Who is Lakhvi?
Zaki-ur-Rehman Lakhvi is a top leader of Lashkar-e-Taiba. He is allegedly the mastermind of 26/11 Mumbai massacre. Right now a case is pending against him in Pakistani courts to determine his role in the Mumbai attacks. But the judiciary process is not moving forward and a local court has recently given bail to Lakhvi. India tried to pass a resolution in UN denouncing Pakistan and to seek action against it for releasing the 26/11 mastermind Zaki-ur-Rehman Lakhvi.
India alleged that the release is in violation of the 1267 U.N. resolution dealing with designated entities and individuals.
China action
China has traditionally been close to Islamabad and so came to its rescue in UN by blocking the India sponsored resolution against Pakistan. It was blocked by China on the grounds that New Delhi had not provided sufficient information.
India has taken up this issue of blocking “at the highest level” with Beijing. India has taken the issue seriously, as only a month ago New Delhi and Beijing agreed to deepen their commitment to fight terror, during Modi’s visit to China.
Since December 2014, India’s Permanent Mission to the UN has filed separate proposals on Pakistan-based terrorists, each of which has been reportedly delayed or stopped by China.
Also, China has put a “technical hold” on India’s request to list Hizbul Mujahideen chief and head of the ‘United Jihad Council’, Syed Salahuddin. The “technical hold” amounts to a veto on going ahead with the listing process for at least three months.
U.S. support
However, the United States has backed India’s demand for re-arresting Lakhvi. A recent U.S. State Department’s report on Terrorism also indicted Pakistan for not taking action against LeT.
