Chhattisgarh CM Bhupesh Baghel presented HEIGHT State Budget worth Rs 97,106cr for FY22

Chhattisgarh CM Bhupesh BaghelOn March 1, 2021, the Chief Minister (CM) of Chhattisgarh Bhupesh Baghel, who also holds the Finance portfolio, presented a budget of Rs 97,106 crore for 2021-22 based on HEIGHT.

Expansion of term HEIGHT,

H stands for holistic development,

E for education (equal opportunity for all),

I for infrastructure, G for governance,

H for health and

T for transformation.

  •  The state budget has made 38% provision for the social sector, 39% for the economic sector and 23% for the general service sector.
  •  No new taxes are proposed in this budget.

Growth estimation of the state

i.State’s Gross Domestic Product (SGDP), at current prices, is estimated to increase from Rs 3,44,955 crores in the year 2019-20 to 3,50,270 crore in 2020-21, an increase of 1.54%.

ii.The per capita income is estimated at Rs 1,04,943 in FY21 as compared to 1,05,089 in 2019-20, which is only 0.14% lesser than previous year.

iii. The state achieved the growth of 5.10% despite the COVID-19 pandemic.

Highlight of Budget

New Establishments:-

  • Rural Industrial Parks will be set up to provide employment opportunities for creative arts along with the facility of operation and marketing of traditional business activities.
  • C-Mart stores will also be set up inside and outside the state to provide Chhattisgarhi products, including cuisines, under one roof.
  • Four new development boards will be constituted to revive traditional rural business skills viz. Telghani, leather craftsman, iron craftsman and Razakar Development Board.
  • A Bio Ethanol Exhibition Site Plant at Village Godhi, District Bemetara will be established.
  • Bastar Tigers, a new special force to be raised in the 7 districts of Bastar division to boost anti-Naxal operations. For this, a provision of Rs 92 crore for recruitment of 2,800 personnel is made.

New Schemes :-

  •  Swami Atmanand English Medium School scheme– Under this scheme a total of 119 schools under the will be set up, and a national level boarding school will be set up in Nava Raipur on a self-financing model.
  •  Rajiv Gandhi Nyay Scheme with Rs.5703 crores will be started for rural agricultural landless labourers.
  • Mahendra Karma Tendupatta Collector Social Security Scheme will be initiation of Shaheed’ for Tendupatta collector families.

New Constructions to be implemented

  • 12 new railways over bridges, 151 bridges and 585 new roads will be expected to construct. Apart from these 104 roads and 116 bridges will be constructed in Naxal-hit areas. Also 11 new tehsils will be constituted.
  •   A Chhattisgarh Cultural Zone will be constructed on the lines of Bharat Bhawan, Bhopal in Nava Raipur.

Other Allocations:

  • Rs 5000 as a assistance will be provided to women on birth of second girl child under Kaushalya Maternity Scheme
  • There is also a provision of Rs 100 crores for Mukhyamantri Sugam Sadak Yojana along with a provision of Rs 940 crores for 24 roads of length of 825 km in the ADB (Asian Development Bank) Phase-3 project.

i.Jharkhand has launched the state’s own crop relief scheme ‘Kisan Fasal Rahat Yojana’ which will replace Government of India’s crop insurance scheme Pradhan Mantri Fasal Bima Yojana (PMFBY). The new scheme is a compensation scheme which will provide security cover to farmers of Jharkhand in cases of crop damage due to natural hazards.

ii.On January 6, 2021, Uttar Pradesh government (UP) Chief Minister (CM) Yogi Adityanath launched a 3 week long campaign namely “Kisan Kalyan Mission” for the state’s farmer welfare and to double their income.
