY21.

i.Monetary policy Framing – It frames the Monetary policy of the country to meet the challenges and maintain the price stability of the economy.
ii.Control Inflation -RBI has targeted to keep the mid-term inflation of 4%(+/- 2%)
iii.Decides interest rate – A six-member monetary policy committee headed by the RBI governor, decides the benchmark repo rate.
iv.Regulates Forex – Foreign Exchange (Forex) Management Act (‘FEMA’) envisages the RBI a key role in managing Forex reserves.

SEBI Board Approved List of Amendments, InitiativesOn June 29, 2021, the Securities and Exchange Board of India (SEBI) approved the amendments and frameworks that are made relating to independent directors(IDs), mutual fund (MF) regulations, and others at its board meeting.
Key Points:
i.SEBI amended the SEBI (Mutual Funds (MF)) Regulations, 1996, and allowed to invest a minimum amount as ‘skin in the game’ in the MF schemes by Asset Management Companies (AMCs) based on the risk associated with the scheme, instead of the current requirement of the investment of 1 percent of the amount raised in New Fund Offer (NFO) or an amount of Rs 50 lakh, whichever is less.
ii.SEBI has approved the proposal to introduce a framework for the ‘Accredited Investors’(AI) in the Indian securities market.

  • They are defined as a class of investors who are well informed or well advised about investment products.

RIL Signed Strategic Partnership with ADNOC to Build Mega Chemical Projects in UAEReliance Industries Ltd (RIL) signed a strategic partnership with the Abu Dhabi National Oil Company (ADNOC) to establish a mega chemical project in Al Ruwais city, United Arab Emirates(UAE).
This project, a joint venture of ADNOC and ADQ (formerly known as Abu Dhabi Development Holding(ADDH) Co), will be constructed at the TA’ZIZ Industrial Chemical Zone in Ruwais Abu Dhabi, UAE. This is the first investment by Reliance in UAE.

  • This agreement enhances the ADNOC’s downstream and industry growth plans in line with ADNOC’s 2030 strategy.
  • Contracts have been awarded for the first stages of development of the TA’ZIZ site.

Features of the partnership:
i.Under this partnership, RIL and ADNOC will construct an integrated plant with a capacity to produce 940000 tonnes of chlor-alkali, 1.1 million tonnes of ethylene dichloride and 360000 tonnes of polyvinyl chloride(PVC). 
ii.The partnership utilises the increasing demand for critical industrial raw materials and utilises the strengths of ADNOC and RIL.
iii.This project will manufacture ethylene dichloride(EDC), a key product for the production of PVC in India.

Standard Life Sold Rs 6783 Cr Worth Shares of HDFC lifeThe Standard life Mauritius holdings 2006 Limited, a subsidiary of the Standard Life Aberdeen PLC, the promoter of the HDFC life insurance company has sold its Rs 6783 crore worth shares of HDFC Life.

  • Standard Life sold its 3.46% stake in HDFC life worth Rs 6,783.59 crore through open market transactions.
  • At present Standard life owns an 8.88% stake in HDFC life insurance company.

i.The shares are offered to the inventions at a price range of Rs 658 to Rs 678 per share, a discount of 5.5% to 2.26% to the closing price of Rs 696 per share.
ii.The share sale is managed by the Investment banks JP Morgan and Bank of America.
HDFC Takes Over 8.4% stake in Ansal Housing:
i.Housing Development Finance Corporation (HDFC) has acquired an 8.4% stake in Ansal Housing after invoking shares pledged with the corporation for recovery of loans.
ii.As of March-end 2021, HDFC held 2.02% of Ansal Housing.

Office of Principal Scientific Adviser Launches ‘Atmanirbhar Krishi App’The Office of Principal Scientific Adviser (PSA) to the Government of India launched the Atmanirbhar Krishi app under the KisanMitr initiative. The app aims to equip farmers with actionable agricultural insights and provide early weather alerts.
i.The app collects Data related to soil type, soil health, moisture, weather, and water table and generates personalized insights related to crop selection, fertilizer requirements, and water needs for each farmer.
ii.It has been designed and built by the Tech Mahindra Makers Lab team, the Research & Development arm of Tech Mahindra.
iii.The data for the app is being provided by various Government departments,

Microsoft Officially Launched ‘Windows 11’

Microsoft officially launched its new Windows operating system ‘Windows 11’ on June 24, 2021. It is being called the “next generation” of Windows.

  • The release comes nearly six years after the current latest Windows Operating System ‘Windows 10’ was launched in July 2015.

Key Points:
i.Windows 11 is special because it focuses on a new user interface, a new Windows Store, and improvements to performance, including centre-aligned Taskbar and Start button.
ii.One of the unique features of Windows 11 is that it will support Android apps via Amazon’s app store.It will work better in touch mode as well.
iii.Windows 11 operating system (OS) will be available as a free upgrade for Windows 10 users in late 2021.
iv.PCs having Intel’s sixth and seventh-generation processors will not be eligible to use Windows 11.

India Presented 10 Translated Books of Modern Indian Literature to SCOIndian Ambassador to China Vikram Misri presented 10 Translated Books of Modern Indian Literature to Shanghai Cooperation Organisation(SCO) Secretary General Vladimir Norov at the SCO secretariat in Beijing,China.
Key Points:
i.It includes English, Russian and Chinese translations of 10 classic works of modern literature written by prominent Indian authors in different languages.
ii.The translated books included,

  • Arogyaniketan (Bengali) written by Tarashankar Bandyopadyay
  • Ordained by Fate (Urdu) by Rajender Singh Bedi,
  • Illu (Telugu) by Rachakonda Vishwanatha Sastry
  • The Last Exit (Hindi) by Nirmal Varma
  • Longing for Sunshine (Assamese) by Sayed Abdul Malik
  • Mystery of the Missing Cap and other short stories (Odia) by Manoj Das
  • The Last Flicker (Punjabi) by Gurdial Singh
  • Of Men and Moments (Tamil) by Jayakanthan
  • Parva: A Tale of War, Peace, Love, Death, God and Man (Kannada) by S L Bhyrappa
  • The Promised Hand (Gujrati) by Jhaverchand Meghnani.

iii.These books are translated by the Sahitya Akademi which had commissioned the translation project and completed it by the end of 2021.
iv.This presentation was a follow-up to the announcement by Prime Minister Narendra Modi at the SCO Council of Heads of State Summit in Bishkek in 2019 that 10 great works of Indian literature will be translated into Russian and Chinese, which are the official languages of the SCO.

International Asteroid Day 2021 – June 30 United Nations (UN)’s International Asteroid Day or Asteroid Day is a global awareness campaign annually celebrated across the globe on 30th June to create awareness and engage and educate the general public about the asteroid’s opportunities and risks.
Aim:

  • To create awareness about the hazards of asteroid impacts.
  • To educate the public on the crisis communication actions which should be taken at the global level in case of Near-Earth Object(NEO) threat.

Background:
i.The Asteroid day was jointly founded by astrophysicist and famed musician Dr Brian May of the rock group Queen, Apollo 9 astronaut Rusty Schweickart, filmmaker Grig Richters, and B612 Foundation President Danica Remy.
ii.The United Nations General Assembly(UNGA) adopted the resolution A/RES/71/90 on 6th December 2016 and declared the 30th June as the International Asteroid Day.
iii.The First International Asteroid Day was observed on 30th June 2017.
Why June 30?
Asteroid Day is annually observed on 30th June to mark the anniversary of the Siberia Tunguska event, the impact of the Tunguska asteroid in Siberia, Russian Federation on 30th June 1908. The Tunguska event is the Earth’s largest asteroid impact in History.

International Day of Parliamentarism 2021 – June 30 The United Nations (UN)’s International Day of Parliamentarism is annually observed across the globe on 30th June to recognise the importance of parliaments in national plans and strategies. The day also highlights the importance of parliaments in ensuring transparency and accountability at national and global levels.

  • The Inter-Parliamentary Union (IPU) and its Member Parliaments mark the International Day of Parliamentarism 2021 by organising various events focusing on youth empowerment. This follows the launch of the IPU campaign “I Say Yes to Youth in Parliament!”.

Background:
i.The United Nations General Assembly(UNGA) adopted the resolution A/RES/72/278 on 22nd May 2018 and proclaimed the 30th June of every year as the International Day of Parliamentarism.
ii.The first International Day of Parliamentarism was observed on 30th June 2018.
Why June 30?
June 30th marks the establishment of The Inter-Parliamentary Union (IPU) on 30th June 1889.

New International Cricket Stadium in Jharkhand by SAIL-BSL

The Jharkhand State Cricket Association (JSCA) has inked a Memorandum of Understanding (MoU) with SAIL Bokaro Steel Plant (BSL), for the construction of an International Cricket Stadium in Bokaro city,Jharkhand.

  • Bokaro will become the third city in Jharkhand to have an International Cricket Stadium after Jamshedpur and Ranchi.
  • Bokaro Steel Plant will transfer 20.17 acres of its land to JSCA for 33 years, for the construction of Stadium.
  • The proposed stadium will also be the first stadium to be constructed in SAIL township.
