Cabinet Approvals with Foreign Countries on 8th November 2018Cabinet approves signing and ratifying the Extradition Agreement between India and Morocco:
On 8th November 2018, the Union Cabinet chaired by Prime Minister Narendra Modi approved signing and ratifying the Extradition Agreement between India and Morocco.
i. The Agreement will be signed during the proposed VIP visit from Morocco from 11th to 18th November 2018.
ii. Benefits of the agreement:

  • It will offer a strong legal base for the extradition of fugitive offenders who are accused of economic offences, terrorism and other major offences in one Contracting State and found in another Contracting State
  • It will strengthen bilateral relations to deal with criminal forces acting against the national interest of India and Morocco

Cabinet approves Agreement between India and Morocco on Mutual Legal Assistance in Civil and Commercial Matters:
On 8th November 2018, the Union Cabinet chaired by Prime Minister Narendra Modi approved the Agreement on Mutual Legal Assistance in Civil and Commercial Matters between India and Morocco.
i. Key features of the agreement are:

  • Service of summons and other judicial documents or processes
  • Taking of evidence in civil matters
  • Production, identification or examination of documents, recordings
  • The execution of a Letter of Request for taking of evidence in civil matters
  • Recognition and enforcement of arbitral awards

ii. Advantages of the agreement:

  • It will benefit citizens of India and Morocco
  • It will strengthen friendship and fruitful cooperation in the Civil and Commercial matters between both the countries
  • It will improve co-operation in the service of summons, judicial documents, letters of request and the execution of judgments decrees and arbitral awards

Cabinet approves MoU between India and Italy for continuing training and education in the fields of Labour and Employment:
On 8th November 2018, the Union Cabinet chaired by Prime Minister Narendra Modi approved the Memorandum of Understanding (MoU) between India and Italy for training and education in the fields of Labour and Employment.
i. Advantages of the MoU:

It will facilitate expansion of the training and education activities to promote decent work in the nature of work, through:

  • conducting joint training programmes on training methodologies and techniques
  • developing new training modules for various social partners
  • organizing customized training programmers in various themes on labour and employment
  • undertaking evaluation of training methodologies
  • exchanging of good practices in training programmes, especially in labour administration; assisting each other in the delivery and facilitation of training modules and organizing study visits
  • exchanging of trainers for sharing knowledge and information

ii. Major Impacts of the MoU:

  • up-gradation of technical capacities of both the institutions in responding to the challenges due to transformations in the nature of work
  • improvement in technical capabilities of developing and organising international training programmes and evolution of V.V.Giri National Labour Institute (VVGNLI) as a leading training institution in the Asia-Pacific region
  • outreaching a wide range of social partners in the Asia Pacific Region

Background:
In 2012, V.V Giri National Labour Institute (VVGNLI), Noida, and the International Training Centre of the International Labour Organisation (ITC-ILO), Turin, signed a MoU to formalize the collaboration between the institutions for continuing the professional collaboration.
